Charter Review Committee
April 7, 2005
Public Forum on the Structure of Government
Redmond Room, Southern Oregon University
7:00 p.m. - 9:30 p.m.
Members Present:
John Enders, Carole Wheeldon, Michael Riedeman, Pam Marsh, Don
Montgomery, Laurie MacGraw and Hal Cloer.
Members Absent:
Keith Massie and Kate Culbertson
Staff Present:
Mike Reeder, Assistant City Attorney
Chair John Enders welcomed the audience and Vice Chair Carole Wheeldon explained the format
of the forum. Pam Marsh, Don Montgomery and Carole Wheeldon presented information on the
three alternatives related to structure of government. The audience was then broken up into
smaller groups to discuss what characteristics government should embody in order to deliver
effective public service and to examine each of the three alternatives to determine which supports
or detracts from the characteristics identified. The audience then regrouped for discussion on the
similar themes which were identified.
Public input received during the forum will be presented during a regularly scheduled meeting.
