A RESOLUTION :REFERRING TO THE VOTERS OF THE CITY OF ASHL~D THE
QUESTION OF THE SOURCES OF FUNDING OF AN OPEN SPACE PROGlRAM AND
WHETHER OR NOT SUCH FUNDING PROGRAM SHALL BE BY SYSTEMS DEVELOPMENT
CHARGES, UTILITY SURCHARGES, AND INCREASE IN BUSINESS LICENSE AND
MOTEL/HOTEL TAXES. THIS QUESTION TO BE VOTED ON AT THE ELECTION
HEREIN CALLED TO BE HELD ON THE 15TH DAY OF MAY, 1990.
BE IT RESOLVED BY THE CITY OF ASHLAND AS FOLLOWS:
SECTION 1. There is hereby referred to the voters of thl: City of
Ashland the question of the financing of the open space program by
systems development charges, utility surcharges, and increases in
business license and hotel/motel taxes. The following ballot for the
proposed measure is hereby adopted and approved and the :following are
the ballot title and form in which that measure shall appear upon the
ballot at said election.
54. PROVIDING FUNDING FOR THE CITY OF ASHLAND'S OPEN SPACE
PROGRAM.
Question: Shall Ashland finance open space acquisi.tions through
systems development charges, utility surcharges, increases in
business license and hotel/motel taxes?

Explanation: Advisory vote. Proposes a 20 year program for
funding Open Space acquisitions, if the charter amendment is
approved. Funding would be assessed from new resid1ents, current
residents, businesses, and tourists. Sources proposed are
systems development charges on new construction; a50 cent
monthly residential utility surcharge; a business license tax
increase to $100 per business plus $10 per employee; and a 1%
increase in the hotel/motel tax. An increase within the
authorized Parks property tax levy would cover maintenance and
development costs.
SECTION 2. An election in and for the City of Ashland is hereby
called and ordered to be held for such City on the 15th day of May,
1990.
SECTION 3. The City Recorder is hereby requested and directed to give
due notice of such special election hereby called as provided in the
Charter and ordinances of the City of Ashland and the la'ws of the
State of Oregon.
SECTION 4. For the purpose of this election, the hours and the
polling places shall be as directed by the Jackson County Clerk.
The foregoing Resolution was READ and DULY ADOPTED at a special
meeting of the Ashland City Council on the 12th day of March, 1990.
