RESOLUTION NO. 89-09
A RESOLUTION ESTABLISHING A COMMITTEE ON AFFORO~BLE
HOUSING, SETTING FORTH ITS DUTIES AND RESPONSIBILITIES,
AND DESIGNATING ITS TERM OF OPERATION.
WHEREAS, costs of housing in Ashland are escalating at a rate which
may preclude low and moderate income families from either
rental or home purchase; and
WHEREAS, strategies need to be explored which will insur,e that the
ci ty' s land development policies will provide f,or a mix of
housing types and pricing; and
WHEREAS, the State Land Conservation Development Commission Goal
No. 10 requires that cities make good faith eff,orts to
provide affordable housing.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council as
follows:
SECTION 1. Affordable Housinq Committee Established - Membership.
There is hereby established a Committee on Affordable Housing which
shall consist of ten (10) voting members. The voting members shall
include one representative each from the City Council, Planning
commission, CPAC, CPAC Housing Subcommittee, Economic Development
Commission, and five (5) additional members from the community at
large which may include renters, students, single parents, and
other interested or affected persons. The Council representative
shall serve as Chair.
SECTION 2. Term of Office. The Committee shall be appointed for a
term of office expiring on October 31, 1989.

SECTION 4. Duties and Responsibilities - Generally. The duties
and responsibilities of the Committee on Affordable Housing shall
be as follows:
A. To review existing City ordinances, Comprehensive Plan
polices, and L.C.D.C. Goals and Guidelines concerning
housing policies.
B. To gather data from other cities and resources relating to
policies and strategies, which insure a mix of housing
types and pricing.
C. To solicit public input from citizens from all economic
and interest groups, in the development of its policies.
D. To develop and recommend to the Planning Commission and
CPAC, a proposed set of policies or strategies for
inclusion in the Comprehensive Plan which address the goal
of promoting affordable rental and owner-occupied housing.
E. To complete its tasks, and report to the City Council and
Planning Commission during the month of October, 1989.
The foregoing Resolution was READ and DULY ADOPTED at a regular
