RESOLUTION NO. 89-~
A RESOLUTION OF INTENTION, INITIATING HEARINGS ON
VARIOUS AMENDMENTS TO THE LAND-USE ORDINANCE.
WHEREAS, various amendments to the Land-use Ordinance have been
proposed; and
WHEREAS, the City Council has reviewed the proposed changes and
wishes that the Planning Commission begin the necessary
public hearings to consider these changes.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
SECTION 1. Pursuant to Section 18.108.090 of the Municipal Code,
the City Council hereby adopts this Resolution of Intention,
initiating a Type 3 amendment process for the changes recommended
on the attached Staff memorandum dated May 30, 1989 and
designated Exhibit "A".
The foregoing Resolution was READ and DULY ADOPTED at a regular

Modifications to 18.76 - Partitions
Here are some recommended changes to the Land Use Ordinance for criteria for
approval of partitions:
18.76.050 F. When there exists a 20-foot wide access along the entire street
frontage of the newly created parcel to the nearest collector or arterial street, as
designated in the Comprehensive Plan. Access to be improved to the standards
established in Section 18.76.170.
18.76.170 Exterior unimproved streets and access ways. (modify the last sentence
of the first paragraph to read:)
Such improvements are to be installed at the expense of the land divider.
18.76.170 E. The street be surfaced with a minimum 4-inch full depth asphaltic
concrete with a minimum width of 20-feet with all work done under pennit of the
Public Worlcr Department.
I believe this clarifies the 20' width requirements, and what portions of the road should
be at this width. I have also added some modifications to the street surfacing
requirements. These changes were made after consultation with Steve Hall.
The following other changes also need to be initiated:
1) Adoption of the State Vision Clearance Standards on roads with speed
limits greater than 30 mph.
2) Annexation of the 22 acres recently purchased by the Airport, with
rezoning to E-l.
3) Rezoning of the property owned by the City across from the Civic Center,
from R-1-1O to R-2. This is a small parcel that is not part of the proposed park
and is surplus property.
4) Specific authority in the Procedures section of the Land Use Ordinance
allowing the Council the option of appealing land use decisions by the Planning
Commission on their own motion.
5) Limiting accessory structures in residential zones to no more than 700 square
feet and to heights no greater than 15 feet.
6) Requirement that the applicant post notice on parcels proposed for land use
actions, thus providing notice to non-owner neighbors.
7) Requirement for at least two means of vehicular access at least 20 feet wide
on residential projects involving more than 200 vehicle trips per day.
The Council needs to initiate these changes by resolution. If the Council agrees, the
resolution can be prepared for the next meeting by Staff.
