1. What does your jurisdiction hope to accomplish by participating in
the technical assistance program?
The City would like to reduce all types of energy usage. We are in the process of develop-
ing an overall energy plan for the City and when this program was discovered it fit right
in with our present plan of action. The plan we were proposing to develop would have
been done in house by our current staff with no outside help. This program would allow
us to get the plan developed much sooner than if we had to do all the work ourselves.
.2. What specific issues, problems or opportunities does your
jurisdiction want to address through this program? Please be as
specific and descriptive as possible. (See saJlll1e answer to this
question enclosed in packets)
The City of Ashland presently buys electricity from Pacific Power & Light for resale to
Ashland residents. It looks as if we will be buying power from BPA when our current con-
tract with PP&L expires in 1982. BPA power contracts require the municipality to reduce
electric consumption as a condition of the contract. We would like to explore programs of
weatherization and solar retrofits of existing residences to reduce space heating energy
use requirements. We also would like to explore various funding methods to implement
weatherization and retrofits to enable residents to fund the i.mprovements. We are in-
terested in looking at energy used for transportation and ways to reduce this form of
energy consumption. The City is also interested, being a public utility, in ways to

generate energy of its own. This could include small scale hydro, solar utilities, or
other feasible means of generating our own sources of energy. Weare also interested in
the economics and funding of active solar hot water systems. Basically _we are looking
for cost effecti.ve ways to reduce energy consumption on a year to year basis, so the City
can start on the road to reducing energy consumption each year. We are particularly in-
terested in seeing how the City can use its position as a public utility to develop pro-
grams and the various low cost ways in which the programs could be finances.
We have also participated in a wind energy development project under the auspices of the
Public Power Council and the City supplied $6,000 for this project; $4,000 was allocated
to develop hydropower at the Applegate Dam.
3. .Please describe any actions (programs. plans. ordinances. etc.) taken
by your jurisdiction to encourage energy conservation within
government facilities. programs or functions.
A. The City's new Justice Center and City Council Chambers, which are presently under
construction, are designed to be passively solar heated, in order to reduce the space
heating requirements of the building.
B. The City Council has made the development of an overall energy plan a pressing priority
of the City's Planning Dept. They have indicated that the plan should address government
energy usage and ways to reduce it.

4. Please describe actions taken by your jurisdiction to encourage
cit izens and bus i nesses to conserve energy.
A. The City has passed a City-wide Solar Access Ordinance which guarantees that new struc-
tureswill not preclude surrounding neighbors' right to the sun.
B. The City has passed a Performance Standards Ordinance which gives density bonus points
· for building energy efficient homes. Up to a 40% bonus in density can be earned by pro-
vision of building energy efficient homes. These regulatioffiare mandatory in the P-Overlay
areas of the City, which are nearly all of the vacant developable land within the City.
C. The City has instituted a program where Ashland residents can purchase hot water heater
insulated covers to reduce electricity consumed for hot water heating.
D. The City through Southern Oregon Regional Services Institute (an institute associated
with Southtern Oregon State College) provides the use of the SOSC computer to allow builders
to test potential performance of passive solar homes by use of the PASFRAC Computer Program.
This service is available to area builders for a minimal fee of $5/house.
E. The City provided seed money so that a Passive Solar Design Seminar could be sponsored
to inform area builders of the advantages and state of the arts approach to passive solar
space heating. The seminar was held in November of'1980, and was co-sponsored by SORSI
and the City of Ashland. It was held at Ashland Hills Inn in Ashland. The seminar was
sold out and attended by over 200 people. Experts from throughout the state provided tech-
nical and practical expertise to the participants. Everyone involved in the Conference
generally felt it was a great success and much information on the feasibility and practi-
cality of passive design was disseminated.

F. The City Building Dept. will perform energy audits for privately owned homes, commer-
cial and industrial uses upon request by the citizens of Ashland. This service is presently
provided free of charge by the City.

5. What is the principal source(s) of energy used within your facilities
i.e., gas, electricity, oil?
The City of Ashland has electric, oil, natural gas, and wood as the principal sources
that are used within our municipality. City facilities are scattered at the present
time but utilize all of the above sources except wood for our own energy sources. As
mentioned before, the City's new Justice Center/City Council Chambers under construction
on East Main Street has been designed to be partially passively heated. Backup heating
needs are provided by heat pumps.

No, but the energy plan as envisioned by the City's Planning Staff would have looked at
this. Background data as to the various energy use componets within the City has already
been developed and is available.
7. Has your jurisdiction participated in any other technical assistance
program within the last three years which was directed at energy
conservation? (For instance, contracts with consultants, federal or

Selection criteria which will be used to evaluate applications for the
technical assistance program are listed ~elow. Please use the space
provided under each of these to explain how your city/county has
addressed or plans to address that criterion. If your juriSdiction
cannot address one or more of the criteria. please explain. Use
additional sheets of paper if necessary.
Selection Criteria
1. Agreement by the city/county governing body to adopt measures which
will reduce energy usage in the.jurisdiction's facilities or in the
community or county and which will increase any reduction which has
been achieved prior to participation in the technical assistance
program.
The Council has already adopted a Solar Access Ordinance and a Performance
Standards Ordinance which will both save energy. If new legislation can
be shown to be effective and cost-effective, the Council will no doubt
follow their previous direction and adopt this type of legislation.
2. A demonstrated willingness to share with other local government
jurisdictions expertise developed by the applicant.
The City has already made PASFRAC available to anyone who wants to use it,
through SORSI and SOSC. We have also widely distributed our solar access
strategy throughout the western part of the United States.
3. Evidence of strong support from the local governing body for the
creation of an on-going energy conservation program where there ;s

authority to undertake development, implementation or improvement of
an energy conservation program.
Passage of our Solar Access Ordinance and Performance Standard Ordinance
shows the committment of the Ashland City Council to strongly support
energy ronserving legislation. Also, the Council willingness to underwrite
the Passive Solar Design Conference shows they are willing to invest money
to 'save energy. The stro~directive from the Council to develop an Energy
Plan shows their committment to get the entir.e ~ty involved in energy
management.

The City already committed funds for a Passive Solar Design Conference and
the Council has indicated that energy management will be very important in
the future. If money is needed to start programs to conserve energy the'
Council will no doubt follow through on their committment. We provided
money for the Public Power Council Wind Energy Project and development of
hydropower at Applegate Dam which further shows the City's committment to
wise energy planning.
