CITY AND CONSULTANT AGREE:
1. All Costs by Consultant: Consultant shall, at its own risk and expense, perform the personal services described above and, unless otherwise specified, furnish all labor,
equipment and materials required for the proper performance of such service.
2. Qualified Work: Consultant has represented, and by entering into this contract now represents, that all personnel assigned to the work required under this contract are fully
qualified to perform the service to which they will be assigned in a skilled and workerlike manner and, if required to be registered, licensed or bonded by the State of Oregon, are so
registered, licensed and bonded.
3. Completion Date: Consultant shall start performing the service under this contract by the beginning date indicated above and complete the service by the completion date
indicated above.
4. Compensation: City shall pay Consultant for service performed, including costs and expenses, the sum specified above. Once work commencEiS, invoices shall be prepared and
submitted by the tenth of the month for work completed in the prior month. Payments shall be made within 30 days of the date of the invoice. Should the contract be prematurely
terminated, payments will be made for work completed and accepted to date of termination.
5. Ownership of Documents: All documents prepared by Consultant pursuant to this contract shall be the property of City.
6. Statutory Requirements: ORS 279C.505, 279C.515, 279C.520 and 279C.53O are made part of this contract.
7. Living Wage Requirements: If the amount of this contract is $15,964 or more, Consultant is required to comply with chapter 3.12 of the Ashland Municipal Code by paying a living
wage, as defined in this chapter, to all employees performing work under this contract and to any slbcontractor who performs 50"10 or more of the service work under this contract.
Consultant is also required to post the attached notice predominantly in areas where it will be seen by all employees.
8. Indemnification: Consultant agrees to defend, indemnify and save City, its officers, employees and agents harmless from any and all losses, claims, actions, costs, expenses,
judgments, subrogations, or other damages resulting from injury to any person (including injury resulting in death), or damage (including loss or destruction) to property, of whatsoever
nature arising out of or incident to the performance of this contract by Consultant (including but not limited to, Consultant's employees, agents, and others designated by Consultant to
perform work or services attendant to this contract). Consultant shall not be held responsible for any losses, expenses, claims, subrogations, actions, costs, judgments, or other
damages, directly, solely, and proximately caused by the negligence of City.
9. Termination: This contract may be terminated by City by giving ten days written notice to Consultant and may be terminated by Consultant should City fail substantially to perform
its obligations through no fault of Consultant.
10. Independent Contractor Status: Consultant is an independent contractor and not an employee of the City. Consultant shall have the complete responsibility for the performance
of this contract. Consultant shall provide workers' compensation coverage as required in ORS Ch 656 for all persons employed to perform work pUlrsuantto this contract. Consultant
is a subject employer that will comply with ORS 656.017.
11. Assignment and Subcontr ts: Consultant shall not assign this contract or subcontract any portion of the work without the written consent of City. Any attempted assignment or
subcontract without written con nt of City shall be void. Consultant shall be fully responsible for the acts or omissions of any assigns or subcontractors and of all persons employed

STATEMENT OF THE PROPOSED PROJECf
The City of Ashland, Oregon is soliciting proposals for professional preservation !leI'Vices to
survey historic resoOReS within an area of the City outside the existing National Register-listed
districts. Envisioned as a pilot project in the ultimate survey of all such areas, this initial
reconnaissance-level .survey will focus upon the part of Ashland generally known as "Quiet
Village," located north of the downtown core, and generally bounded by the Skidmore~Academy
District on the so~ Oak. Street on the east, and the city limits to the north and west.. Much of
this area was added 10 the city as a part of c 1960s subdivision called "Quiet Village" but it also
includes several linear corridors along Laurel, Helman and Oak streets that contain late-19th and
early 20th century development, many of which relate to an earlier agricultural development
period. .
The intent of the present project is two-fold - to identify all potentially significant historic
resources within this area, defmed as those 45-years of age or older, and then to develop
standardized methodology for similar surveys projects in other areas of the town. In :Ilddition to
baseline resource-by-resource documentation, recommendations will include analysis for a
potential Multiple Property Submittal framework as well as the opportunity for ne:w historic
district areas or, where appropriate, expansion of existing boundaries to encompass new
identified resource concentrations. The project is funded with Certified Local Government
grants and managed by the City with oversight by Staff, the Ashland Historic Commission and
the Oregon State Historic Preservation Office.
A. PROJECT BACKGROUND
In the late 1970s Ashland identified a core area of the community, developed filur locally
designated historic districts and created the Ashland Historic Commission, a mayorall-appointed
advisory panel that would provide review for development and rehabilitation projc~ts within
those areas. The Ashland Cultural Resource Inventory was completed in 1989 by KIlY Atwood
and documented resources within the local districts. In 1997-1998 the City retainled George
Kramer, the respondent, to re-survey the Ashland Railroad District for formal designation as a
National Register Historic District and; over the ensuing years, all four local districts were
intensively re-surveycd and subsequently listed on the National Register. During this period,
some minor boundary adjustments modified or expanded the National Register Districts from the
earlier local designations and pointed out the need for additional survey work beyond lthe existing
boundaries. The last NR project, the Siskiyou-Hargadine Historic District, was completed in
August 200 I.
Now, the City is interested in continuing the identification and survey process to those areas
outside the existing district boundaries so as to provide baseline information regairding other
potentially significant resources within the city. The present project design is intended to serve
as a model for the ultimate survey of the entire city and will provide some indication of resource
concentrations that may logically be expected in other peripheral areas.

B. PROJECT TEAM
Except as subject to prior approval by the City, George Kramer, M.S. lIP., will personally
perform all respondent tasks and will be responsible for all work and products rehlted to this
project. Support staff may be retained input, photography and similar tasks but alll~valuations
and report tasks will be personally undertaken by the respondent.
c. APPROACH
As per SHPO guidelines and the RFP, the project will identify all 45-year old or older resources
within the project area and document them using standard SHPO survey formats augmented by
photographic and survey-map graphics. Project methodology, subject to review and input from
Staff and the Oregon SlIPO, is envisioned as follows:
1) Kick-off Meeting: A public meeting at a local school or community offices will
announce the project to the public and provide a forum to address qUClstiOns and
conceins. Staff/City will provide meeting logistics in terms of media and space, the
respondent will run the meeting, including a presentation and Q&A.
2) Initial Identification: Using the "Year Built" field from Jackson County Assessors
electronic data, all resources dated 1960 or earlier will be flagged for review. This
date is specifically chosen in recognition that such data often relates to effective age
rather than actual date of construction. Staff/City will provide the respondent with
current Assessors data in electronic format (DBF or Access/MDB format) for all tax
lots within the project area along with large-format "base map" showing streets, lot
lines and tax lot numbers.
3) Fieldwork: All properties within the area will be reviewed and compared with
Assessors Data. Digital photographs will be taken for each potentiallly historic
resource. Respondent to provide all necessary materials.
4) Resource Forms: As required by RFP, each potentially historic resowrce will be
documented using the updated SHPO form for reconnaissance-level survey work.
The respondent is familiar with this MS-Access-based form and has experience in its
initial development and revision to its current design. A second sheet will include
photographic information, annotated Assessor's plat or vicinity map and
incorporated into the SHPO format as appropriate pending discussion witll the State.
Forms will be assembled both in electronic format (MS Access) as welll as printed
versions. Respondent to provide all necessary materials.
5) Summ8Jy Documentation: As required by RFP, a narrative summmy report will be
prepared documenting fmdings of this project, recommendations for .Ilppropriate
continuation of the survey process in other areas of Ashland outside tile existing
district boundaries and the potential for Multiple Property Submittal Imd district
expansion.
6) Summ8Jy Graphics: In addition to individual resource documentation and narrative,
the survey area will be documented graphically on base maps tbaJt show all
potentially historic resources, non-historic resources and, if appropriate, previously-
jdentified historic resources (NR-listed) and possible new or revised district

boundaries. City/Staff to provide base maps (as in #2, above). Respondent will
coordinate with City GIS technicians.to maintain consistent format with other City
District mapping process.
7) Submitta1/Presentation: Upon completion of the project forms, documentation and
graphic materials, respondent will prepare a presentation for the Ashl811d Historic
Commission, property owners and public as appropriate to present findings and
recommendations. City/Staff to be RSponsible for media and logistics, either as a
part of an otherwise scheduled public meeting or a special session as determined
appropriate.
D. EXPERIENCE:
As per the attached resume, George has nearly two decades professional experience in historic
preservation and is a nationally-recognized leader in the field.. He has.worked widely throughout
Oregon on survey, identification and documenu.tion projects for that include a majority of the
municipalities in southern Oregon, the Oregon Deparbnent of Transportation and tbe Housing
Authority of Portland among others. Design projects included the rehabilitation of the Cascade
Theatre in Redding, Oregon, the Ashland Sprinp Hotel and Paddington Station in Ashland as
well as on-going design responsibilities for the ~e improvement grants programs in Talent,
and Medford. An Ashland resident since 1981, George is a former Chair of the Ashland Historic
Commission and was responsible for the docu.entation and preparation of all four National
Register district nominations prepared for the Ci~ between 1998 and 200 I as well as IL variety of
. other projects under contract to the City and iladividual Ashland property owners. George's
familiarity with Ashland, and with the project BRa in particular, will greatly aide in the timely
completion of the survey.
E. PROJECT SCHEDULE
To prepare the completed survey update as detlliled above within the allotted time frame, the
following work plan will guide the project and pRWide interim milestones towards its successful
completion.. This schedule is by nature preliminary and with the exception of the .final
completion date is subject to adjustment in consultation with the City of Jacksonville.
1. 20-March-2006: Contract Award: Project; begins. Respondent and city finalize contracts
and project details, including required m~ing, database information and othler required
materials.
2. By 30-April-2006: Database setup, sche6a1e and hold initial public meeting. Develop
preliminary resource identification and fiDalize SHPO database process for fielld entry.
3. By mid-July 2006: Fieldwork, site revilDw and photograph all potentially significant
resources within the project area.
4. Mld-July/Early August 2006: Finalize daaabase entry, coordinate mapping and complete
project narrative.
7. Mid-August 2006: Revise as needed MId submit, including support documentation,
mapping, photos, and related materials. .

F. RATESIPROJECTCOST
I, George Kamer, a self-employed historic preservation consultant, will undertake the above
project and conduct the research, writing, and fmal preparation of the completed Reconnaissance
Level Historic Resources Survey as described herein for a fIxed contract total in the amount of
Sixteen ThollS8lld Dollars ($16,000.00) payable on a monthly schedule to be determined by the
City and the .respondent following contract award. This proposal is a flat-contract bid based on
the completion of all work. required, including research, writing, travel, expen:res, public
meetings, and other aspects of all tasks outlined herein. This proposal is based upon the
assumption of the following City-provided activities and materials;
1. Project oversight and management, including all contract requirements and reporting to
the State Historic Preservation Office that relate to the City's grant award.
2. Losistics, advertising, postage, and other planning for any required local presentations
or educational sessions.
3. CUlTCnt electronic format Jackson County Assessment data for all tax lots within the
pll!iect area..
4. CUlTCnt base maps of the project area, in scale suitable for fIeldwork, as described l.e~1,.
above.

the scope of this proposal, as required by and given prior authorization from the City, will be
billed at the standard government rate of eighty dollars ($80.00) per hour plus expenses.

Introduction
The City of Ashland is a city of approximately 20,500 people located in southern
Oregon, along the Interstate 5 corridor and approximately 15 miles north of the
California border.
The City has been recognized for its livability and has been listed on several "top ten"
lists for retirement, arts, culture, and recreation. The City is also home to the Oregon
Shakespeare Festival which, along with the many other tourism destinations of
Southern Oregon, draws over 350,000 visitors annually to the City.
Population has grown at an approximate 1.5% rate for the past 20 years with t~xpected
variations. Average house size continues a slow decline, at approximately 2.14
persons in 2000. The school age population is declining, with the local school district
closing one of five elementary schools recently, and preparing to close anothe:r after
this school year.
The core of the City is defined by a vibrant and successful National Register
downtown, surrounded by three other National Register neighborhoods. Historic
preservation is important to the community, and the City recently passed a limitation
on the maximum size of homes within the historic district.
While much of the economy is based upon tourism, Southern Oregon University, with
approximately 4000 students, is also a key institution in the community.
The City is seeking to conduct a Historic Resources Reconnaissance Level Survey.
The Historic consultant will conduct the first phase of an initial survey of potcmtial
historic resources in the city limits, but outside of the National Register Historic
District boundaries. The first phase of the survey would concentrate on the Quiet
Village neighborhood in the northwest section of Ashland, which is approximately
325 acres in size, and contains 850 tax lots. The first phase will be a pilot pr()dect to
refine the methodology for possible future similar surveys. There are 6,933 tax lots
and 3,709 acres within the current city limits, but outside of the National Regilster
Historic District boundaries. The concept is to survey the entire area within the city
limits, but outside of the National Register Historic District boundaries to detlermine
the level of existing resources, and establish base line information for a possible
Multiple Properties Submission in the future. Buildings 45 years and older will be
surveyed. It is expected that 50% or less of the total number of buildings willi be 45
years and older. Oregon State Historic Preservation Office (SHPO) survey
methodology is required, including photographs, electronic forms and survey maps as

required. A summary report will be produced including an identification of potential
resources by decade.
The project is financed with Federal funds from the National Park Service, U.S.
Department of the Interior, and is administered by Oregon State Historic Preservation
Office (SHPO). The City of Ashland is a Certified Local Government (CLG), and
receives Federal financial assistance for identification and protection of the historic
properties through the CLG program. The CLG program is designed to promote
historic preservation at the local level. It is a federal program (National Park Service)
that is administered by SHPO.

of 1973, and the Age Discrimination Act of 1975, as amended, the U.S. Department

methodology developed by SHPO may be required.
3. Prepare summary report of survey results including identification of

5. Develop process outline for submitting Multiple Properties Submission,
and subsequent individual voluntary listings on the National Rt:gister of
Historic Places.
The successful consultant will be compensated as agreed upon by the City and the
successful consultant.
The RFP process will culminate in contracting with the successful consultant chosen
to conduct the reconnaissance level historic resources survey.

1. Identification of historic resources in survey area.
C. Contract Deliverables
1. A detailed work plan submitted to the project manager for approval
within 14 days of contract start date. The plan to include specific tasks,
timelines, data requirements, staff assignments, and other important
details.
2. Kick-offpublic meeting for the survey area prior to field work to
explain project to interested property owners.
3. A survey map of all resources 45 years in the survey areas and older
outside the National Register Historic District boundaries.
4. Completed State Historic Preservation Office (SHPO) survey data
forms in electronic and hard copy format. The newest SHPO ~Drms
may be required.
5. Summary report of survey results including identification of potential
resources by decade. Additionally, report to recommendations for
future research, including a possible Multiple Properties Submission in
the future and system for individual voluntary listings.
6. A minimum of one public presentation of the final report to tht:
Ashland Historic Commission.

D. Statement of Qualificatiens Content
The survey process will be conducted by a Historic Preservationist, Historic
Preservation Planner, Historian, Historic Architect or qualified professional
experienced in conducting historic resource surveys as required by the Oregon State
Historic Preservation Office (SHPO) as outlined in Appendix A.
E. Proposal Content
Proposals are limited to 8 pages, excluding resumes and notices of transmittal. The
proposal shall be in the following format:
1. Letter of introduction (two page maximum)
2. Project Team. List proposed project team members, by name and position,
the function each person will perform, and the percent of time each will
spend on the project. Provide resumes for each proposed team member,
including past experience of each team member related to this projc~t.
3. Ap'proach. Describe the firm's approach to the Scope of Work described in
this RFP. Describe what type of information will be required from City
Staff.
4. Experience. Describe the relevant experience of the firm in conducting
operational/organizational reviews and/or land use ordinance reviews,
particularly for similar sized communities. Provide a summary of lthe
stated experience and outcomes accomplished, including a client contact
and phone number.
5. Time Frame/Schedule for Completion of the Project. Provide a schedule
for completion of the project. List major benchmarks/accomplishments.
6.
Rates. Provide a not-to-exceed contract amount for the project and hourly
rates for the personnel assigned to this project. Contract amount shall
include all out-of-pocket costs such as travel costs and other expenses
associated with this review. Such out-of-pocket costs such as trav(~l,
lodging, and meals will be reimbursed at actual incurred cost. Currently,
the mileage reimbursement rate is $.365 per mile.

7. References. Provide at least three references of individuals and/or

8. Other Information. Include any topics not covered in the Request for
Proposal that you wish to disclose to the City that further describes your
firm's level of qualifications as a Consultant.
E. Submission of Proposals and Deadline
Each firm must submit five (5) copies of the proposal in a sealed envelope bearing
on the outside the name of the firm, full address, name of the project for which the
proposal is submitted, and date and time the proposal is due.
Proposals must be submitted to Maria Harris, Senior Planner in the City of
Ashland Community Development Office, located at 51 Winburn Way, Ashland
OR 97520; mailing address: 20 E. Main St. Ashland OR 97520.
The proposals must be received by the Maria Harris, Senior Planner, no later than
4:00pm PST, Monday, March 8, 2006.

G. Basis for the Award
1. The Interim Director of Community Development, Senior Planner and Chair
of the Ashland Historic Commission shall conduct an evaluation of all
proposals.
2. Evaluation Criteria. The proposals shall be reviewed based upon the following
criteria and utilize the following scoring system to assign points to each
proposal criterion:
a. Extent and quality of the firm's experience and accomplishments in
relevant projects-[10 points);
b. Qualifications and experience of the team members assigned to the
project-[5 points);
c. Scope of work showing approach to the project-[10 point!:);
d. References-[5 points);
e. Proposal costs, including hourly rates-[10 points);
f Ability to complete the scope of work in a timely fashion-[10
points).
Total Points: [50 points)
The total points awarded to each Proposal will be tabulated and the Proposers
shall be ranked accordingly. A contract with the Proposer deemed to be most
qualified would then be negotiated. If negotiations with the Proposer who is
ranked the highest are unsuccessful, the City may proceed to the next most
qualified, and so on, until a contract is successfully negotiated.
The City of Ashland may reject any Proposal not in compliance with all
prescribed solicitation bidding procedures and requirements and other applicable
laws and ordinances. The City may reject for good cause any or all Proposals
upon the City's findings that it is in the best interest of the City to do so in

accordance with ORS 279B.I 00.
H. Award
The City of Ashland reserves the right to accept or reject any proposal to best its
interest, or to hold the proposals for 90 days before rendering a decision.
Acceptance of any firm's response does not place the City under any obligation to
accept the lowest proposal response.
I. ADDENDA TO THE RFP
The provisions of this RFP cannot be modified by oral interpretations or
statements. If inquiries or comments by offerors raise issues that require
clarification by the City, or the City decides to revise any part of this RFP,
addenda will be provided to all persons known to the contact person who have
received or will subsequently receive the RFP. Receipt of addenda must be
acknowledged by signing and returning it with the proposal.
J. PROTEST
Any prospective consultant who contends that the provisions of the RFP or any
aspect of the procurement process will encourage favoritism in the award of the
contract, or substantially diminish competition, must file a written protest to the
RFP at least ten days prior to the date set for the opening of proposals. Failure to
file a protest will be deemed a waiver of any claim by an offeror that the
procurement process violates any provision of ORS subchapter 279A or
subchapter 279C, Ashland Municipal Code Chapter 2.50, "Public Contracts," or
Chapter 2.52, "Personal Service Contracts."
K. CONTRACT
The consultant selected by the City will be expected to enter into a written
contract in the form similar to the contract attached to this RFP in the Appendix.
The proposal should indicate acceptance of the City's contract provisions or
suggest reasonable alternatives that do not substantially impair the City's rights
under the contract. If inclusion of any of the City's contract provisions willI result
in higher costs for the services, such costs must be specifically identified in the
proposal. Unconditional refusal to accept the contract provisions proposed by the
City without offering acceptable alternatives may result in disqualification of the
offeror or a less favorable evaluation of its proposal. Proof of required insurance

APPENDIX B: Federal Historic Preservation Professional Qualifications Standards
The project if funded by the federal funds authorized by the National Historic
Preservation Act of 1966 through the National Park Service, U.S. Department of the
Interior, and administered by SHPO. The City of Ashland is a Certified Local
Government (CLG).
It is National Park Service policy that historic preservation activity supported by the
Historic Preservation Fund must be conducted, supervised, overseen, evaluated or signed
offby someone who meets the appropriate Professional Qualification Standards. The
following is an abbreviated list of the qualifying disciplines and the academic degrees
which contains additional detailed information. Consultants hired for CLG projects
should meet the following qualifications.
Archaeologist
(a) Prehistoric Archaeology - Graduate degree in Anthropology or Prehistodc
Archaeology, plus 2.5 years full-time professional experience; or (b) Historic
Archaeology - Graduate degree in Anthropology or Historic Archaeology, plus 2.5
years full-time professional experience.
Architect, Historic
(a) State Government-recognized license to practice Architecture plus 2 years
full-time professional experience; or (b) a Masters of Architecture: degree
with course work in Historic Preservation or a closely related field, plus 2
years full-time professional experience; or (c) a Bachelor's of Arcbitecture
with one year of graduate study in,Historic Preservation or a c10sdy
related field plus 2 years full-time professional experience.
Architectural Historian
(a) Graduate degree in Architectural History or a closely related field, plus 2
years full-time professional experience; or (b) an undergraduate degree in
