Woodley E-mail: Estimated Time: 20 minutes Statem, t: The City Council adopted the 2004 Oregon Fire Code (based on the 2003 International Fire Code with Oregon Amendments) on November 15,2005. The Oregon Fire Code is a statewide minimum fire code, and local jurisdictions may adopt and amend the state code as long as modifications are more stringent. The adopted version ofthe Oregon Fire Code by the City of Ashland contains provisions which are less stringent than the state requirements. Council has requested that the fire department review the adopted provisions of the Oregon Fire Code to determine if additional requirements are necessary within the Hillside Development Standards area and other areas of the City. Background: Since 1991, the City of Ashland has adopted two local fire code provisions which are less stringent than the state standard. These provisions are the requirements for minimum fire flow for single-family dwellings and the maximum length of dead end streets before fire apparatus tum-a- rounds are required. These less-stringent fire code provisions were adopted in consideration of local infrastructure limitations that made compliance with the state standard impossible or created other undesirable impacts from ~ community perspective. The fire department's ability to provide fire protection for the community was not compromised by these local amendments. The fire department has authority to impose alternative fire protection measures, where necessary to achieve fire protection objectives, such as fire extinguishing and automatic notification systems. During the adoption process for the 2004 Oregon Fire Code on November 15, 2005, the City Council requested further review of those situations where the state fire code provisions were not adopted by the City of Ashland, and/or where the emergency service needs of the fire department were not being adequately addressed by current language within the adopted fire code. The City Council study session on June 8, 2006, will provide an opportunity to explore these issues prior to staff bringing forward recommendations for the adoption of additional amendments to the fire code. At least two (2) copies of a landscaping plan shall be provided, reviewed and approved by the Fire Code Official when: (1) a planning action or building permit application requires landscaping, or (2) an applicant for a planning action or building permit is not required to install landscaping, but the applicant proposes to install new landscaping or modify existing landscaping on the subject property. B. A planning action or building permit that requires or proposes the installation of landscaping shall not be approved until a landscaping plan is reviewed and approved by the Fire Code Official. C. A landscaping plan is not required to be produced by any professional landscaper or landscape architect. The landscaping plan shall include the following: 1. A diagram of the subject property that identifies all buildings, driveways, access roads, fences, overhead powerlines, property lines, any present landscaping, and any other significant features; 2. A diagram showing the location of existing trees and plants to be left and proposed trees and plants to be planted; and 3. A list of plant species to be planted. For trees and shrubs, anticipated mature size must be listed. D. The owner of the property subject to a landscape plan shall contact the Fire Code Official for inspection following the completion ofthe landscaping project. Approval ofthe landscaping plan expires twelve (12) months from the date of approval. Written requests for an extension of the expiration date may be approved by the Fire Code Official. D. Plantings shall be limited to species listed in Appendix A of this ordinance, as adopted by Resolution, or species that have a similar propensity to propagate fire as the species listed in Appendix A, as approved by the Fire Code Official. E. Spacing of the plantings oftrees and shrubs shall meet the requirements as set forth in Appendix B of this ordinance as adopted by Resolution. F. Proposed flammable landscaping, as identified by the Fire Code Official, shall be planted at such a distance from any building or structure so as to not likely come into contact with any building or structure when the landscaping is fully mature. G. Landscaping on the subject property shall be maintained in accordance with the other provisions of this Chapter. Ashland's climate does not lend itself well to water loving species. Choose species that are drought tolerant for places where you don't water and be conscious of those plants that deer are attracted to. Placement of landscaping plants is extremely important for wildfire safety. Trees should be planted to maintain 10 to 30 feet (more for steeper ground) of space around the canopy at maturity. Shrubs and trees should not be placed to form ladders of fuel, which can let fire move from ground level to trees or the house. A good rule of thumb is to keep tree branches pruned at least three times the height of the available fuel beneath the tree. Foundation plantings should be extremely fire resistant and planted away from flammable wood siding. Maintain at least 3 feet of fuel free space around your home, decks, and wooden stairs. Finally, keep plants at least 2 feet below windows. It's best to plant something that will stay small rather than require constant maintenance to control flammability.
