The major changes that take effect January 1, 2007 include: ~ The Secretary of State becomes the filing officer for all candidates and committees, other than local chief petitioner committees. ~ All candidate committees and political action committees exceeding $2,000 during a calendar year must file contribution and expenditure information electronically. The filing of transactions will be done via the Internet using a secure system developed by the Secretary of State, Elections Division. The system will be available free-of-charge to all committees and allows committees to file and amend Statements of Organization, as well as file and amend campaign finance transactions. ~ Campaign finance reporting for candidate committees and political action committees will be done on a continuous basis with each transaction having its own filing deadline. The deadline for each transaction is as follows: * Generally, a transaction is due no later than 30 calendar days after the date of the transaction. * For committee active in an election, transactions that occur between the 42nd day before the election and Election Day are due no later than seven calendar days after the date of the transaction. * For committees that are required to report contributions received during a legislative session, contributions must be filed no later than two business days after the date of the contri bution. ~ Contributor and payee aggregates are calculated for a calendar year instead of an election. ~ A Certificate of Limited Contributions and Expenditures applies to a calendar year instead of an election. A committee may file a Certificate of Limited Contributions and Expenditures if it expects to receive or spend less than $2,000 during the calendar year. ~ The $300 exemption for a candidate applies to a calendar year instead of an election. A candidate not exceeding $300 in contributions or expenditures during a calendar year is exempt from campaign finance reporting requirements in ORS chapter 260 ~ Campaign finance data must be made available to the public in a searchable database on the Internet. ~ The Secretary of State must consider as a mitigating circumstance any issues arising from the transition from a paper filing system to an electronic filing system in imposing civil penalties for late or insufficient filings.
