HomeMy WebLinkAbout2772 Recycling Facilities ORDINANCE NO. 2772 AN ORDINANCE AMENDING THE ASHLAND MUNICIPAL CODE, CHAPTER 18.72 OF THE LAND USE ORDINANCE, REQUIRING THE PROVISION OF RECYCLING FACILITIES FOR ALL COMMERCIAL AND MULTI-FAMILY PROJECTS. THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS: SECTION 1, Section 18.72.060.K.4. of the Ashland Municipal Code, Land Use Ordinance is amended to read: 4. Opportunity-to-recycle site and solid waste receptacle, including proposed screening. SECTION 2, Section 18.72.115 of the Ashland Municipal Code, Land Use Ordinance is added to read: 18.72.115 - Recycling Requirement~ All commercial and multi-family developments, requiring a site review as indicated in 18.72.040, shall provide an opportunity-to-recycle site for use of the project occupants. A. Commercial. Commercial developments having a solid waste receptacle shall provide a site of equal or greater size adjacent to or with access comparable to the solid waste receptacle to accommodate materials collected by the local solid waste franchisee under its on-route collection program for purposes of recycling. Both the opportunity-to-recycle site and the common solid waste receptacle shall be screened by fencing or landscaping such as to limit the view from adjacent properties or public rights-of-way. B. Multi-Family Residential. All newly constructed multi-family units, either as part of an existing development or as a new development, shall provide an opportunity-to-recycle site in accord with the following standards: 1. Multi-family developments NOT sharing a common solid waste receptacle shall provide an individual curbside recycling container for each dwelling unit in the development. 2. Multi-family developments sharing a common solid waste receptacle shall provide a site of equal or greater size adjacent to or with access comparable to the common solid waste receptacle to accommodate materials collected by the local solid waste franchisee under its residential on-route collection program for purposes of recycling. Both the opportunity-to-recycle site and the common solid waste receptacle shall be screened by fencing or landscaping such as to limit the view from adjacent properties or public rights-of-way.
