I hope you will permit me to suggest a fifth option that I believe to be superior to the four options you are considering. I call it "The Corvallis-Benton County Model." For decades the City of Corvallis has provided library services to all of Benton County through facilities in Corvallis, Monroe, Philomath, and Alsea. All of the employees of the library system are City of Corvallis employees. Library funding comes from a combination of revenues from the City of Corvallis and from Benton County, which was able to create a county library service district in 1994. The Corvallis-Benton County Public Library ranks among the best public libraries in Oregon, and their method of library governance has proven to be very effective. Were you to add this option to your matrix of four other options, it would look like this: Description Advantages . I Corvallis-Benton Count Librar Model City negotiates intergovernmental agreement with Jackson County to operate the Jackson County Library System for 2-3 years using a combination of City levy funds and County revenue. During the 2-3 years the City and the County work with the County Library Advisory Committee, representing all communities in Jackson County, to develop a stable and adequate fund in solution for the Ion term. · Library open by November 1. · Former library employees with demonstrated knowledge, skill and dedication would return to work. · Library workers would remain public employees with ade uate com ensation and benefits. 1- . Proven county library business practices would continue. . Successful library services would be reinstated. Disadvantages . Does not provide sufficient operating hours in the short term. . May require difficult negotiations with the County. . Other cities may have discomfort with this solution until it is demonstrated. . New funding must be found in 2-3 years. . Ashland residents would pay more for library services than other county residents (but, depending on negotiations with the County, they would receive more service). In considering this option it is important to understand that prior to its closure this year, the Jackson County Library System was the best public library in Southern Oregon and one of the best public libraries in the state. It was well-known for its outstanding services to preschool children and to teens, and for its effective outreach programs for home-bound seniors. Its budget was modest in comparison to other major libraries in the state, with per capita income from the county at only slightly higher than the average for the state. In response to what is essentially a revenue problem, and not a management problem, it would be short-sighted and very risky not to bring back former employees and resume sound business practices and services that have proven themselves over many years. The State Library Board has budgeted funds to assist Jackson, Douglas, and Josephine counties with consulting help to find the best short-term and long-term solutions to support quality public library service. We would be happy to offer assistance to the City of Ashland were you to decide to take a leadership role in beginning to reestablish the fine county library system that served the City well for so many years. I was interested in staff morale, funding, building projects, the libraries' willingness to partner with other agencies and the libraries' responsiveness to their communities. Externals said LSSllibraries were innovative, made use of advanced technologies, developed new funding sources, implemented new programs and services, gained grants, partnered with other agencies to accomplish goals and were responsive to their communities. "'\ Library Manager, Garden Home Branch of the Riverside County Public Library System They [librarians] come from a variety of retail fields, business backgrounds, understanding of a for profit mentality, to run a library as a business always looking for opportunities. Employees who are more innovative thinkers can create, I've never been told no on any grant I've wanted to apply for and before I was told no all the time. We had an in house literacy program, LSSI said you can develop one with the resources have and promote that to the state. It created a lot of other kind of networking that we could do. I absolutely love it. I worked for universities before, for profit, being able to see that customer satisfaction that LSSI concentrates on, how did that impact the customer. Working for the city, we really forget what the heart of the job is, the public. I've seen this from a couple of different angles. Harness that fear, and even though there's budget cuts. It takes a complete change of thinking. I know for Riverside County we're far better off. If everybody has their heart in the right place, not only the people we serve but from top down. In a crisis, it's easy to hunker down and hold yourself close. In this situation, though it's resource sharing and network development that will bring the greatest benefit. Through out my life, libraries have thrived and adapted to the needs of their communities and I believe that we have new opportunities today right here in Jackson County. LSSI will bring new strength arid new oppbrtunities to the Ashland Public Library. ,.. ._u .. r NOTICE OF RECEIPT OF BALLOT TITLE FILED IN THE CITY OF ASHLAND June 28, 2007 NOTICE IS HEREBY GIVEN that a ballot title meeting the requirements of section 1 (2)( d), Article IV of the Oregon Constitution (one subject) has been filed with the City Recorder. The ballot title has been prepared by the City Attorney and is as follows: CAPTION: Local Option Tax Levy Interim Funding for Ashland Public Library QUESTION: Shall Ashland levy up to $.58 per $ 1,000 assessed value for two years beginning July I, 2007 for library operations? SUMMAR Y: This measure may be passed only at an election with at least a 50 percent voter turnout. (Required language per ORS 250.036 and not counted towards overall word count.) This tax levy is an interim funding solution to operate the Ashland branch public library for no more than two years. Up to .58 cents per $1,000 of assessed property value may be levied if this measure passes. This levy is expected to generate $1.032 million annually. The average assessed value for a single family home in Ashland is approximately $207,000, and this household would pay $120 per year if this measure passes. Funds generated under this levy will only be used to provide library services. The City will not levy this tax if Jackson County provides funding for adequate library services. To open the Ashland library, the City of Ashland and Jackson County must negotiate and approve an intergovernmental agreement. Library services in Ashland will include the following, at a minimum: · 40 open hours per week with professional staff. · Existing public terminals for internet access. · Newspaper and magazine subscriptions. · Access to materials currently in the Ashland library. · 400 new books per year. · Children's programs and reference services ANY ELECTOR DISSATISFIED WITH THE BALLOT TITLE may petition the Circuit Court seeking a different title and stating the reasons the title filed is insufficient, not concise or unfair. Petition must name as respondent the City Attorney and must be filed no later than the 7th day after ballot title is filed with the City Recorder. Deadline is July 10, 2007 at 5 :00 p.m.. The court shall review the title and measure to be initiated or referred, hear arguments, if any, and certify to the city elections officer a title for the measure which meets the requirements of ORS 250.035. AN ELECTOR FILING A PETITION shall notify the city elections officer in writing that the petition has been filed. It is a stop gap measure to keep the Ashland library open until a permanent funding solution is developed to fund county libraries. If the measure passes the library will likely open in October of this year. To open the Ashland library, the City of Ashland and Jackson County must negotiate and approve an intergovernmental agreement. Library services in Ashland will include the following, at a minimum: · 40 open hours per week with professional staff. · Existing public terminals for internet access. · Newspaper and magazine subscriptions. · Access to materials currently in the Ashland library. · 400 new books per year. · Children's programs and reference services. The City intends to charge a fee for non-residents to obtain a library card. These fees and any levy funds not needed for base services may be used to offset additional services such as: · Access to the Central Library collection. · New materials. · Additional staffing as needed to support increased use. · Additional Internet workstations and other equipment needed to support additional use What's next? The City will continue to advocate for a county-wide library system and actively participate on study groups with other communities in Jackson County to identify library funding options. These options might include, but are not limited to, forming a special library district (by law special districts can only be formed during even numbered years), or implementing an income tax. How much will it cost me? To determine how much your household will pay in additional taxes, refer to your property tax statement issued by the county and find your tax assessed property value. (Your tax assessed value will be significantly lower that your market assessed value.) The average assessed value for a single family residence in Ashland is approximately $207,000. The additional property tax paid by the "average" household would be $120 per year (207 times 58 cents).
