In 1975 the City of Ashland paved Walker Avenue from
Hiawatha Place to Peachey Road. The assessment on your property
at 391e 15 d Tax lot 700 Jackson County was deferred because it
was outside of the City Limits. In June of 1990 your property
was annexed and now the total deferred assessment of $2,913.57 is
. due.
Please make a payment of $2,913.57 to the City by August 31,
1990. If you are unable to make the full payment or have any
questions please call and make arrangements with myself.

The final cost of paving South Walker Avenue abutting the Densch
property is $ 2,913.57. You will recall. that this property is outside
the City limits and thus cannot be assessed.at the present time.
The City Council has directed that this amount be held without
interest until the property requests to be annexed, at which time
the owner will be requested to construct curb and gutter and also
to reimburse the City for the above amount as a condition of
annexation.
Would you please set up whatever records are necessary to keep track
of this item? You might want to tie it to a tax lot number and the
Engineering Division is available to provide this information.

MATTE]", OF CONSTRUCTION OF PAVING IN S'fREET IMPROVEUENr DIS1'RICl' NO. L2
ViHEREAS, the City CouncIl of the City of Ashland, Jackson County, Oregon, has heretofore
caused to be constructed paving on Walker Avenue from Hiawatha Place to Peache;\' Road, and
WHEREAS, a majority of property owners served by said section of Walkel' Avenue did
consent to participating in the cost of said paving, and
YIHEREAS, a proTJortionate share of the expense of paving the Easterly side of s,del ({51J -7(0)
. section of Walker Avenue in the amount of $2,913.57 is to be assessed to the propert.y
on the East side of Walker Avenue as a condition of annexation if and wh8n annexed, and
WHEREAS, the City Coun,cil does hereby determine that the total assessments for tile
property and individuals assessed are reasonable assessments, and
WHEREAS, special benefit assessments should now be levied against the benefited properties
to defray the eA~ense of street improvements, '

That the City Recorder is hereby directed to cause a statement of such benefit assessments
to be published in the Daily Tidings. a newspaper of 'general circulation in the City of
Ashland. and such assessments shall be due and payable within thirty days after the date
of such st~tement.
Section 4.
That if the owner of any property so assessed for such street improvements in the sum
of $25.00 or more. at any time within thirty days after notice of such assessment is
first published. so desires. he may have the payment thereof extended in the manner and
under the provisions of the Bancroft Act.
A copy of the foregoing Ordinance was given to each Council member and three copies were
provided for public inspection in the office of the City Recorder on or before Nov. 12. 1975.
and notice of their availability was given by means of a written notiee posted at the
Ashland City Hall and by advertisement in the Ashland Daily Tidings. a newspa~er of general
circulation and published in the City of Ashland which was first read by title alone at a

Dear Pastor Miller,
I am writing in reference to the annexation fee on the parsonage portion of
property on East Main Street.
On November 8th, receipt no. 8938, you paid sewer connect fees and $459.60
annexation fee on the property. I have received a copy of the letter the
City Administrator wrote to you on November 9th and item no. 1 shows the
parsonage portion to be $490.24. Therefore there is a balance due of
$30.64 on you annexation fee.
Attached are copies of the letter and receipt for your review. Please
remit the $30.64 and it will clear the amount owed on the parsonage.

Thank you for your letter of November 7, 1990 which
plot plan of the Church property on E. Main street.
to adjust the staging of the fees as follows:

until development, sale, or annexation occurs)
Each of the first two portions would be due and payable when each
portion is connected to the City sewer system. The basic
connection fees and Wastewater Treatment Plant Systems Charges
would be in addition to the above.

Sewer Connection Authorization
Lower Clay Street, Tax Lot 1800, 39-1E-11C
ACTION REQUESTED
City Council authorize Tax Lot 1800, 39-1E-11C to be connected to
City sanitary sewer subject to the seven conditions listed below.
BACKGROUND
See attached letter from Ms. Drawe on behalf of Ms. Stine, owner
of vacant lot on lower Clay Street near East Main Street.
The City has sewer facilities in Clay Street which can serve the
subject property.
Section 14.08.030 of the Ashland Municipal Code allows the City
Council to authorize connection of properties outside the City
limits to City sewers if they determine that:
1) "it is in the best interest of the City of Ashland"
2) "will not be detrimental to City sewage facilities"
3) "such connection shall be on such terms are set forth
herein, or as may be modified or added to by the
Ashland City CounciL"
The conditions of that section of the code include:
1)
"The applicant pay the connection fee, systems
/development annexatioll charge, alld the systems
development charge."
"That there is an existing sewer maill to be connected
to."
"That the applicant provide the City a consent of
annexatioll petition."
"The owner execute a deed restriction preventing (--
partitioning or subdivision of land prior to 'its
annexation to the City."

ACTION REQUESTED
City Council authorize 255 Mistletoe Road to be connected new
City sanitary sewer subject to receipt of signed annexation
petition and deed restriction on further partitioning.
BACKGROUND
See attached memo and information provided by Jim Olson,
Assistant City Engineer.
The City had just completed installation of sewer and new water
facilities in Mistletoe Road which will serve the subject
property.
Section 14.08.030 of the Ashland Municipal Code allows the City
Council to authorize connection of properties outside the City
limits to City sewers if they determine that:
1) "it is in the best interest of the City of Ashland"
2) "will not be detrimental to City sewage facilities"
