00 The State Certifying Official has reported to us that the boundary changes for your municipality,
which are noted on the reverse side of this letter, were not included with the boundary change actions
you reported to us. In order for boundary change actions to receive consideration for Federal Revenue
Sharing purposes, all such actions must be reported to the Bureau. Please send a copy of the effecting
authorization (ordinance, resolution, etc.) and a certified (i.e., signed by a city official) map of the
boundary change area to the Bureau of the Census_
o The State Certifying Official has indicated to us that the State is unable to certify one or more of the
boundary change actions which your municipality has reported to us. Please review this information,
which has also been listed on the reverse side of this letter. If the items listed are legitimate boundary
change actions, please send a copy of the effecting authorization (ordinance, resolution, etc.) and a
plat to the State Certifying Official, requesting that the Certifying Official notify the Bureau upon
receipt. Should your review indicate either that the State's records are in error or that information
previously reported to the Bureau regarding boundary change actions needs to be modified, both
the State Certifying Official and the Bureau should be informed accordingly.
Please note that the State Certifying Official needs notification from your office only if the second box
is checked.
It is important that you notify us of your findings and the actions being taken as soon as possible so that
qualifying changes will receive consideration for Revenue Sharing purposes. If you have any questions
regarding our request, please contact Mr. Robert Bakondi of my staff at (301) 763-1996. Thank you for

I have received a request for information (see attached letter)
from the Bureau of the Census concerning boundary change action
for Annexation, Ord. 2109.
According to my records all information has been sent to your
office and approved on this annexation. If there is further
information needed, please let me know by return mail.
Record from Dept. of Revenue, mapping unit (attached) will show
information submitted. Ord. 2109 was for the annexation, map
and description subm~tted January 1981, the withdrawal from
Jackson Co. Fire Dist #5, Ord. #2110 was omitted in January
and upon notificat~on that it also needed to be filed it was
sent in June 1981.
A copy of this letter with attachments are being sent to
Stanley D. Matchett, Bureau of the Census.

ORDINANCE OF THE CITY OF ASHLAND, AND SECTION 18.12.030

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No. 2052 and Section 18.12.030
of the Ashland Municipal Code be, and the same hereby is, amended
to rezone from Jackson County RR-5 (Rural Residential-5 Acre Min.)
District, to City R-2 (Low Density Multiple Family Residential)
District, the following described real property, to-wit:
A tract or parcel of land situated in the Southwest quarter of Section 11,
Township 39 South, Range 1 East of the Hillamette Base and Mer'idian, Jackson
County, Oregon and being more fully described as follows:
Commencing at the section corner common to Sectio"ns 11,"12, 13 and 14, said
Township and Range; thence North 78045'23" West, 3,435.60 feet to a 5/8 inch
iron pin situated in the Westerly right of way of Tolman Creek Road, as said
road has been resurveyed and monumented for the True Point of Beqinning; thence
leaving said right of way, South 89057' 36" West, 315.08 feet to a found 3/4

of the tract annexed, and a copy of the Ordinance dispensing with the
election on the proposed annexation, and also upon the effective date
hereof, the City Recorder is authorized and directed to submit a copy
of this Ordinance to the County Assessor and COllilty Surveyor of Jackson
County, Oregon.

AND ON THE QUESTION OF THE ANNEXATION OF SAID REAL
PROPERTY TO THE CITY OF ASHLAND (YHCA ANNEXATION).

of certain real property from Jackson County Fire District No.5; and
also on the question of the annexation of the same real property to
the City of Ashland Hill be held on November 18, 1980 at 7:30 P.1'1.

mentioned is situated in Jackson County, Oregon, and more particularly

Township 39 South, Range 1 East of the Wil1amette Base and Meridian, Jackson
County, Oregon and being more fully described as follows:
Commencing at the section corner common to Sections 11, 12, 13 and 14, said
Township and Range; thence North 78045'23" West, 3,435.60 feet to a 5/8 inch
iron pin situated in the Westerly right of \~ay of Tolman Creek Road, as said
road has been resurveyed and monumented for the True P~int of ~inninCL; thence
leaving said right of \~ay, South 89057'36" West, 315.08 feet to a found 3/4
inch crimped top iron pipe; thence South 89053'31" I'Jest, 311.27 feet to a 5/3
inch iron pin and being the Northeast comer of that parcel of land first

of the Official Records of Jackson County, Oregon; thence leaving said
agreement line, North 00018'53" West, 666.31 feet to a 5/8 inch iron pin;

AN ORDINANCE DISPENSING WITF AN ELECTION WITHIN
THE CITY OF ASHLAND ON THE QUESTION OF A PROPOSED
ANNEXATION AND SETTING THE TIME AND PLACE FOR A
PUBLIC HEARING THEREON: AND, SETTING A PUBLIC DATE
ON THE WITHDRAWAL OF CERTAIN REAL PROPERTY FROM
THE JACKSON COUNTY FIRE DISTRICT NO. 5 AND DIRECT-
ING PUBLICATION OF NOTICES AS DIRECTED BY ORS 222.524;
AND DECLARING AN EMERGENCY. (Y.M.C.A.)
THE PEOPOLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The City of Ashland finds that the owners of
the property described in Exhibit "A" attached hereto and by
the reference incorporated herein have consented to the annexa-
tion of said land to the City of Ashland.
SECTION 2. The submitting of the question of the said
annexation is hereby dispensed with and a Public Hearing is
hereby set to be held before the City Council of Ashland at
the English Lecture Hall, Ashland Senior High School, Ashland,
Oregon, on the 18th day of November, 1980 at the hour of
7:30 P.M. at which time all persons may.appear and be heard on
the proposed annexation.
SECTION 3. The City Staff is directed to cause notice of
said hearing to be given as required by ORS 222.120 so that
public notices are published in a newspaper of general circulation
appearing in the City in issues of such newspaper on November 3
and November 10, 1980, and that notices be posted Ul four (4)
public places in the City for a period of not less than two (2)
weeks prior to the date of the Public Hearing.
SECTION 4. Pursuant to ORS 222.524 a Public Hearing shall
be held on November 18, 1980 at 7:30 P.M. in the English Lecture
Hall, Ashland Senior High School, Ashland, Oregon, on the question
of withdrawal of certain real property from Jackson County Fire
District No.5. All persons may appear before the Ashland City
Council and be heard on the question. The real property above
mentioned is situated in Jackson County, Oregon and more particular-
ly described in Exhibit "A" attached hereto and by this reference
made a part hereof.
SECTION 5. The City Staff is directed to publish and post
notices of said hearing in the same manner and on the same dates
as described above relative' to the proposed annexation.

SECTION 6. It is hereby adjudged and declared that the
exist~ng conditions are such that this Ordinance is necessary for
the immediate preservation of the public health and safety of the
people of the City of Ashland and an emergency is hereby declared
to exist and this Ordinance shall take effect and be in full force
and effect from and after its passage and approval by the Mayor.
