Thank you for your response to the Bureau of the Census Annual Boundary and Annexation
Survey. In cooperation with the Office of Revenue Sharing, we annually submit the information
obtained through this survey to the Revenue Sharing Certifying Official for certification that all
actions reported were made in accordance with State law, and to ascertain that our records are
complete for the survey year. The Revenue Sharing Certifying Official for your State is:

The Revenue Sharing Certifying Official has indicated to us that the State is unable to certify
one or more of the boundary change actions which your municipality has reported to us. Please
review this information, which has been listed on the reverse side of this letter. If the items
listed are legitimate boundary change actions, please send a copy of the effecting authorization
(ordinance, resolution, etc.) and a plat to the Revenue Sharing Certifying Official, requesting
that the Revenue Sharing Certifying Official notify the Bureau upon receipt. Should your review
indicate either that the State's records are in error or that information previously reported to
the Bureau regarding boundary change actions needs to be modified, both the Revenue Sharing
Certifying Official and the Bureau should be informed accordingly.
It is important that you notify us of your findings and the actions being taken as soon as possible
so that qualifying changes will receive consideration for Revenue Sharing purposes. If you have

AN ORDINANCE DISPENSING WITH AN ELECTION WITHIN THE
CITY OF ASHLAND ON THE QUESTION OF A PROPOSED ANNEXA-
TION AND SETTING THE TIME AND PLACE FOR A PUBLIC HEARING
DATE ON THE WITHDRAWAL OF CERTAIN REAL PROPERTY FROM
JACKSON COUNTY FIRE DIST. NO.5 AND DIRECTING PUBLICA-
TION OF NOTICES AS DIRECTED BY ORS 222.524. (Industrial
Park Annexation)
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The City of Ashland finds that the owners of the
property described in Exhibit "A" attached hereto and by this
reference incorporated herein have consented to the annexation
of said land to: the City of Ashland.
SECTION 2. The submitting of the question of the said annexation
is hereby dispensed with and a Public Hearing in the Council
Chambers, Ashland Civic Center, Ashland, Oregon, on the 15th day
of February, 1983, at the hour of 7:30 P.M. at which time all
persons may appear and be heard on the proposed annexation.
SECTION 3. The City Staff is directed to cause notice to said
hearing to be given as required by ORS 222.120 so that public
notices are published in a newspaper of general circulation
appearing in the City in issues of such newspaper on January 31,
and February 7, 1983, and that notices be posted in four (4)
public places in the City for a period of not less than two (2)
weeks prior to the date of the Public Hearing.
SECTION 4. Pursuant to ORS 222.524 a Public Hearing shall be
held on)February 15, 1983 at 7:30 P.M. in the Council Chambers,
Ashland Civic Center, Ashland, Oregon, on the question of with-
drawal of certain real property from Jackson County Fire District
No, 5. All persons may appear before the Ashland City Council
and be heard on the question. The real property above mentioned
is situated in Jackson County, Oregon and more particularly des-
cribed in Exhibit: "A" attached hereto and by this reference made
, a part hereof.
SECTION 5. The City Staff is directed to publish and post notices
of said Hearing in the same manner and on the same dates as
described above relative to the proposed annexation.
SECTION 6. It is hereby adjudged and declared that the existing
conO:ltions are such that this Ordinance is necessary for the
preservation of the public health and safety of the people of
the City of Ashland and an emergency is hereby declared to exist
and this Ordinance shall take effect and may be in full force and
effect from and after its passage and approval by the Mayor.

A petition was submitted from Ashland Industrial Development
Corp. requesting formation of an assessment district for subeJi--.u
ision irnprovements :~nd Almquist. said the proposed improv(:lr..ent!:;
would ind ude a portion of Clover Lane (East-Hest). Almquist
said that in 196/4 Council \.Jas requested to involve City's credit
for a subdtvision project and opted not to jeopardizt:~ the public 1
money. Ahlquist added that the Ashland Economic Development
Commission and Pla~lning Commission had approved conce?t of elty
unden>:riting imprtlveTTlcnts and noted that there have been ocassi.(.:-
where a city has been obligated to pick up charges where finan-
cial fcii.lures occurred and noted there is al"'Jnys that calculatE':'
risk. Mayor Medaris said he feels the industrial park is in a
good location and is very necessary for developTl1ent in Ashland
and added that other cities go much further in enticing industr\'
into their communities for employment, tax base etc. Aln'quist
noted that a private engineering firm ,muld have to be retair",,,
for the Hork due to the workload of the Engineering llepartmen",
and added that this cost is figured ;.nto the $101,000 estinate
for the improvement costs. Spud Corliss questioned the legality
of the proposal asking if annexation fees should be paid before
improvement are made. Hayor agreed "t.:ri th Corliss's concern and
said that Ralls hr,s paid the annexation fee and the Forest Sen..
ice Hill be forthcoming. Medaris said he feels the City's risk
in this proposal Hill be minimal. Almquist said the only aetic."
at this time is to call for a public hearing for August 2, 1983
and the resolution '.-!ill be later on the agenda. Smith asked
Almquist about the legality of annexation and then improvelOents
and Almquist said tho property has already been annexed but r!,,,
fees will be paid in development increments. The improvement
resolution was read and LaHs moy"d to adopt; Acklin seconded.
Reid asked if this is a criteria bein8 established 2.nd LavIS
said t~1at he has supported the need for the industrial park and
this is part of it but does r,ot consider it a precedent but a
one time request to fill a need and not as a precedent in all
cases and in this instance is willing to take the risk on beh21f
of the City. On roll call the motion passed without oppositi"n.
A request to cut new pavement on Vista Street & Hillcrest to
replace an old steel gas main was considered and moved to
approve; Smith seconded the motion which passed unanimously
on voice vote.
A memorandum from }layor Medaris appointing Cariyle F. Stout
to the Planning Commission to replace resigning Barry \Varr was
read and approval requested for same. Laws moved to a?pl'oYe;

RECITALS:
1. The Ashland Industrial Development Corporation is
considering purchasing lan~ described on Exhibit "A" hereto which is
~ereby incorporated herein, which land is all on the above described
tax lots.
2. Said Ashland Industrial Development Corporation was
formed primarily for the promotion of Ashland's economy.
3. The City of Ashland has over 150 acres in the area
between the railroad tracks and the freeway that are designated ~or
industrial use. The development of this land is critical to ~he
implementation of the Comprehensive Plan and the development of the
remaining industrial land.
4. The sujbect land is the gateway to a very large area,
and the proper development of the subject land will have a major
impact in Ashland for many, many years, far beyond the 20-year
planning period.
5. All parties hereto agree that it is their primary
intent that the land will be developed as a business park and
with employment generating uses.
THINGS TO BE DONE BY OWNER:

I. The owner of the land described herein and the City
both agree to the truth of the foregoing recitals.
2. To fully develop the land in accord with the subdivi-
sion pInt on file with. the City in Planning Action #83-01 before any
oth~r use of the land is made I,'hatsoever.
.3. It is expressly agreed and understood that the condi-
tions set forth herein (but not the recitals) shall be considered
a restriction upon the US8 to be made of the land by the present owners
and their. heirs, successors and assigns until the land has been

A RESOLUTION CHANGING TEE NAME OF WEST CLOVER
LANE TO WASHINGTON STREET WITHIN THE CITY LIMITS
OF THE CITY OF ASHLAND.
WHEREAS, the construction of Interstate 5 freeway bisected
Clover Lane, thereby creating two isolated street
sections with the same name; and
WHEREAS, the Ashland Industrial Development Corporation, in
subdividing lands West of 1-5 freeway, has received
endorsement from the Ashland Planning Commission to
rename West Clover Lane as Washington Street; and
WHEREAS, tenants now building within the subdivision need to
order printed materials giving their business address
at this time.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of
Ashland as follows:
. SECTION 1. That West Clover Lane from its intersection with
Highway 66, South and Easterly to the City limits (Ashland Ind-
ustrial Park Annexation Boundary), shall be renamed "Washington
Street".
. SECTION 2. The Jackson County Planning Commission is hereby
requested to give consideration to recommending to the Board of
County Commissioners, the renaming of the remaining portion of
West Clover Lane, Southerly as "Washington Street".
. SECTION 3. The City Recorder is hereby directed to forward
copies of this Resolution to the Jackson County Assessor, County
Surveyor, and the County Director of Planning.

for the immediate preservation of the public health and safety
of the people of the City of Ashland, and an emergency is hereby
declared to exist and this Ordinance shall be in full force and
effect from and after the date of its passage by the Council and
approval by the Mayor.

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The real property described in Exhibit "A"
attached hereto and made a part hereof and situated in the
City of Ashland, Jackson County, Oregon, is hereby withdrawn
from Jackson County Fire District No. 5 pursuant to the pro-
visions of ORS 222.524:
SECTION 2. The City of Ashland elects pursuant to
ORS 222.520(2), to pay annually, as the bonds of Jackson County
Fire District No.5 that were outstanding on the effective date
of this Ordinance, as the same proportion of such outstanding
bonds and interest thereon, as the assessed valuation of that
part withdrawn bears to the assessed valuation of the entire
district on the effective date of this Ordinance.
The foregoing ordinance was first read on the 15th day

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No. 2052 and Section 18.12.030
of the Ashland Municipal Code be, and the same hereby is, amended
to rezone from Jackson County RR-5 (Rural Residential-5 Ac. Min.)
District, to City E-l (Employment) District, the real property
described in Exhibit "A" attached hereto and made a part hereof.

AN ORDINANCE OF THE CITY OF ASHLAND ANNEXING
A CONTIGUOUS AREA TO THE CITY OF ASHLAND, OREGON
AND PROVIDING FOR AN EFFECTIVE DATE. (Industrial
Park.) .
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The real property described in Exhibit "A"
attached hereto and made a part hereof is contiguous to the
City of Ashland and is located in Jackson County, Oregon, and
is hereby annexed to the City of Ashland as provided in
Section 2 of this Ordinance.
SECTION 2. Upon the effective date of this Ordinance,
the City Recorder, in accord with ORS 222.170, is hereby
authorized and directed to make and submit to the Secretary of
the State of Oregon, a copy of this Ordinance, a copy of the
Statement of Consent from the landowners of the tract annexed,
and a copy of the Ordinance dispensing with the election on the
proposed annexation, and also upon the effective date hereof,
the City Recorder is authorized and directed to submit a copy
of this Ordinance to the County Assessor and County Surveyor of
Jackson County, Oregon.
The foregoing ordinance was first read on the 15th day of

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The City of Ashland finds that the owners of the
property describ"d in Exhibit "A" attached hereto and by this
reference incorpo,ated herein have consented to the annexation
of said land to'the City of Ashland.
SECTION 2. The submitti~g of the question of the, said annexation
is hereby dispensed '.lith and a Public Hearing in the Council
Chambers, Ashland Civic Center, Ashland, Oregon, on the 15th day
of February, 1983, at the hour of 7:30 P.M. at which time all
persons may appear and be heard on the proposed annexation.
SECTION 3. The City Staff is directed to cause notice to said
hearing to be given as required by ORS 222.120 so that public
notices are published in a newspaper of general circulation
appearing in the City in issues of such newspaper on January 31,
and February 7, 1983, and that notices be posted in four (4)
public places in the City for a period of not less than two (2)
weeks prior to the date of the Public Hearing.
SECTION 4. Pursuant to ORS 222.524 a Public Hearing shall be
held on\February 15, 1983 at 7:30 P.M. in the Council Chambers,
Ashland Civic Center, Ashland, Oregon, on the question or with-
drawal of certain real property from Jackson County Fire District
No.5. All persons may appear before the Ashland City Council
and be heard on the question. The real property above mentioned
is situated in Jackson County, Oregon and more particularly des-
cribed in Exhibit "A" attached hereto and by this reference made
. a part hereof.
SECTION 5. The City Staff is directed to publish and post notices
of said Hearing in the same manner and on the same dates as
described above relative to the proposed annexation.
SECTION 6. It is hereby adjudged and declared that the existing
conditions are such that this Ordinance is necessary for the
preservation of the public health and safety of the people or
the City of Ashland and an emergency is hereby declared to exist
and this Ordinance shall take effect and may be in full force and
effect from and after its passage and approval by the Mayor.

and Meridian, Jackson County, Oregon; thence West along the Northerly boundary
line of that tract or parcel of land as set forth in Volume 335 page 321 of the
Deed Records of Jackson County, Oregon, 438.0 feet to the Northwest corner thereof
and being the True Point of Beginning; thence South 00017' West along the Westerly
