section (5) of this section, to the State
Treasurer who shall credit the amounts so
received to a special account in the State
Treasury. All such moneys deposited in such
special account hereby are appropriated for
the purpose of reimbursing the county, city
or other political subdivision or public cor-
poration, as the case may be. for the cost of
the recount.
(4), Upon receipt from the county clerk
or other official or officials directed to con-
duct the recount of a shmed certificate item-

of State the amount of the excess cost.

251.625. Authority of Secretary of State
over recounts. In carrying out his responsi-
bility to administer the election laws, the
Secretary of State shall have the authority
to issue directives and instructions and to
assist and advise local election officials in
methods and procedures to be used in con-
ducting election recounts to assure an ac-
curate recount in the shortest time at the
least expense. Whenever demands are filed
for a recount. of a vote for both a measure
and an office or for more than one measure
or office, the Secretary of State may deter-
mine the most appropriate procedure to be
used in conducting such recounts sinlUltane-
ously.

cluded from recount costs. (1) The certifica-
tion of costs of a recount as required in sub-
section (4) of ORS 251.610 may include;
(a) Payment to recount boards at a rate
not to exceed the rate at which the election

the recount.
Oi) Payment to additional employes re-
quired to conduct the recount and overtime
payment to regular employes who are in fact
eligible to receive such payments.
(c) Postage, telephone and telegraph
charges directly related to the recount.
(2) The certification of costs of a recount
as required in subsection (4) of ORS 251.610

(a) General administrative costs.
(b) The costs for security.
(c) Allowances for meals or lodging.

At ,.our direction pursuant to ORS 251.640, a recount of the City of
Ashland votes cast for Ashland Council Position No. 2 1IlI.S conducted
on November 25, 1974.
I note that ORS 251.590 (2-b) calls for a submission of the Abstract
of Votes to. your office. A certified capy is attached.
I also note thatORS 251.610 requires 'me to certify the cost af the
recount to. your office. Fo.r that purpose I am $nelasing capies of
the "Bills far Service" of the recaunt board. The wages for the eight
girls an the Recount Board amount to $118.50 and $18.00 for their mileage.
However, I am a bit canfused as to who makes payment in this case, be-
cause Oregon Statutes speak of warrants from your office, yet in the
case af a recount conducted under 251.640, the City is obligated to.

RECOUNT - COUNTING BOARD PROCEDURE
1. Check the Seal on ballot box (container) to be sure it is intact.
2. Open ballot container and check candidate number order (sequence)
against ballot assembly.
3. Seperate ballots into stacks containing
a) ballots w/write-ins
b) ballots that were duplicated .
c) limited ballots .
d) overvoted ballots
e) undervoted ballots
f) llunn -- 119
g) Lopuszynski -- 120
4. Check write-in ballot envelope to see if write-in pertains to recount
office. If write-in is for the recount office follow instructions in
counting manual page 8-10. If write-in is not for recount office go
on to next write-in.
5. Check duplicate & original ballots (step 3b) to see tbit duplicate
ballot is an exact copy of the original.
6. Joggle & sight check the candidate response. position.
7. Each two member team seperately &. quietly count a candidate stack.
Record your count.
8. Exchange candidates stacks & seperately & quietly count the candidate
stack. Record your count.
9. Compare counts. If they match post to tally sheet. Reseal all
materials.
10. Sen9 finished precinct back and wait for the next precinct,
s~art at step 1 above.
