ORDINANCE NO. 1855
AN ORDINANCE AMENDING ORDINANCE NO. 1673 AS AMENDED,
AND SECTIONS 14.16.030 THROUGH 14.16.070 OF THE ASH-
LAND MUNICIPAL CODE: AMENDING ORDINANCE NO. 1757 AND
SECTIONS 14.12.030, 14.12.050 AND 14.12.060 OF THE
ASHLAND MUNICIPAL CODE: AND DECLARING AN EMERGENCY
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS-:
SECTION 1. Ordinance No. 1673 and Sections 14.16.030 through 14.16.070
of the Ashland Municipal Code shall be amended to read as follows:
"14.16.030 Residential service Rate schedule. The rate schedule
for residential electrical service is as follows:
A. SCHEDULE R-4 RESIDENTIAL:
1. This rate is applicable to single-family residential customers
when all service is supplied at one point of delivery.
2. Net Monthly Rate:
a. Energy charge:
$2.00 for the first 30 kwh or less
4.00~ per kwh for the next 70 kwh
l.86~ per kwh for the next 150 kwh
l.25~ per kwh for the next 550 kwh
1.54~ per kwh for all additional kwh
3. Special Conditions:
a. No motor load shall exceed a total of 7~ horsepower con-
nected at one time.
b. All electric space heaters larger than 1,650 watts rated
capacity shall be designed and connected for operation at 240 volts, and
each space heating unit having rated capacity of two (2) kilowatts or
larger shall be thermostatically controlled by automatic devices of a
type which will cause a minimum of radio interference. Space heaters
served under this schedule shall be of types and characteristics approved
by the City. Individual heaters shall not exceed a capacity of five (5)
kilowa t ts.
c. For residential customers requ~r~ng three-phase service,
whose single-phase requirements are, or will be supplied under any resid-
ential schedule, three-phase service will be supplied only when service
is available from City's presently existing facilities, or where such
facilities can be reasonably installed, and in any event, only when del-
iveries can be made by using one service for customer's single-phase and
three-phase requirements. The demand charge applicable only to customer's
three-phase demand shall be $1.70 for each kw of demand. The Energy charge
shall be in accordance with the schedule set forth herein. Minimum monthly
charge for this service shall be $5.00.

14.16.040 Commercial service -- Rate schedules. The rate schedules
for general electrical service for purposes other than single family
residential are as follows:
A. SCHEDULE C-25 COMMERCIAL:
1. This rate is applicable to nonresidential and multiple family
residential customers. Delivery is to be at one point, and at one voltage
and phase classification per metering point.
2. Net Monthly Rate:
a. Demand Charge:
No charge for first 15 kw of demand
$1.25 per kw for next 15 kw of demand
$1~50~ per kw for next 20 kw of demand
$1.75 per kw for all additional kw of demand
b. Energy Charge:
$2.00 for the first 50 kwh or less
4.00C per kwh for next 150 kwh
2.97C per kwh for next 800 kwh
2.07C per kwh for next 1500 kwh
1.47C per kwh for next 7500 kwh
1.32C per kwh for next 10,000 kwh
1.18C per kwh for next 30,000 kwh
1.07C per kwh for next 50,000 kwh
.95C per kwh for all additional kwh
3. Minimum charge is $2.00 plus $1.70 for each kw of demand in
excess of 15 kwd, but not less than $5.00 for three-phase service.
B. SCHEDULE C-37 COMMERCIAL:
1. This rate is applicable to electric service used for light-
ing, heating and power purposes, by customers contracting for not less than
100 kwd,where all service taken on the customer's premises is supplied under
this schedule at one voltage and phase classification, and at one point of
delivery. This schedule is not applicable to resale. However, any customer
who was, as of December 31, 1971, purchasing energy under this schedule and
reselling such energy under Schedule C-25, may continue to do so.
2. Net Monthly Rate:
a. Demand Charge:
$180.00 for the first 100 kw of demand or less
$1.25 per kw for all additional kw of demand.
b. Energy Charge:
1.47C per kwh for the first 50 kwh per kwd, but for not
less than the first 7,500 kwh.

1.38~ per kwh for the next 22,500 kwh
.92~ per kwh for the next 50,000 kwh
.73e per kwh for the next 100,000 kwh
.67~ per kwh for the next 200,000 kwh
.6le per kwh for all additional kwh
3. Minimum charge shall be the demand charge for the current
month, but not less than the amount derived from the application of the
demand charges to the kw average of the three highest kw months of the
l2-month period including and ending with the current billing month. A
higher minimum may be required under contract to cover special conditions.
C. Reactive power charge on Schedules C-25 and C-37. The maximum
30-minute reactive demand for the month in kilovolt-amperes in excess of
60% of the kilowatt demand for the same month, will be billed, in addition
to the above charges, at 45e per kva of such excess reactive demand.
D. Demands on Schedules C-25 and C-37. Demands shall be the kilo-
watts shown by, or computed from the readings of the City's demand meter
for the 30-minute period of customers greatest use during the month,
determined to the nearest kw; but not less than 100 kwd for Schedule C-37.
The general service customer shall install a demand meter base if average
use expected is 3000 kwh per month or more. The City may at its option
install a demand meter whenever the City estimates that customer's con-
sumption exceeds 3000 kwh per month or that his demand exceeds 15 kwd
per month.
E. Term of contract shall be for not less than one (1) year.
F. The City may contract for the installation and maintenance of
electric service facilities on the customer's premises. The monthly charge
for this service shall be one and one-half percent (1.5%) per month of the
original cost of installing such system. The terms of such service shall
be set forth in a contract, the form and terms of which shall be approved
by the City Council.
14.16.050 Governmental Agencies--Rate Schedule. The rate schedule
for governmental agencies which elect this schedule shall be as follows:
A. SCHEDULE G-l GOVERNMENTAL:
1. This rate schedule is applicable to single-phase or three-
phase alternating current electric service to facilities owned by local,
state or federal governmental entities.
2. Net Monthly Rate:
a. Demand Charge: None
b. Energy Charge, cumulative per entity per month.
(1) For average monthly use between 25,000 kwh and
400,000 kwh, 1.8e per kwh.
1.32e per kwh.
(2) For average monthly use in excess of 400,000 kwh,
3. Minimum charges shall be as follows:
a. Single-phase, $2.15 per meter per month.
b. Three-phase, $9.60 per meter per month.
B. Term of contract shall be for not less than one (1) year.

14.16.060 Outdoor lighting service--Rate Schedule. The rate schedule
for outdoor area lighting service, whether residential or commercial, fur-
nished from dusk to dawn by City-owned, vertically mounted mercury vapor
luminaires which may be served by secondary voltage circuits from City's
existing overhead distribution system, and mounted on City-owned wooden
poles, or customer-owned supports acceptable to City, shall be as follows:
A. SCHEDULE 0-15 OUTDOOR LIGHTING:
1. Net Monthly Rate:
7,000 lumen fixture, $4.80 per month each
21,000 lumen fixture, $8.05 per month each
55,000 lumen fixture, $14.70 per month each
2. Pole Charge. A monthly rate of $1.00 per pole shall be made
for each additional pole required in excess of the number of luminaires
ins talled.
B. Maintenance will normally be performed on a group basis. Indivi-
dual maintenance will be performed during regular working hours as soon as
practiaab1e after customer has notified City of service failure, subject
to City's operating schedule.
C. Due to investment involved and cost of initial installation, the
terms of contract shall be by written agreement with the Electric Depart-
ment, the form of which shall have prior approval by the City Council, and
the term of which shall be for not less than five (5) years.
14.16.070 Application--Connect fee. At the time of making applica-
tion for electrical service, the applicant shall pay a $2.50 connect fee;
provided, however, the connect fee shall be $20.00 for an emergency connect-
ion requested to be made during other than regular working hours, or on
weekends or Holidays."
SECTION 2. Ordinance No. 1757 and Section 14.12.030 of the Ashland Muni-
cipal Code shall be amended by the addition of the following sentences to
subsections (E) and (F) thereof, respectively, which shall read as follows:
E. (add) "Under no circumstances shall the customer or his repres-
entative construct or install any covering, enclosure, obstruction, or
wall siding, which will in any way prevent, or make difficult the removal
of the City's electric meter and/or meter locking ring devices."
F. (add) "The City shall require that. any electric meter base
installed after the effective date of this ordinance, shall be of the type
that can be sealed by the City with a locking meter ring. If any question
should arise regarding acceptable types of meter bases, the Director of
Electric Utilities shall be consulted."
SECTION 3. Ordinance No. 1757 and Section 14.12.050 of the Ashland Muni-
cipal Code shall be amended, by amending subsections (A), (C) and (J) there-
of, which shall read as follows:
A. (amend second sentence) "After a period of twelve (12) months t
satisfactory payment record with no delinquencies, this amount is refundable."

"c. If service is disconnected for nonpayment, a $5.00 reconnect
charge will be paid with the delinquent account if the reconnection is
requested to be made during regular working hours of the Electric Depart-
ment; or a charge of $20.00 must be paid with the delinquent account if
the reconnection is requested to be made during other than regular working
hours or on weekends or Holidays, before service is restored."
J. (add) "Any customer who damages or causes a City electric meter
to malfunction shall be held liable for any expenses incurred by the City
to repair or replace said meter, and the bill must be paid in full before
service can be restored."
SECTION 41. Ordinance No. 1757 and Section 14.12.060 of the Ashland Muni-
cipal Code shall be amended by amending subsection (D), which shall read
as follows:
"D. When it is found that the error in a meter is due to causes, the
date of which can reliably be established, the billing will be computed
back to that date, provided, however, that in no case will a bill for under-
charge on residential service be rendered for a period exceeding three (3)
months."
SECTION 5. The rates set forth in Sections 14.16.030 through 14.16.070 shall
be effective as to all meter readings taken on or after June I, 1975.
SECTION 6. It is hereby adjudged and declared that the existing conditions
are such that this Ordinance is necessary for the preservation of the public
health and safety of the people of the City of Ashland and an emergency is
hereby declared to exist and this Ordinance shall take effect and be in full
force and effect from and after its passage and approval of the Mayor.
