When one candidate over-spends, all candidates are released from their declaration, yet reporting is delayed, so at that point it's too late to raise funds, prepare ads, and and schedule publication with the media. This creates a competitive advantage for the misuser. I elected NO because I will not be party to the manipulation of public interest legislation for competitive advantage.
