My name is Dan Thorndike, and I reside at 369 Granite Street, where Joan and I have lived for going on 25 years. I'm actually a third generation resident of the Rogue Valley, so I've either experienced or heard stories of lots of fires, floods, near-hurricanes and lots of other events that have affected our shared landscape. I have also had the pleasure of just completing 11 years of service on the Oregon Water Resources Commission; 7 years as chair-- positions appointed by Governor and ratified by the Oregon state legislature. On the Water Resources Commission, I helped to provide guidance and policy direction to the State for managing its water resources. As its chair, I also served on the Oregon Watershed Enhancement Board, where we dealt with and helped fund watershed protection and restoration efforts all around Oregon. Serving on the Commission and OWEB has broadened my perspective of the complex issues facing our forested watersheds. Years of fire suppression have radically transformed the forests, and simply doing nothing is no longer an option. The need to be pro-active in the restoration of our forests is clear. Yet communities such as ours face challenges to accomplish this restoration. The challenges of finding commonality among divergent value systems, balancing short term impacts and long term gains, addressing uncertainty, and overcoming mistrust among concerned stakeholders are all present in the Ashland watershed, as in many others. It takes time and working together. Other watersheds in Oregon have succeeded in taking the necessary first steps in what is usually a very long and occasionally bumpy path. Here, the City of Ashland, the Ashland Forest Lands Commission and their broader technical team, along with the Forest Service, have done an admirable job of finding common ground and have forwarded a conservative, balanced approach in the Ashland Forest Resiliency project and its preferred alternative to address the issues and opportunities in our watershed. I have to add particular praise for the role taken by The Nature Conservancy in this process, as well as to share my unique perspective on what having The Nature Conservancy as a partner really means to the Ashland Forest Resiliency Project. TNC has been a partner in many of OWES's most-successful watershed restoration efforts - they are truly the "gold standard" when it comes to this kind of work. Moreover, they only choose to become involved in projects that have the opportunity to restore and protect Oregon's biodiversity on a significant scale. We, as a community, are incredibly fortunate to have The Nature Conservancy involved, and I would urge that great weight be given to their science-based observations and recommendations. This is an opportunity to carefully implement important restoration activities that will not only reduce the risk of catastrophic wildfire to our community, but which will, over the long term, increase and maintain the overall health of our watershed. This is an effort we can truly be proud of and a model we can offer to other communities. I am here tonight to offer my strong support for this proposal to implement forest restoration in the Ashland Watershed, and encourage the City Council to vote to endorse the project. Thank you.
