Dear Mr. Appicello, We understand that Friday, October 10,2008 the Ashland City Council will reconsider a Declaration of Emergency and Second Reading of an Ordinance titled "An Ordinance Annexing Property Comprising 'Verde Village' and Formally Withdrawing Such Lands from Jackson County Fire District No. 5", and may authorize the Mayor to sign the property line adjustment/partition plat map creating by adjustment the individual parcels to be exchanged with the owner of Verde Village, and the affordable housing parcel to be conveyed to RVCDC. You should have received via email a letter from Community Frameworks attesting to the time line involved with Rogue Valley CDC' s earmark of $120,000 in SHOP funds for infrastructure and predevelopment for our affordable housing development called Rice Park at Verde Village. It is quite possible that we could lose that funding by December 21, 2008 if the action being considered is not taken to move the development forward now. There is just enough time to complete the land exchange, convey the parcel to the CDC, and complete the Environmental Review in order to access the SHOP funds. The loss of SHOP funds would have a major impact on the development. In addition, the longer the development takes to achieve buildable status, the longer our organization must delay accessing our technical assistance grant from USDA Rural Development which was approved and obligated in September. Conditions of accessing the grant include having buildable lots and qualified buyers. Three buyers are qualified, with more applications pending, and we are recruiting continuously. We hope to meet these conditions and start the program in January. This grant represents $16,000 to $20,000 of our monthly expenses, which includes about $13,000 for personnel. My agency currently holds an approved earmark of funds (Self Help Homeownership Opportunity, or SHOP) for Rogue Valley Community Development Corporation (CDC) in the amount of$120,OOO that can be used for allowable infrastructure and predevelopment expenses on their proposed affordable housing development, Rice Park at V erde Village~ consisting of 8 units in the first phase (15 units total). Rogue Valley CDC has until December 21,2008 to submit application for those funds. The application must include evidence that they have conducted a NEPA Environmental Review. The review must be within 30 days of HIJD approval, which means that the Environmental must be in publication (public notice) at the time of application submission. An Environmental Review can be expedited in a matter of 4.6 weeks) but usually takes longer. The conveyance to the CDC of a legal parcel would need to occur as soon as possible in order to complete the environmental review and application for funds by the deadline. Since there is no cost to the organization for the land, they will apply for the funds to be used for infrastructure and predevelopment. To use the funds for that purpose, they must: 1) own the land; 2) have received approval from I-IUD on the Environmental Review; and, 3) have incurred approved ~ghb~ CHART1RED MEMBER 1-- -- Mr. Richard Appicello October 9,2008 Page 2 infrastructure costs totaling $120,000 by February 21,2009. Neither the organization nor the City (who often acts as the Responsible Entity on Environmental Reviews) will desire to risk time and resources on a development that is not moving forward toward the conveyance to the CDC of a legal parcel. If we do not receive an application from Rogue Valley CDC with an Environmental Review' completed and final notices underway, we will be forced to 'release their $120,000 earmark to reallocate to other organizations. The CDC has previously received a combined $150,000 of these same funds for two other developments in Ashland. We see no indication at this point that they would not receive these funds upon timely submittal of their application.
