to serve the Ashland's workforce family population,

patients, their families and the community by working in partnership with our physicians and other
regional healthcare providers, Our vision is to be an independent, collaborative community hospital

For ACH to fulfill this mission we need a strong highly skilled workforce that can afford to live in the
community where they work, There is a definite lack of this affordable workforce housing in
Ashland, The Housing Authority of Jackson County has a strong tract record of developing and

Inspired by Shakespeare's work and the cultural richness of the United States, the
mission of the Oregon Shakespeare Festival is to reveal our collective humanity through
illuminating interpretations of new and classic plays, deepened by the kaleidoscope of
rotating repertory.
Founded in 1935, the Tony A ward-winning Oregon Shakespeare Festival (OSF) is among
the oldest and largest professional non-profit theatres in the nation. We are a critical
element in the health of the Ashland community, presenting more than 780 performances
annually with attendance of approximately 400,000. Our mission could not be met if it
were not for the employees of our organization. We employee 325 full time and 125 part
time staff with a volunteer base of about 500 people.
OSF is deeply aware of the shortage of affordable housing available to the workforce
population within the region. Although we work very hard to provide living wage jobs,
the development of 60 affordable rental units dedicated to households with an income at
or below 60% of the area's median income would definitely help fill the gap of highly
needed housing, creating opportunities for many of our company members.
OSF offers its support to the Housing Authority of Jackson County for their Snowberry
Brook housing community that will serve Ashland's workforce population. It is this type
of housing that will create a stronger community in Ashland; in turn this will help our
. company members, our business, and the economic viability of the region.

throughout Jackson County.
Adroit is acutely aware of the shortage of affordable housing available to the workforce

The Ashland Community as a whole would substantially benefit by the construction of

providing affordable housing in and around the City of Ashland.
As General Manager of the Ashland Food Coop; I manage employees
that make a living wage but stili struggle to afford to live In Ashland.
Some of my employees travel as far away as Central Point and with
the rising cost of transportation and the lack of affordable housing the
Co-op may lose some of them.
With the general lack of affordable housing in Ashland It Is with great
enthusiasm that we support any feasible proposal. The one from the
Housing Authority should be considered with seriously because It
would truly be a missed opportunity to pass this up, especially during
these hard times. I say this because from what I understand the HAJC
has the experience, understanding, and dedication to the Issue of
providing affordable housing that could make the proposed project a

Re: Clay Street Project
As a resident of Ashland, I enthusiastically support the purchase of the Clay Street
property for the development of 60 affordable housing units by the Housing Authority of
Jackson County.
On May Sth, 200S, the Housing Commission voted unanimously to recommend to the
City Council the sale of the Strawberry Lane property as fart of the financial package for
the purchase of the Clay Street property. On October 23r , the Housing Commission
unanimously recommended to the City Council, that the Lithia Way parking lot be
included in the financial package. Also on October 23rd, the Housing Commissioners
unanimously voted to recommend to the City Council that the Housing Authority of
Jackson County be awarded $345,000 in CDBG funds by the City Council on the
November ISth that will be used towards to Clay Street project contingent on the City
Council's decision.
This project is an opportunity that our city can not afford to miss. Experts have testified
at City Council meetings or study sessions as follows:
1. This is a very large parcel of land available in the city with city services
(water,sewer,etc.) that maximizes the housing density. The property is zoned R-2
which allows high density; 25% bonus for all affordable housing.
2. The topography of this parcel of land (flat which reduces construction costs) and
its location adjacent to transportation, shopping and recreation is ideal.
3. The state has identified Ashland as a Priority 1 which means our city has higher
than average rent burden for its citizens. This gives the builder higher tax credits.
A third of renters are paying more than half of their income on rent (J. Fregonese
10/1 O/OS).
4. 55% of people working in Ashland commute because they can not afford to live
in here. Ashland needs to take responsibility for its contribution to the Rogue
Valley's carbon footprint by providing more affordable housing.
5. Housing Authority of Jackson County (HAJC) has demonstrated its ability to
finance, build and maintain high quality affordable housing projects. In order to
apply for the needed state funds, HAJC must submit their application by February
2009. There is a need to act swiftly.

I appreciate some councilor's concern about the potential fiscal obligations that the city
would need to make in order for this project to proceed; i.e. short term inter-fund loan. I
believe this concern is real given the current economic situation. This land will be
developed with either 17 affordable units as outlined in the curr~nt approved subdivision
plan or if the council takes a leadership role 60 affordable units for 60 families to work
and live in Ashland. Another plus is the potential for an additional 20 units on the 1.25
acre not belonging to the Housing Authority or the potential parks property for a total of
80 affordable housing units. This could be 80 families with children for our schools,
revenue for our merchants, patients for our hospital and a clear demonstration of our
community's commitment to social equity.
The Housing Commission was established for the purpose of". . . encouraging housing
that is available and affordable to a wider range of city residents and preserves the
diversity and character of the community. . ." The approval of the Clay Street project with
the addition of 60 affordable housing units will make substantial progress in meeting the
mission of the Housing Commission.

The Homeless Task Force is pleased to offer support to the Housing Authority's proposed
workforce housing community, Snowberry Brook, intended to serve the region's workforce
population.
The Homeless Task Force is acutely aware of the shortage of affordable housing available to the
workforce population, The development of 48 affordable rental units dedicated to households
with an income at or below 50% of the area's median income would help fill the gap of highly
needed housing within this region.
The community as a whole would substantially benefit by the construction of the Snowberry
Brook affordable housing community. This development would not only increase the region's
housing stability and reduce the housing cost burden factor, but would also serve as an economic
stimulus through construction activity and project operation.
Construction of more affordable housing will assist in reducing the number of families at risk of
becoming homeless. To "Increase the stock of permanent, affordable, and supportive housing
for individuals and families who earn less than or at 30% of the Area Median Income (AMI)" is
the top priority in the list of six goals set by the Jackson County Plan to End Homelessness in
Ten Years. Other goals pertain to enhancing services, The service providers, elected officials,
and representatives of governmental agencies who were at the table for the ten year planning
process agree that no matter how effective the services are that we provide, there is no way to
end homelessness without the creation of additional units of low-rent housing for homeless
families and individuals to move into.
The Homeless Task Force supports the efforts of the Housing Authority to bring this project to
fruition and encourages the Ashland City Council to consider the positive impact affordable
housing will have on the rich and diverse Ashland community and approve this development

Buildable land (under 250/0 slope) is only 1.67 acres.
Buildable land under moderate to severe constraints (250/0-350/0 slope)
is about 5.5 acres, due to the steep slopes.
Although not used recently, the Granite St quarry has been very important in
the past for storage. There are settling ponds onsite, and when Reeder
Reservoir is dredged, the silt is brought here to settle out. Also the property is
used by the Parks Dept to store large landscaping materials such as boulders.
