Ownerl Applicant: Jendrisack and Berry ebuttal to the appeal response letters from those who spoke at the City Council mber 2, 2008 and submitted their responses to the City Tuesday December 9, ebuttal I am responding to both a letter from Fae & Wayne Linn and a letter to the Letter from Fae & Wayne Linn Water Down the Alley According to their letter there seems to be an existing surface storm drainage problem for neighbors who live on the northeast side of the alley between Harmony Lane and Hillview Drive. Our proposed improvements will not have any ill drainage effects on problems that exist. As already mentioned, any existing run-off from the proposed improvements to the applicant's property (Accessory Residential Unit, parking and driveway) will be collected and diverted through a new storm drain line down the alley to an existing City storm drainage system. Weare not adding additional storm drain runoff to the alley surface; we are collecting drainage from surface runoff that already exists on the applicant's property. The City already stated in their fmdings that the size of the new storm drain line is required to be designed by a licensed engineer. 1 ................... ....- - Emerson Design AND Drafting Service Sewer There is an existing 6" concrete sewer line on Harmony Lane as mentioned in my original FINDINGS. The City Wastewater Department has already determined that existing service is adequate to meet the needs for an additional service to the property. The proposed sewer for the new unit will need to be pumped uphill. This will require use of an ejector pump system or a grinder pump ejector system. Response to the Letter from Cyndi Dion "...how many issues brought forward were addressed by the applicant with solutions." (Cyndi Dion's letter, December 7, 2008) My original FINDINGS for the. original Application (dating July 31, 2008) address the proposed project and solutions for any issues that needed to be addressed. Since then very few solutions have needed to be changed. Here are three examples of changes from former records of this Planning Action: 1. We changed the two rear parking spaces from concrete to pavers. 2 ....- - Emerson Design AND Drafting Service 2. I added an 8" horizontal cantilevered projection to the east side (alley side) of the building on the Second Floor of the proposed unit to create an additional gable in the roof that enhanced the exterior residential design. The storm drainage from the roof and driveway drainage was originally proposed to be a surface drain in a graded bio swale ditch down the alley. After meeting with the neighbors before the plan was fmalized and before any Planning Action was made and approved, we decided to install an underground drainage system and reduce the effects to any existing storm water draining down the alley. " ... there are multiple references made to a storm water catchment at the end of the alley between Harmony Lane and Hillview Drive. Why then does this catchment and attached culvert not exist on city maps? (Cyndi Dion's letter, December 7, 2008) The answer to this question is it does exist in a City map I received on February 9 of this year. As mentioned in prior statements, the catch basin at the end of the alley is connected to an underground storm drain line that connects to a catch basin at the curb on Hillview. From there the City storm drainage system runs underground to Siskiyou Blvd. TID Pipeline Talent Irrigation has a main underground line in the alley. I talked to the people at TID on December 9th and they said they maintain the main line but not the service lines. Cyndi Dion mentions that the Till line broke. What broke was a - - valve on one of the private service lines from the main Till line. "Once the project is approved. . ..", Steve Jendrisak, one of the owners of the property at 960 Harmony Lane, will relocated the valve so that it is not in the way of vehicular traffic. Conclusion · The proposed engineered underground storm drain will slightly reduce the amount of storm water surface runoff by the size of the area being developed. · If the private valve from the Till service line valve is relocated below the grade of the alley and out of the way of any traffic, everyone can use the alley without incident.
