HomeMy WebLinkAbout2003-08-12 Hearings Board MIN ASHLAND PLANNING COMMISSION HEARINGS BOARD AUGUST 12, 2003 MINUTES CALL TO ORDER Commissioner Dotterrer called the meeting to order at 1:35 p.m. Marilyn Briggs and Colin Swales were present. Staff present were Mark Knox, Maria Harris and Sue Yates. APPROVAL OF MINUTES & FINDINGS The Minutes of the July 8, 2003 Hearings Board were approved. The Findings for PA2003-051, 1205 Tolman Creek Road, and PA2003-061, 290 E. Hersey, were approved. TYPE I PLANNING ACTIONS PLANNING ACTION 2003-072 REQUEST FOR A CONDITIONAL USE PERMIT TO CONVERT APPROXIMATELY 750 SQUARE FEET OF SPACE WITHIN THE EXISTING BUILDING LOCATED AT 310 OAK STREET (FORMERLY CANTWELL'S MARKET) INTO A SMALL LIVE THEATER SPACE (APPROXIMATELY 45 SEATS). APPLICANT: ARTATTACK THEATER ENSEMBLE This action was approved. PLANNING ACTION 2003-088 REQUEST FOR SITE REVIEW TO CONSTRUCT AN APPROXIMATELY 2560 SQUARE FOOT COMMERCIAL WORKSHOP/WAREHOUSE BUILDING ON THE PROPERTY LOCATED AT 3195 EAST MAIN STREET. APPLICANT: FRANK PAPEN This action was approved. PLANNING ACTION 2003-089 REQUEST FOR FINAL PLAN APPROVAL FOR PARCEL 2 OF CLEAR CREEK VILLAGE AND SITE REVIEW FOR THE CONSTRUCTION OF AN APPROXIMATELY 6100 SQUARE FOOT MIXED USE (COMMERCIAL WITH RESIDENTIAL ABOVE) BUILDING. THE PROJECT IS LOCATED ON CLEAR CREEK DRIVE, EAST OF OAK STREET AND NORTH OF THE RAILROAD TRACKS. APPLICANT: JOHN FIELDS This action was approved. PLANNING ACTION 2003-090 REQUEST FOR SITE REVIEW TO CONSTRUCT A SINGLE STORY, TWO-BEDROOM COTTAGE RESIDENCE AT THE REAR OF THE PROPERTY LOCATED AT 125 NORTH MAIN STREET. APPLICANT: LYNN THOMPSON This action was approved. Briggs noted that thought everything is within the guidelines, it hurts her to see one of the most beautiful residences in town carved up. Knox said the Historic Commission worked at trying to make sure the unit is architecturally compatible. It is not visible from the street, but is from the alley. PLANNING ACTION 2003-092 REQUEST FOR SITE REVIEW FOR A THREE-UNIT CONDOMINIUM PROJECT FOR THE PROPERTY LOCATED AT 124 ALIDA STREET, AT THE CORNER OF ALIDA AND BLAINE STREETS. THE PROPOSAL INVOLVES MOVING THE EXISTING RESIDENCE FURTHER TO THE SOUTH AND A VARIANCE TO THE REQUIRED DISTANCE BETWEEN THE EXISTING AND PROPOSED BUILDINGS (18.5 FEET REQUIRED, 14 FEET PROPOSED). APPLICANT: KIRT MEYER AND VADIM AGAKHANOV This action has been delayed until next month. PLANNING ACTION 2003-094 REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW FOR THE EXPANSION OF THE EXISTING NON-CONFORMING GARAGE STRUCTURE LOCATED ON THE PROPERTY AT 45 WIMER STREET. APPLICANT: PAUL CRAFFT This action was approved. Briggs noted that though it meets the minimum, she does not believe looking into the future it makes a good neighbor. She felt it could be denied based on scale, bulk and coverage. PLANNING ACTION 2003-096 & 97 REQUEST FOR A LAND PARTITION TO DIVIDE THE EXISTING PROPERTY LOCATED ALONG PATTERSON STREET, BETWEEN PHELPS AND CAROL, INTO THREE PARCELS AND A VARIANCE TO PERMIT FOR ZERO LOT LINE CONSTRUCTION BETWEEN THE PROPOSED REAR FLAG PARCELS. APPLICANT: MEDINGER CONSTRUCTION This action was approved. PLANNING ACTION 2003-098 REQUEST FOR FINAL PLAN APPROVAL FOR AN APPROXIMATELY 16-LOT SUBDIVISION UNDER THE PERFORMANCE STANDARDS OPTION AND SITE REVIEW APPROVAL FOR NINE TOWN HOMES FOR THE PROPERTY LOCATED AT 905 NORTH MOUNTAIN AVENUE, WITHIN THE NORTH MOUNTAIN NEIGHBORHOOD PLAN AREA APPLICANT: MEDINGER CONSTRUCTION This action was approved. PLANNING ACTION 2003-100 REQUEST FOR A LAND PARTITION TO DIVIDE THE EXISTING PROPERTY ALONG THE NORTH SIDE OF "A" STREET BETWEEN FIFTH AND SIXTH STREETS (LOT 8 - RAILROAD VILLAGE SUBDIVISION) INTO TWO PARCELS. APPLICANT: SARAH SWALES Commissioner Swales recused himself from this action. This action was approved. PLANNING ACTION 2003-105 REQUEST FOR A CONDITIONAL USE PERMIT TO ALLOW THE EXISTING 6,858 SQ. FT. INTERIOR OF THE NATIONAL GUARD ARMORY FACILITY, LOCATED AT 1420 EAST MAIN STREET, TO BE USED FOR A VARIETY OF EVENTS, INCLUDING TRADE SHOWS, FLEA MARKETS, COMMUNITY EVENTS, AND PRIVATE PARTIES BETWEEN THE HOURS OF 8:00 A.M. AND MIDNIGHT. APPLICANT: OREGON MILITARY DEPARTMENT This action was called up for a public hearing.
