HomeMy WebLinkAbout2003-09-09 Hearings Board MIN ASHLAND PLANNING COMMISSION HEARINGS BOARD MINUTES SEPTEMBER 9, 2003 CALL TO ORDER - Commissioner Kerry KenCairn called the meeting to order at 1:40 p.m. Other Commissioners present were Cameron Hanson and Mike Morris. Staff present were Mark Knox, Maria Harris and Sue Yates. TYPE I PLANNING ACTIONS KenCairn stepped down for PA2003-108 and PA2003-092 as she had a conflict of interest. PLANNING ACTION 2003-108 CONDITIONAL USE PERMIT TO CONSTRUCT AN APPROXIMATELY 820 SQUARE FOOT ACCESSORY RESIDENTIAL UNIT AT THE REAR OF THE PROPERTY. APPLICATION INCLUDES A TREE REMOVAL PERMIT TO REMOVE AN EXISTING APPLE TREE AT THE REAR OF THE PROPERTY. 115 CHURCH STREET APPLICANT: NANCY SEWARD & TIM BOND This action was approved. PLANNING ACTION 2003-092 SITE REVIEW FOR A THREE-UNIT CONDOMINIUM PROJECT FOR THE PROPERTY LOCATED AT 124 ALIDA STREET, AT THE CORNER OF ALIDA AND BLAINE STREETS. THE PROPOSAL INVOLVES MOVING THE EXISTING RESIDENCE FURTHER TO THE SOUTH AND A VARIANCE TO THE REQUIRED DISTANCE BETWEEN THE EXISTING AND PROPOSED BUILDINGS (18.5 FEET REQUIRED, 14 FEET PROPOSED). APPLICANT: KIRT MEYER AND VADIM AGAKHANOV This action had been called up for a public hearing but the call-up letter was rescinded. The applicants requested a postponement in August and came back to the Historic Commission in September with the modifications. The Historic Commission voted (6-1) to approve the application, with changes. Staff has deferred to the Historic Commission for their approval. Morris asked about the Variance for Distance Between Buildings. Knox said this is becoming a pretty common request. The applicants have tried to mitigate the problems associated with the request. PLANNING ACTION 2003-106 IS A REQUEST FOR SITE REVIEW TO CONSTRUCT NINE CONDOMINIUM DWELLING UNITS ON APPROXIMATELY .67 ACRES. 476 BEACH STREET. APPLICANT: BEACH STREET COTTAGES, LLC KenCairn returned to the meeting. KenCairn suggested they switch to an impervious paver instead of grasscrete. This action was approved. PLANNING ACTION 2003-107 REQUEST FOR SITE REVIEW TO CONSTRUCT THREE CONDOMINIUM DWELLING UNITS ON APPROXIMATELY .22 ACRES. 810 PARK STREET APPLICANT: JON TURRELL CONSTRUCTION, INC. This action was approved. 1 ASHLAND PLANNING COMMISSION HEARINGS BOARD MINTUES SEPTEMBER 9, 2003 PLANNING ACTION 2003-110 REQUEST FOR MODIFICATION OF A PREVIOUSLY APPROVED SITE REVIEW APPROVAL TO CONSTRUCT A THIRD DWELLING UNIT FOR THE PROPERTY LOCATED AT 230 AND 232 VAN NESS STREET. THE REQUEST INCLUDES A VARIANCE TO ALLOW THE APPLICANT AN ADDITIONAL ON-STREET PARKING CREDIT BY UTILIZING THE ADJOINING PROPWIDE ERTY'S 20-FOOT STREET FRONTAGE. APPLICANT: SERIN EGGLING This action was called up for a public hearing. TYPE II PUBLIC HEARING PLANNING ACTION 2003-111 REQUEST FOR OUTLINE PLAN, FINAL PLAN AND SITE REVIEW APPROVAL FOR A THREE-LOT, THREE-UNIT DEVELOPMENT UNDER THE PERFORMANCE STANDARDS OPTION. A TREE REMOVAL PERMIT IS REQUESTED TO ALLOW FOR THE REMOVAL OF TWO TREES FROM THE PROPERTY. 259 N. LAUREL STREET APPLICANT: NATHAN SANFORD Site Visits or Ex Parte Contacts - Site visits were made by all. STAFF REPORT Harris reported the lot is 9,000 square feet. There are 11 trees on the property, including a mature English walnut tree that are proposed to be saved. Even though the home on the lot is historic, it is not in the Historic District. The house will end up meeting the historic design standards. PUBLIC HEARING NATE & CRAIG SANFORD said they are restoring the front house. The Tree Commission has reviewed the plan. COMMISSIONERS’ DISCUSSION AND MOTION KenCairn wondered if the parking space was deep enough for back-up space. Harris said they meet the requirement. KenCairn moved to approve 2003-111 with the attached Conditions. The motion carried unanimously.
