Minutes, March 7, 2002
CALL TO ORDER
– The meeting was called to order by Chair Rich
Whitall at 5:05 p.m. Additional commissioners in attendance in alphabetical
order were: Greg Covey, Bryan Holley, January Jennings, Dan Moore and
Bryan Nelson. Parks department liaison Donn Todt and staff Robbin Pearce
were also in attendance.
APPROVAL OF MINUTES
– The February minutes were approved with
corrections.
OLD BUSINESS
A. Tree Ordinance – Draft 3.0 was reviewed in detail with a number of
revisions made as well as a request of staff for a number of clarifications.
Staff will forward request for clarification to John McLaughlin who was
unable to attend the meeting. The changes will be made and available for
review at the April meeting. Clarifications will be offered via email with
John McLaughlin. Additional changes will then be made if necessary.
Both Al Alsing and Jack Blackburn shared their concerns. Timeline to
date is: next review will be a public hearing at the April Tree
Commission. If the Tree Commission recommends approval the
ordinance will go to the Planning Commission as a public hearing in
April. If the Planning Commission recommends approval, it will go the
City Council in May. Rich will prepare a short presentation outlining the
whys and hows. And the following commissioners will be responsible for
leading a discussion or answering specific questions about the following
areas:
Bryan Nelson Heritage & Definitions
January Jennings Regulations & Exemptions
Dan Moore Approval & Permits; Plans Required; Criteria
Bryan Holley Mitigation, Evidence of Violation, Penalties
Greg Covey Tree Protection: Plans, Measures Required
B. Recommended Street Tree List – Bryan Nelson has completed
corrections. Copies will be reviewed by Valley View Nursery, Ray’s
Garden Center and fellow commissioners. Final draft should be ready for
the Council presentation in May.
C. Siskiyou Redesign Update - Staff asked the Tree Commissioners to
review the plans and make recommendations that will be submitted to
Public Works.
D. Street Clearance Ordinance Proposal – Tabled until April.
E. Helman Street Project – Public Works asked that a subcommittee be
formed to establish specs for contractors on similar projects. Greg Covey
volunteered to represent the Tree Commission on that committee. Rich
Whital will back up Greg.
F. Other – There was no additional old business.
NEW BUSINESS
A. Site Reviews
B. Tree Permit Reporting for February – There were no tree permits issued
for the month of February.
C. Arbor Week: 1) Tree of the Year Nominations – The Commissioners
picked five trees for the 2002 Ballot. They were: Deodar Cedar in the
Safeway parking lot, Black Walnut at 248 A Walker Avenue, Eastern
Dogwood at 77 Granite Street, Deodar Cedar at 1774 Holmes Avenue
and
D. Website Teaching Post – January reported she will be filling the position.
It is a 6 week (start Arbor Day April 23 through May 28) Pathways class
on Urban Forestry. It teaches children who works with trees and helps
them identify trees. January asked to purchase 10 to use in the classes.
Greg Covey seconded the motion. Motion passed unanimously.
E. Doug Hormel Planting Proposal – Doug wants to encourage the
Commission to support tree planting projects in the future. This topic will
be discussed more in depth in May.
F. Mt. Meadows Pruning Issues – Donn Todt shared Mr. & Mrs. Poles from
Mt. Meadows subdivision contacted him and asked for direction on how
to maintain their trees including pruning. They want to learn the right
way. This topic was tabled until April.
G. Other – 1) Bryan Holley asked that the April agenda include discussion
of the future of our Council liaison as well as the need for a replacement
of our Planning liaison.
