Minutes

April 4 2002
Call to Order
– The meeting was called to order by Chair Rich Whitall at 5:10
p.m. Commissioners in attendance in alphabetical order included Greg Covey,
Bryan Holley, January Jennings, Dan Moore and Bryan Nelson. Also in
attendance were Council liaison Cameron Hanson, Parks liaison Donn Todt and
staff Robbin Pearce.
Approval of Minutes
– Minutes of the March 7, 2002 meeting were approved
with corrections.
Welcome Guests
– There were no guests.
Old Business
Tree Ordinance
1. – John McLaughlin reviewed the newest Tree Protection
Draft in detail. January Jennings moved the Tree Commission recommend
formal adoption of the Ordinance by the City Council with the submitted
revisions. Bryan Nelson seconded. The motion passed unanimously. Mac
explained the Final Draft would now go to the Planning Commission on April

9. The Planning Commission public hearing will remain open until May 14
to address any issues that may arise. At both meetings, the Tree Commission
will be the applicant. They will be there as technical support and will be given
the option to rebut any argument.

2. Urban Forester – A position is currently in the proposed Community

Development budget. More information will be reported next month.
Recommended Street Tree List – Bryan Nelson is waiting for corrections to
be submitted. January Jennings reported Eric Baron of Valley View Nursery

has not received a copy. Arbor Week/Month activities – Bike Path

cleanup will be April 26 from 9 a.m. until noon. The site is behind the City’s
Service Center. The work will include weeding, trimming and trash pickup.
Environmental high school students and Bike/Ped Commissioners will work
together. Education classes may use the project as a chance to review
erosion. Watering options will also be reviewed. This will be a prototype of

projects for the future. January Jennings distributed ‘Think Trees’

brochures and stationary cards. Tree of the Year 2002 plaque will be

installed Wednesday the 10 at 10:30 a.m. at the corner of Liberty &

Pennsylvania. Tuesday night at City Council the Tree of the Year (Safeway
Deodar Cedars) will be announced and Tree City USA award will be

presented by the Oregon Department of Forestry. Grant Update – Staff
reported the City received one of the four grants it applied for. It is the grant
for creating a program to replace trees under powerlines.
New Business
Site Reviews
1. – There were no site reviews this month.
Other: A)
2. Trees on the Web – Staff reported the photos of ‘Tree of the Year
– Past & Present’ are now on the Web. However, the posters will not be ready

until the following week. Cameron Hanson will be leaving next month for
C)
the Sinai. Council will be appointing a new councilor next week. Youth
liaisons – Staff report the Mayor proposed youth liaisons to many of the
Commissions and Committees. These liaisons would include one High School
student and one University student. Staff recommended supporting the
positions as non-voting members. Rich Whital moved to fully support the
youth liaisons and to encourage the City to support them as full fledged voting
members. Greg Covey seconded. Motion carried unanimously.
Statement of Account
– Staff reported the account is now at zero.

– The meeting adjourned at 8:10 p.m.
