Ashland Tree Commission
Minutes, November 7th, 2002
Call to Order - The meeting was called to order at 5:00pm by Chairperson
Rich Whitall. Additional commissioners in attendance were January
Jennings, Dan Moore, Laurie Sager and Jonathan Uta. Also in attendance
~ Parks liaison Donn Todt and staff Robbin Pearce.

Approval of Minutes - Minutes for October were approved with corrections~
Welcome Guests - 1. Paula Brown, Public Works Director offered a couple
of updates~ A)The Foundation Tree in the Siskiyou Boulevard island
between the Fire Station site and the Library will be removed and offered to
the public in March! April~ Donn Todt gave supporting evidence to remove
the tree~ B)The tree on the comer of Gresham and East main will be
removed in December. The realignment of the street with the landscape
mitigation at Evos/BP station will occur by the end of April. C)A copy of the
Siskiyou Boulevard Library plan showing the trees to be planted is available.
Any plant sizes that have changed have been balanced by quantity increases.
D)Ashland Street - Currently the trees have been placed; soil should arrive
shortly and ground cover and shrubs will follow. The full depth of the soil is
26 inches - 14 inches of soil and 12 inches of mulch~ E)Peter Smeenk is the
contact person for the Public Works specification committee.
Dan Moore recommended that the trees on Siskiyou that are being kept be
pruned~ January Jennings and Dan Moore will work on draft language for
Public Works to use as part of the contract for that work~

Chair Rich Whitalasked Paula Brown to give a quarterly project update to
the Full commi~s{on. Staffwill coordinate with the Public Work Director.
2. Ph~::-Thompson shared his frustration with the new ordinance. Chair
Whirall~hanked Mr. Thompson for his input.
3. R~ Dale was in attendance for Planning Action 2002-117 (250 Clay
Street) ~
Old Business
A~ Recommended Street Tree List - Staff presented the final copy that is
waiting for the cover~ Covers should be completed by the December
meeting.
B. Goals (for 2002 - 2003)
1.Heritage Trees ~ January Jennings will take Greg Covey's position as
lead. By next month the committee will: *submit a list from which
commissioners can review each tree on-site to determine which trees are
still standing and whether or not they still qualify; *report on how
heritage programs work; and *make a recommendation for program
criteria such as value to community, value to tree owner, monies
available to support the trees.
2~Public Works Specs - This committee will contact Peter Smeenk and
report in December.
3.Arbor Week Transition - This transition will occur in Fall 2003. We
will continue to celebrate Arbor Week in April. This discussion will
continue in December.
C. Siskiyou Boulevard project - Paula Brown addressed this under
Welcome Guests.
D~ Tree on Gresham and Siskiyou - Paula Brown addressed this under
Welcome Guests.
E. Morton Street Update - Commissioners asked staff to be sure Adam
Hanks saw Bryan Holley's memo.
F. Tree permits - Staff reported this topic is very time consuming.
G. Professional Designers Standard Conditions - This topic is tabled until
December~
New Business
A. Site Reviews
1 ~Planning Action 2002-131 (Bikrarn Yoga on Siskiyou) - Install
temporary irrigation until Tolman Creek Renovation is determined. At
that time the system should be hardpiped to accommodate renovation
impacts. Meet with staff to review minimum standards for landscape and
irrigation9 The landscape plan should be redrawn to address minimum
standards.
2. Planning Action 2001-117 (Russ Dale on Clay Street) ~ Plant
evergreens along the northeast edge of the property as a privacy screen
and to deflect traffic lights.. Remove blackberries to the property line
along northeast edge. Alternating tree types along each streetscape will
give variety of color and seasonal variation..
B. Other - The was no additional New Business.
