HomeMy WebLinkAbout2000-0706 Tree MIN Ashland Tree Commission Minutes, July 6, 2000 Call to Order: The meeting was called to order at 5:08 p.m. by acting chair January Jennings. Additional commissioners in attendance included Bob Kuenzel, Greg Covey, and Bryan Nelson. Parks liaison Donn T odt and staff Robbin Pearce were also in attendance. Approval of Minutes; Minutes for June were approved with corrections. Welcome Guests; Richard Hay from OSF, Jim McNamara for ACH were both present in regards to the planning actions. Old Business A. Tree Ordinance - A few additional wording changes were made. The full Commission directed staff to submit the draft to the Planning staff for review and to move forward to the study session with the Planning Commission. B. Recommended Street Tree List - January Jennings has completed the review and changes. Staff will be applying for a grant to publish the document. C. Name Change - Staff was asked to research what other like commissions are called. D. Other - There was no other old business. New Business A. Site Reviews - The Planning Actions were reviewed in subcommittee with the following recommendations. 1. Planning Action 2000-045 (LS Construction on Hwy 66) The park row needs to be 6 feet minimum. The street tree grates for Red Maples require more area. Parking lot trees are needed on the southeast side at the rate of one tree for every seven parking spaces. 2. PA2000-052 (Lombardi on 4th) The commission suggested replacing climbing hydrangea with an alternative species. Zoysia grass is generally not successful here. Sweetgum is not an acceptable street tree. You need to select one from the Recommended Street Tree List. The azalea shrubs along the north side of the building should be replaced with a more upright species. 3. PA2000-074 (OSF on Hargadine)The following recommendations were submitted: There needs to be more vegetative shading for the upper level parking lot. Incorporate more planters along Hargadine to provide more shading and/or buffering. The Katsuras proposed for the Grove will get to hot. They are easily sun scorched. Pick another species from the Recommended Street Tree List. We don't recommend the use of Gledistia because of midge infestation. We appreciate the large garden space being created along the south side of the new building and plaza area. In place of Berberis thubergi along the front of the parking structure we recommend an alternative without thorns - possibly a colunmar Euonymous fortunii. 4. PA2000-067 (ACH on Maple and Scenic) This plan shows a good mix of plant material. Plantings should be such that the plant material can be transferred to other locations at the time of removal. The plan shows good vision clearance at the corner of maple and Catalina. 5. fA2000-081 (Jeannette Wilcox on Hargadine) The applicant needs to submit plans that meet minimum standards. B. Other - 1. Siskiyou project - January Jennings has been appointed to the committee and will give regular updates to the full commission. 2. School Paving Projects - The middle school is developing a timeline to complete their project. The other schools are not scheduled at this time. 3. Calle - Donn T odt presented the plan to the commission. Suggestions were submitted which included tree removal and replacement, planters by Munchies and plants to cascade over the wall from planters such as Ficus pumula (creeping fig) or creeping Hydrangea (petioloaris) 4. Elks - The paving is almost complete. The landscaping will be installed in the Fall. Statement of Account - $750.00 (Projects promised are slide development, slide duplication, and Terry's photos for Tree of the Year. Adjournment - Meeting was adjourned at 7:15pm
