ASHLAND TREE COMMISSION
MINUTES
JULY9,1998
I.
Meeting was called to order at 5:00p.m.

Approval of Minutes -- Minutes for June meeting were approved as
submitted.
Ill.
Guests -- Eric Baron of Valley View Nursery. Also, Hershel, Elizabeth
and Eric Massey (PA 98-46).
IV.
Old Business
A. Recommended Street Tree List -- It was decided that each
commissioner should complete their matrix lists and return them to
staff. Staff will compile a list and include it in the September packet for
review at the September meeting. Eric Baron of Valley View Nursery
was present to encourage the Tree Commission to update the
Recommended Street Tree List (RSTL) as soon as possible. Eric
shared the University of Pennsylvania's example. He cited a number of
examples of current situations in Ashland that have been confusing
because of the lack of new plant or product information that could
easily be included in the RSTL. Baron asked for some clear definitions
in the new draft. He also submitted a handout he developed and uses
at his nursery for people choosing street trees. The Commissioners
appreciated Mr. Baron's input and encouraged him to remain involved
with the update.
B. Tree Inventory -- Tabled until September.
C. Northwest Museum Tree Watering Update -- SOU is watering and
maintaining this site.
D. Siskiyou Boulevard Protector Removal -- Staff showed the map with
trees and protectors marked. Commissioners divided the site and
agreed to complete the tree protector removals.
E. Mt. Meadows Phase V Median Strip Update -- Kencairn stated
Public Works was concerned about the future impact of the trees on
sewer lines under the median. Kencairn will write a letter to the editor
as well as to the developers in support of the plantings and will include
a list of appropriate trees.
F. Other Old Business - There was no other old business at this time.
V.
NEW BUSINESS
A. SITE REVIEWS
1. PA98-067 (Warehouse addition on Williamson Way). It was
requested that applicant bring existing plantings in the front up to
standards and to use the irrigation system. Additional information
on the parking lot spaces and islands was requested.
Recommendations included that a ~arge canopy tree be placed
in the landscape island, that an additional island be incorporated
in parking space 15/16 and that in the narrow south side
landscape strip horn beams replace maples.
2. PA98-068 (Medical building on Williamson Way) Specific
recommendations were made as to plant material in
inappropriate locations.
3. PA98-071 (SOU) An extensive list of recommendations were
made regarding existing and new plant materials. New drawings
should be submitted showing changes for both plant material
and irrigation.
4.PA98-072 (Clover Lane) The applicant was reminded the
island planters need to be a minimum of 8 feet wide.
5.PA98-073 (SOU - Old Mill Village) There were no
recommendations for this plan. It was approved as accepted.
6.PA98-070 (ACH) It was recommended to replace the October
Glory with Red Oak and it was agreed to plant crape myrtl along
the driveway.
7.PA98-072 (Astro) The recommendation was made to back up
the parking space in the landscape area and increase the
landscape area.
8.PA98-075 (A St) Commission requested information on
proposed roof garden and the species and variety of street trees.
9.PA98-077 (APR) Requested applicant submit an irrigation
plan.
B. What is a Street Tree? -- See Eric Baron's discussion in agenda
item IV., A.
C. Other --
1. Donn Todt recommended having a Tree Commissioner attend
the Annual Trining Conference of the Internattional Society of
Arboriculture September 30 - October 2nd in Eugene. None of
the commissioners present were able to attend. Staff would get
the final registration dates and call the other commissioners to
see if anyone is interested in attending. Whital moved that the
Commission should pay for registration. McClendon seconded.
Motion could not be approved due to lack of a quorum.
2. Also present were Hershel, Elizabeth and Eric Massey. They
are neighbors of the proposed Knecht project on Park Street (PA
98-047). They shared their concerns about the project. Tree
Commissioners made recommendations including the need for
living screen along fence lines, particularly in parking lot and east
side. Also, recommended applicant meet with neighbors to
discuss plans and potential impacts. Commission would like to
see more cohesive and useful green area on the property.
