Ashland Tree Commission
Minutes October 7, 1999
Call to Order: The meeting was called to order at 5:05 p.m. by Vice Chair
January Jennings. Commissioners in attendance were: Bob Kuenzal, Dan Moore,
January Jennings and Greg Covey. Planning liaison Kerry Kencairn and Staff
Robbin Pearce were also in attendance.
Approval of Minutes - Minutes for the September 9,1999 meeting were approved.
Welcome Guests: Dave Richardson, architect and Ed Bemis, developer were in
attendance for P A 99-108, And Larry Medinger, developer was in attendance
for PA99-11O.
Old Business
A.Tree Mitigation Ordinance - Bob Kuenzel is continuing to develop an
ordinance which will harmonize the two-tree retention standards. Discussion
included feasible and non-feasible criteria, not amending Hillside standards,
requirement of explanation of feasibility, removal and replacement of
existing trees in "typical" situation, requiring an arborist vs a landscape
professional for on-site determinations, mitigation issues, maintaining size
and species diversity, creating a distinctive tree: list, city protection for
trees on the list, cut or not cut.
Bob will move forward with further analysis and draft for the November
meeting. Commissioners applauded his efforts.
B. Council Presentation: It was decided to have three people present although
everyone (or as many as possible) should be present. The presentation would
include:
1) Accomplishments: RSTL
2) Goals: New Ordinance, School Curriculum, Distinctive Tree List
3) Closing: poem
The presentation will be wrapped up at the November meeting.
New Business
1) Site Reviews
A.)PA 99-108 - Cotinus (smoke trees) are not recommended street trees.
Good variety of plant material. Suggest some of steppers between parking and
the walkway.
B)pA99-11O - No plan was submitted. A full landscape and irrigation will
be expected at time of Final Plan Application.
B. Other - Greg Covey reported Richard Seidman the Portland, Friends of Trees
founder has moved to Ashland. Greg has contacted him and will bring us more
information in the future.
