HomeMy WebLinkAbout1998-1105 Tree MIN ASHLAND TREE COMMISSION NOVEMBER 5, 1998 MINUTES I. Meeting was called to order at 5 p.m. Members present were Robert Kuenzel, January Jennings, Bryan Nelson, Donn Todt and Kerry Kencairn as Chair. Robbin Pearce was present as staff. II. Approval of minutes - October minutes were approved. III. Guests included Greg Adams, PA98-113 applicant and City of Talent Planner Kevin Cronin IV. Old Business A. Recommended Street Tree List - January Jennings reported her progress. She will complete her corrections and additions. Recommendations will include listing trees by scientific name first and then common name. Shapes and symbols will be in the appendix. The introduction will include: " What is a street tree?" Nelson will draft information on staking and Jennings will draft the sections on pruning and planting instructions. Staff will then create a revised draft. Each commissioner will receive a copy of the revised draft for editing; then the public will have a chance to comment. B. Shade Tree Project - The aerial photos were available for viewing, but commission ran out of time and decided to look at them another time. C. Soil Matrix Theory - Kencairn brought the video from Cornell. It was decided that each commissioner will view the video on their own time and discuss it at the next meeting. D. "B" and Mountain Streets City Project - Staff shared the plan for this site. Parks will be responsible for the planting and will report as progress is made. E. International Society of Arboriculture Conference - Donn Todt shared information from the conference. He felt it was worthwhile.: F. Partnership Program with Conservation Commission - Staff shared a working outline for the project. Staff will look into the Eugene program and report at the next meeting as to availability of trees or money. A memo to the Conservation Commission will be drafted to explain time line. G. Review of Previous Planning Actions - SOU Visual Arts Center - The landscape ASHLAND TREE COMMISSION MINUTES NOVEMBER 5, 1998 architect requested support for Acer rubrum 'Red sunset'. Commissioners agreed, but asked for the spacing to be clarified. Regarding the Hillside Inn application, this project may be appealed to the City Council. New plans will be submitted for the Buggsi/Colver lane application to show the new "landscape" drainage plan. H. Other Old Business - Staff requested that each commissioner review the draft matrix for accuracy and to fill in the blanks. They should be returned to the office within two weeks in order for a final copy to be included in the next packet. This document will be used as a handout. V. New Busi ness A. Site Reviews 1. PA98-113 (Clay St.) - Greg Adams was present and the commissioners were able to share this information directly. The additional information required from outline plan had not yet been submitted. Staff and Commissioners requested that information to be submitted prior to signing the final plat as well as requesting protection for three large stature trees on Clay street during construction and the recommendation to change the type of Birch being planted as well as the use of Wooly Thyme in the common open space. B. Site Design & Use Standards Review - This item was tabled until next meeting C. Other New Business - There was no additional new business. VII.
