Meeting called to order at 5:31 p.m. Members Present: John McClendon (Chair) Donn Todt (Minutes) Brian Nelson (Advisory Member) January Jennings (Advisory Member) Staff Present: Robbin Pearce, Planning Department Nancy Slocum, Planning Department II. Approval of Minutes - Approved as corrected (add Jennings and Nelson as guests) III. Guests: Colin Swales (PA 97-010) and Alexandra Schenk as interested citizen. IV. Old Business: A. Riparian Area Projection/Enhancement - Time constraints prevented a report on this item. Will delay until February meeting. B. Trees and the Law - Paul Nolte led an informative discussion on local issues of concern to the Commission. A synopsis will follow in the February Minutes. C. TID Trees - Donn Todt had a final copy of a new letter to TID. All Commissioners present signed the letter. Letter will be delivered to the Planning Department for approval before mailing. D. Highway 66 Redesign - Todt reported that 19 trees were scheduled for removal. E. Christmas Tree Distribution Program: "Holiday Relief" - Todt reported that the Parks Department received 5 Australian Pines, 5 Ponderosa Pines, 4 White Firs, 1 Eastern White Pine to be divided between the Parks Department and the Natural History Museum. 1 ASHLAND TREE COMMISSION MINUTES JANUARY 24, 1997 V. New Business: A. Planning Actions: PA 96-141 (2225 Siskiyou Bv.) - Commission reviewed the Final Plan for Phase I. Recommendations included: 1, Roots from east planting strip should be encouraged to spread into open space. 2. Q. Coccinea holds foliage through a good portion of Winter; could be a maintenance consideration. 3. Overall Commission thought it was a good landscape plan, 4. May want to use native/native-type riparian species adjacent to creek on east border. PA 97-004 (1000 Benson) - Commission's recommendations include: 1. Indicated that Acer Rubrum may not be available locally; "Bowhall" may be substituted. 2. Quercus "Scarlet Oak" drops leaves very late; maintenance consideration. 3. For applicant's information, Sourwood, until established, is very susceptible to drought stress. 4. Need more Hypericum for "50% coverage in one year" if you are gOIng to cover the whole area. 5. Commission felt landscape plan was a "good plan." PA 97-007 (Between 548 & 628 N. Main) - Commission reviewed to landscape plan and had the following comments: 1. Use named variety for Red Maple for more consistent color. 2. Please use root barrier along sidewalk. 3. All trees will require some irrigation. Commission would like to see the irrigation plan. 4. Appreciate use of Sergeant Cherry; a beautiful, but seldom used tree. 5. Stated that California Poppies and cornflowers would make a nice wildflower mix. PA 97-009 (end of Williamson Way) - Commission comments: 1. Offered to provide named varieties for uniform color and shape. 2. Was confused at the use of Carpinus B., did applicant mean C. Submitted warning: the Privet will freeze during the coldest winters (temperatures less that 10 degrees). 4. Really nice, well thought-out landscape plan. 5. Hypericum should be minimum 12" on center for 50% fill in one year. PA 97-010 (531 & 541 Fordyce St.) - Commission review included the following comments: 1, Appreciated the use of Kentucky Coffee Tree in plan. 2. Use of "blocks" of tree along street looks real nice. 3. Need irrigation plan prior to permit. 4. Need root barriers adjacent to sidewalks. 5. Note: Midge problems w/Honeylocust 6. Gymnocladus PA 96-131 (2300 Siskiyou Bv.) - The following recommendations were presented: 1. Highly urged applicant to expend as much effort as practical to preserve the Port Orford Cedar. 2. Use root barrier along street. 3. Commission requested that applicant/landscape designer identify trees prior to building design. B. Arbor Week Planning - Todt commented that a project was needed for Arbor Week. He suggested that the 10-12 trees received from the GreenThumb go to either the Natural History Museum or to Lithia Park. Commission asked Todt to get a restoration schedule from Parks Director, Ken Mickelson, for correlation with Arbor Week. Also, January Jennings has volunteered to head the Tree-of-the-Year balloting and ceremony. She will coordinate this with Nancy Slocum, Planning Department. Todt will again order the plaque for last year's Tree-of-the-Year. Commission asked Slocum to gather examples of previous Arbor Week activities to be included in next month's packet. C. Enforcement and Education - Postponed until February meeting. VI. Meeting adjourned at 7:30 p.m. 3
