Riparian Area Protection/Enhancement - McClendon invited Chesney and Henderson to give a presentation on an evaluation and study of Roca Creek. Much of the creek has been channeled and piped underground. Presently rapidly downcutting. They offered possibilities for restoration, daylighting of channel and replanting banks. Also, sediment traps and treatment of run-off from parking lots to improve stream quality. B. Trees for Newborns - Kerr has finished with this agenda item. C. TID Trees - Todt presented a letter to commission which was approved with minor additions. Will be routed through planning for approval and sent to TID. D. Tree City USA Sign Locations - Goldberg is still working on locations. E. Holiday Relief - No Report. F. Clay Street Overpass: Parks Department is not willing to take over the maintenance of this area due to uncertainty with regard to budget because of Measure 47. Tree Commission will need to find a new Arbor Week project. 1 ASHLAND TREE COMMISSION MINUTES DECEMBER 5, 1996 V. New Business: A, Planning Actions: PA 96-139 (545 A St.) - Commission thought that overall it was a good plan. Words of caution were given on the use of the "Armstrong" Maple. While it has a good upright form and is fast growing, it is actually a Red Maple/Silver Maple hybrid. From the Silver Maple it inherits the abillty to heave sidewalks, Root barriers are helpful, but where landscape covers most of root zone, you can expect eventual problems. A suggested species would be the upright form of the European Hornbram. PA 96-131 (2300 Siskiyou Bv.) - The Commission felt that the two most valuable trees on the property were the Port Oxford Cedars (marked in orange on map). While one is within footprint of building, Commission recommends working around the other smaller one? Commission marked most of the trees on the property as to species. Many trees are Siberian Elm, which may create problems in urban environments. There is one dead and hazardous tree on Siskiyou and Commission recommends removal. Commission also recommends employment of a certified arborist to help evaluate trees on sit for long term management. Replacement trees in parkrow on Bellview Street should be of small to medium stature because of narrowness of parkrow, If applicant would like to use maples, Amur Maple of European Hornbeam would work well. B. Trees and the Law - Paul Nolte has been asked to give a presentation at the January meeting. C. Highway 66 Redesign: Todt gave the report. Public Works reports that 19 trees are presently scheduled to be taken out. Todt furnished a paper giving background information on liquidambers. D. Other New Business: Kerr showed the Tree Commission a book with photographs of Montecito, a town of a similar size to Ashland, located near Santa Barbara, California. Noted many large trees and open space. She proposed that the Tree Commission needed a vision of our city in the future with large street trees and wooded open space. 2 ASHLAND TREE COMMISSION MINUTES DECEMBER 5, 1996 VI. .
