Meeting called to order at 7:10 p.m. Attenders: Mark Jenne (Minutes) Donn Todt (Chair) Nancy Kerr David Mason Shelly Simmons Vince James Rich Whitall II. Approval of Minutes - January minutes approved. III. Guests: Phil Frazee IV. Old Business A. Trees around Power Lines - Nancy Kerr and David Mason wrote letters to Brian Almquist. The result was a Electric Utility Trimmers meeting with Donn. Donn discussed tree trimming techniques with the Electric Department and they shared their requirements with him. Certification was also discussed. The trimmers were receptive and the meeting was very productive. Donn believes that if we could arrange for some of the trimmers to get formal training, it would be greatly appreciated. . B. Update of Recommended Street Tree List - Donn reports slow progress. Commission should have a review copy for next month's meeting. C. Arboretum Status - David Mason reports that negotiations with Mr. Billings continue. Lawyers are drawing up a proposal for a land trust arrangement and Billings has people interested in providing the funding. D. Roadway View Clearance - Postponed as David Jacquat was not present. E. Black Oak Planting Project - Vince, Shelly, Nancy, Donn and Mark handed out tree request forms to houses with large planting sites in the Railroad District. 1 ASHLAND TREE COMMISSION MINUTES FEBRUARY 9,1995 We have more trees than sites at this point so more forms will be distributed informally as sites are noticed. Donn has ordered the trees. Mark will buy the other supplies and planting will start either February 18 or 19 or February 15 or 26. F. North Main @ Maple Street Widening - Rich Whitall's site visit did not leave him optimistic. As surveyed, the roadway edge will go right through the big blue spruce in question. There is little hope of saving the tree with the current ODOT design. Other issues will determine how this ends up. V. New Business: A. Site Review PA 95-012, Harland DeGroodt (Tolman Creek and Siskiyou) - Site Review process was discussed. Rich Whitall noticed a big oak near the northwest corner. The commission agreed that the plan was deficient. B. Tree Root Slide Show - Philip Frazee made a presentation on how to protect trees in difficult situations during planting, construction, etc. ~b Arbor Week Planning - Praise was lavished on Nancy Slocum for catching our Tree-of-the-Year utility flyer deadline. Nancy will modify flyer and get it into the utility mailing one month cycle right away. (Timeline: mailings should be complete March 1"0, citizen ballots due March 16, other dates to be announced) Many other Arbor Week activities were discussed including: having Pete Seda or Philip Frazee give a talk, a historic (or other) tree walk/tour by Linda Ryan(?), a tree planting or demonstration, mayor's proclamation and Tree-of-the-Year announcement and plaque. An Arbor Week Subcommittee was formed to oversee and plan Arbor Week activities. Members include Rich Whitall, Shelly Simmons, Vince James, with Nancy Kerr as coordinator. Nancy will review previous Arbor Weeks with Nancy Slocum and arrange future meetings. D. The shrinking Tree Commission Budget - Our budget has gone down from $100 to $750 to $500 over the last few years.
