Donn T odt Nancy Kerr David Mason Shelly Simmons Vince James (new) Rich Whitall (new) II. Approval of Minutes - September minutes were approved with one minor correction. III. Guests: Pam Barlow, Public Works (Re: Widening @ Maple St.) Robbin Pearce, Conservation Department Ken Hagen, City Councillor Mike Oxman, Arborist from Grants Pass IV. Old Business A. Street-Tree Inventory Analysis - Mark reviewed the inventory and how to use it to access data, plan tree projects, etc. (See packet for details.) 8. Trees around Utility Lines - The brochures are in. Nancy Kerr will get with Donn about getting the information to the utility pruners. Also, the State Department of Forestry has someone available to talk about utility pruning. C. Downtown Tree Subcommittee Report - Experiments are being conducted near Lithia Park. Commission will revisit this issue in six to twelve months. They will also revisit the tree in front of Senor Gators later this year. D. Update of Recommended Street Tree List - Donn will look into the layout progress. 1 ASHLAND TREE COMMISSION MINUTES JANUARY 5,1995 E. Arboretum Status - John Billings is happy with David Mason's ongoing plans. Mr. Billings is not pursuing alternate uses of the land at this point and would like to see the arboretum on his 100 or so acres. At this point the issues are funding, design and getting a long-term agreement that will protect the arboretum. David is working hard to address all the issues. F. Roadway View Clearance - David Jacquat has spoken to Brian Almquist about replaoing the red maples cut down on North Main Street. Brian has approved the project. Donn will talk to the owners to arrange satisfactory replacement species, etc. Donn will also talk to Ray Smith in Engineering about getting the Tree Commission involved earlier in the process to avoid future problems. v. New Business: A. Site Review PA 95-006 (Barton/Roberts Subdivision) - Commission voted to accept the 1993 recommendation, which dealt largely with protection of the trees during construction. Donn will evaluate new information on this and will forward it to the builders. B. Black Oak Tree Planting Project - Mark went over a few ideas about a tree planting project as described in this month's packet. Preliminary cost estimates were as follows: 36" Stakes: 4 bundles x 50 stakes/bundle x $19.60/bundle :::: $78.40 Wire fencing: 200' of 4' high 2"x4" welded wire mesh :::: $98.00 Costs would be perhaps $320 + misc. Commission voted unanimously to allocate $300-$350 for this project. Parks Department could supply free mulch. Donn will order the trees. Mark will look into the 1990 Farm Bill grant money. Some of the Black Oaks may be allowed to grow larger in the Parks Department. In addition, Parks has some Golden Chain trees that could also be planted. David Jacquat will arrange for the tree tags. 2 ASHLAND TREE COMMISSION MINUTES JANUARY 5,1995 C. Regarding Tree Permit for ODOT on Maple Street ~ Pam Barlow led the review of ODOT's plan. David Jacquat and Rich Whitall are the subcommittee to look at the Blue Spruce (in front of the Unitarian Church's office) in question. They will make a recommendation to either try to save the tree (which looks unlikely unless tree is misplaced on the plan) or recommend tree planting to mitigate some of the damage to the streetscape. D. Uncertified Tree Pruners - Donn wonders if we want to require the city to use only certified arborists for significant tree pruning. The Tree Commission voted unanimously to request this requirement from Brian Almquist. David Mason will write the letter. E. Glenwood Park Tree-ofMthe~Year sign has been stolen. We will wait for it to turn up before commission orders a new one. Meeting adjourned at 10:00 p.m. 3
