Meeting called to order at 7:05 p.m. Present: John McClendon Mark Jenne (Minutes) Donn Todt Shelly Simmons Dave Mason (Chair) Nancy Kerr II. Approval of Minutes - August minutes approved with addition of Nancy Kerr as in attendance. III. Guests: Peter Finkle (Transportation Advisory Committee) Ken Gosling (Applicant for PA 95-099) Jack Evans (uphill Coolidge neighbor for PA 95-099) IV. Old Business: A. Update of Recommended Street Tree Ust - Donn will get a copy to Nancy Slocum to input into the Planning Department computer. We should get copies of this next month to review in our meeting. B. Arboretum Status - David Mason reports that the arboretum plan is a definite possibility (in lieu of the well-publicized golf course) for the Billings property at the north end of town. The financial backers of the arboretum idea expect to submit a plan to City Administrator Brian Almquist in about a month. C. Tree Commission Goals - The commission brainstormed several ideas that will be used to develop a survey. Rich and Mark's survey will help prioritize commission projects. D. Tree Inventory Tutorial Offer - Mark has nothing to report. He must get with Phil Lind on the computer speed problem. E. Big Street Tree Ust - No progress report as David Jacquat is absent. Review of 1994 Planning Action Landscape Compliance - Vince James reports that he visited all commercial developments from last year and was impressed by the universal compliance and the quality of work. In a related issue, Mark notes that the Barton/Roberts Subdivision above Scenic is not following their tree plan. Mark will follow up on this with planner Bill Molnar. G. Riparian Area Protection/Enhancement - John McClendon volunteered to head this up. Donn says there is probably a survey of all city wetlands as John Fregonese was interested in this subject. H. Letter to Safeway - Shelly has been unable. to contact Pete Seda to help her with the thank you letter to Safeway for their good work on the parking lot. She will keep trying or get with Mark for help. J. Oak Tree Planting - Mark went back to revisit all the oak trees planted this spring. He weeded, watered and mulched as needed. Most of the trees look very healthy, but he will replace a few with our remainder trees when the cooler, wetter weather comes. All in alii the project was very successful. V. New Business: A. Site Review - 1. PA 95-099 (493 N Main St.) - The discussion concerned the impact of the retaining wall on his uphill neighborl Jack Evans. Suggestions were given to help the affected tree IS chances. They included: serious pruning, cutting the roots by hand and care during dry months. Also, Donn suggested replacing the Magnolia on North Main with a less messy tree. Guests Ken and Jack will try to reach a compromise on their own. 2. PA 95-100 (25 Mistletoe Rd.) - See comment sheet. 3. P A 95-102 - (Mountain Meadows Phase II) - Plan was preliminary and not ready for review. 2 ASHLAND TREE COMMISSION MINUTES SEPTEMBeR 7, 1995 B. Peter Finklel from the Transportation Advisory Committee, spoke for several minutes about the committee's activities and their upcoming revision of the Comprehensive Plan. He specifically addressed how trees fit into traffic planning. The committee is interested in reducing car traffic and making the city pedestrian and bicycle friendly. Trees can help reach this goal by giving the street a sense of enclosure which slows cars down (ie, traffic calming). He came to encourage us to promote infill of the city's treescape. In turn the commission requests that the Comp Plan mention the desirability of street trees for safety and traffic reduction purposes. All agreed that we can help each other in our efforts to make the city more liveable. C. Trees on Siskiyou - As a result of Brian Almquist's suggestion, Donn Todt will include 5-8 fair sized trees in the Parks Department annual tree order. Commission encouraged him to seek diversity while not abandoning common sense and will help plant the trees in bare spots along Siskiyou where owners are willing (perhaps using a form similar to this Spring's oak tree planting form).
