ASHLAND PLANNING COMMISSION REGULAR MEETING DECEMBER 12, 2005 AGENDA (NOTE: Meeting DATE and PLACE) I. CALL TO ORDER: 7:00 PM, Community Development and Engineering Services Building, 51 Winburn Way, Ashland II. ANNOUNCEMENTS III. APPROVAL OF MINUTES AND FINDINGS: November 8, 2005 Regular Meeting IV. PUBLIC FORUM V. TYPE II PUBLIC HEARINGS A. PLANNING ACTION: #2005-01674 SUBJECT PROPERTY: 11 First Street OWNER/APPLICANT: Ron & Carrie Yamaoka DESCRIPTION: Request for a Site Review approval for a three-story, mixed-use building comprised of restaurant space, office space and two residential units for the property located at 11 First St. The proposed building is approximately 4,500 square feet in size, and is located in the Downtown and Detail Site Review zones. A Tree Removal Permit is requested to remove four trees sized six inches diameter at breast height and greater. Comprehensive Plan Designation: Commercial Downtown; Zoning: C-1-D; Assessor’s Map39 1E 09 BA; Tax Lot: 10400. Note: The Planning Commission initially decided on October 11, 2005 to approve the project. On November 8, 2005 the Planning Commission decided to reconsider their previous decision to allow the proposed project to be redesigned to meet the vision clearance requirements of 18.72.120. The public hearing was reopened and testimony received at the November 8, 2005 Planning Commission meeting. Subsequently, the public hearing was continued to the December 12, 2005 meeting where public testimony on all issues will be received. B. PLANNING ACTION: #2005-01833 SUBJECT PROPERTY: 150 Clear Creek Drive OWNER/APPLICANT: Jerome White, Kerry KenCairn & BSR, LLC/Spur Rail, LLC DESCRIPTION: Request for Subdivision approval to create seven parcels including six pad lots and one common area lot for the property located at 150 Clear Creek Dr. Comprehensive Plan Designation: Employment; Zoning E-1-R; Assessor’s Map: 39 1E 09 BA; Tax Lot: 14700. C. PLANNING ACTION: #2005-01673 SUBJECT PROPERTY: 1651 Ashland Street OWNER/APPLICANT: Kirt Meyer DESCRIPTION: Request for Site Review approval of a mixed-use commercial and residential development to be located at 1651 Ashland Street. The proposal includes two, three-story mixed-use commercial and residential buildings. Both buildings will consist of office and retail uses on the ground floors, and residential units on the first, second and third floors. A total of 23 residential units are included in the proposed development. The site is located in the Detail Site Review Zone, and is subject to the Detail Site Review Standards. In addition, the proposal is subject to the Large Scale Development Standards because it exceeds 10,000 square feet in size and includes buildings greater than 100 feet in length. An Administrative Variance from the Site Design and Use Standards is requested for the distance between the buildings. A Tree Removal Permit is requested to remove 18 trees on site. Comprehensive Plan Designation: Commercial; Zoning: C-1; Assessor’s Map #: 39 1E 10 DC; Tax Lots: 8700 & 9201. D. PLANNING ACTION: #2005-01834 SUBJECT PROPERTY: 479Russell Street OWNER/APPLICANT: Redco Development Co. LLC/Russ Dale & Darren Lecomte DESCRIPTION: Request for Site Review approval for a three-story, mixed-use building located at 479 Russell Street, comprised of retail and office space on the ground floor, and three residential units on the second and third floors. The proposed building is approximately 8,090 square feet in size. The property is located in the Detail Site Review Zone, and is also subject to the Large Scale Development Standards. Comprehensive Plan Designation: Employment; Zoning E-1-R; Assessor’s Map: 39 1E 09 AB; Tax Lot: 6401. VI. OTHER A. Hearings Board Assignments for 2006 B. No Study Session in December VII.
