ASHLAND PLANNING COMMISSION HEARINGS BOARD AGENDA APRIL 13, 2004 1:30 P.M., I. CALL TO ORDER: Civic Center, 1175 East Main Street II. APPROVAL OF MINUTES & FINDINGS: March 9, 2004 Hearings Board III. TYPE I PLANNING ACTIONS . PLANNING ACTION 2004-026 A is a request for Site Review approval for the construction of a two- story, mixed-use (Commercial & Residential) commercial building, located at 81 Central Avenue between Helman and Water Streets. Comprehensive Plan Designation: Employment; Zoning: E-1; Assessor’s Map #: 39 1E 04 CC; Tax Lot: 7200 and 5400. APPLICANT: Wes and Lucinda Vail PLANNING ACTION 2004-039 B. is a request for a Land Partition to divide the property located at 731 Walker Avenue into two parcels with one being a flag lot. The application includes an exception to City Street Standards to permit a reduction in the required sidewalk width from six feet to five feet. Comprehensive Plan Designation: Single Family Residential; Zoning: R-1-7.5; Assessor’s Map #: 39 1E 15 BA; Tax Lot 4900. APPLICANT; Jonathan Landes PLANNING ACTION 2004-040 C. is a request for a Land Partition to divide the existing property located at 699 Walnut into two parcels with the rear parcel taking access from a flag driveway along the south boundary of the property. The application includes a Tree Removal Permit to remove a potential “Hazard Tree”. Comprehensive Plan Designation: Single Family Residential; Zoning: R-1-7.5; Assessor’s Map #: 39 1E 05 BD; Tax Lot: 700. APPLICANT: Barry Peven PLANNING ACTION 2004-042 D. is a request for Site Review approval to construct an approximately 3000 square foot medical office on a lot located at 534 Washington Street, within the Washington Street Plaza. Comprehensive Plan Designation: Commercial; Zoning: C-1; Assessor’s Map #: 39 1E 14 A; Tax Lot: 2800, 2900, and 3000. APPLICANT: Howard and Sue Morningstar CALLED UP FOR PUBLIC HEARING E. PLANNING ACTION 2004-043 is a request for a Conditional Use Permit to allow a Temporary Private Parking Lot on a vacant parcel located at 530 Catalina Drive, south of Maple Street. The request would allow the temporary parking lot to be used for two years in order to off-set the displacement of off-street parking associated with the remodeling of the medical building located at 246 Catalina Street (i.e. Retina and Vitreous Center). Comprehensive Plan Designation: Health Care; Zoning: HC; Assessor’s Map #: 39 1E 05 DB; Tax Lot: 2601. TYPE II PUBLIC HEARINGS POSTPONED A. PLANNING ACTION 2004-018 is a request for Site Review to construct a two-story, 1800 square foot addition to the existing commercial building located at the corner of Pioneer and “A” Streets at 322 Pioneer Street. The building addition is located on the east side of the existing Gathering Glass Studio (and associated manufacturing area) and consists of 1,050 square feet of commercial space and a 750 square foot one-bedroom apartment. Comprehensive Plan Designation: Employment; Zoning: E-1; Assessor’s Map #: 39 1E 09 BA; Tax Lot: 13900. APPLICANT: Al Carlson and Sandra PLANNING ACTION 2004-031 B. is a request for a Land Partition to divide an existing lot into three parcels, for the property located at the corner of Strawberry Lane and Westwood Streets. Comprehensive Plan Designation: Rural Residential; Zoning: RR-.5; Assessor’s Map #: 39 1E 08 BD; Tax Lot: 100. APPLICANT: City of Ashland V.
