MINUTES OF THE REGULAR MEETING
ASHLAND CITY COUNCIL
october 6, 1987
Boy Scout Troop No. 113 presented the colors and led
the Pledge of Allegiance at 7:30 P.M. on the above
date in the Council Chambers. Mayor Gordon Medaris
then called the meeting to order. Elerath, Reid,
Williams, Acklin, Laws and Arnold were present.
Mayor Medaris read a proclamation which designated the
week of October 3-10, 1987 as "State Recycling Aware-
ness Week" in Ashland~ He then presented a certifi-
cate of appreciation to Robert & Lois Wenker and Gary
Rigotti, owners of Ashland Sanitary Co., Inc. for
their recycling efforts in Ashland.
Nan Hannon, Curator of the Chappell-Swedenburg Museum,
was introduced by Mayor Medaris who presented the
Museum and the Southern Oregon Historical Society with
the Golden Spike which had been used in the Golden
Spike Celebration on September 17, 1987 at the
railroad depot in Ashland.
Councilor Elerath was welcomed back from his trip
abroad.
Acklin moved to approve the minutes of the regular
meeting of September 15, 1987; Reid seconded the
motion which passed unanimously on voice vote.
Planning Director John Fregonese explained that the
subject property was almost completely surrounded by
Landura Corporation's property which was zoned single-
family residential in 1978. The Planning Commission
and C.P.A.C. had both recommended the Landura and
Rarity properties be rezoned to R-2.
The Public Hearing was opened. Richard Stevens, 107
E. Mai~~e as a representative for
the La -~nd said the rezone would be
beneficial to that Corporation. will Hershman, 884
Clay Street, expressed concern with traffic and
parking problems on Clay St. and asked that these
problems be addressed in light of further develop-
ment in that area. John Fregonese said parking is
taken care of by ordinance, but agreed that Clay
Street, which is unimproved, has a parking problem.
Laws moved to approve the request with Planning
Commission conditions; Arnold seconded the motion
which passed unanimously on voice vote. Elerath said
Clay St. should be seriously looked at for paving, and
Reid said it should be included in discussions during
future goal-setting sessions.

Public Works Director Al Alsing said there are no
temporary options to the street cut in this case, and
the property owner had been notified prior to paving
of Fairview Street, but had no plans for selling the
property at that time. The street will be under pave-
ment cut moratorium until August of 1989. Karl
Krauskopf, 264 Hargadine #lA, said he was not notified
of the moratorium until after the sale was in escrow.
After a brief discussion on how people are notified of
the street cut moratorium, Laws moved to approve the
request and Reid "seconded the motion. Arnold felt the
policy for pavement cuts should be upheld unless the
City was at fault in not-notifying the owner of plans
for paving. Elerath agreed with Arnold and felt Mr.
Krauskopf's quarrel should be with the seller and/or
realtor. The motion passed on roll call vote as
follows: Elerath and Arnold, NO; Reid, Williams,
Acklin and Laws, YES.
Emile Cloutier told of plans for new Christmas
decorations which included putting them on Highway 66
from the freeway to the railroad overpass, and on C
Street from the Fire Station to the bridge over Lithia
Creek. New lanterns are being made by Western oil &
Burner, paint donated by Harrison Auto Parts and Lee
Lemacks offered to paint them on his own time.
Banners would be put up on C Street and lanterns on
Highway 66. The Decoration Committee has $4,000 on
hand and another $2,500 was donated by Mac McCarley.
Cloutier explained that the Council has to authorize
the expenditure of these funds and Electric Department
time to put them up. Mayor Medaris requested staff to
write letters of appreciation to the people who have
helped on this project. Laws moved to approve the
request and Elerath seconded the motion, which passed
unanimously on voice vote.
Police Chief Vic Lively explained that he will have
all officers downtown in uniform this Halloween and
the Oregon State Police and Jackson Co. Sheriff's
Department will handle the rest of the City.
Councilor Arnold said he attended meetings on this
subject and it was felt that food booths did not
encourage problems encountered last year, the down-
town merchants do not object, and service clubs can
raise money for their projects. Arnold further stated
that a lottery-type selection method should be used to
fairly choose the six non-profit organizations to have
booths in the available spaces, and a fee charged for
electricity and administrative costs. Elerath felt
the Council should not get involved, and Reid and
Williams agreed food booths were a good idea but

the Kiwanis Club made $2,000 last year which was put
back into the community, and the groups which had
booths last year should get right of first refusal
this year. Arnold moved to authorize six booth
locations with electricity, that October 16th at 5:00
P.M. be the deadline for applications from non-profit
groups, and the lottery selection be held at 3:00 P.M.
on October- 19th, and the City charge for the actual
costs involved in providing services. Reid seconded
the motion.
Mark Anderson, 1084 Ashland St. and Perry Atkinson,
2120 Greenmeadows, spoke in opposition to the food
booths.
The motion passed on voice vote as follows: Elerath
and Acklin, NO; Reid, Williams, Laws and Arnold, YES.
Liquor License
Mark Antony Hotel
City Administrator Almquist explained that the owner
had agreed to make payments on the taxes which were
two years delinquent, and the Police Department had
recommended approval. Arnold moved to approve the
application on the condition the taxes were paid
current; Laws seconded the motion. City Attorney Ron
Salter said policy should be the same for everyone.
Robert Brodeur, 1801 Siskiyou Blvd., said he leased
the Mark Antony for three months during the summer and
if sale goes through, the City would get the taxes and
delinquent hotel/motel tax. The motion passed on roll
call vote with Elerath, Williams, and Acklin voting
NO; Reid, Laws and Arnold voting YES, and Mayor
Medaris breaking the tie with a YES vote.
Laws asked that the liquor license of The Bushes be
discussed because Gerald Allen is the owner who hasn't
paid taxes and Scott Bushnell is leasing the building.
He recommend their liquor license be approved.
Williams would like to see some sort of policy on
this, and Laws asked that someone write up a policy
to place on the agenda. There was no further
discussion.
NEW & MISCELLANEOUS BUSINESS:
Historic Structure A memo from the Historic Commission was read proposing
Demolition Ord. an amendment to Ordinance No. 2163 concerning the
demolition of historic structures. The amendment to
Section 15.04.210(0)(5) would require property owners
to file a request with the City Council, along with
supporting documentation, to have their property taken
off or added to the landmarks list. Hal Cloer, member
of the Historic Commission, spoke in favor of the
amendment. Laws felt owners sh~uld be encouraged to

Program Proposal
Councilor Reid asked that an early Budget Committee
meeting be held before the budget document is prepared
to answer questions or iron out issues. Laws was in
favor but questioned the legality under State Law.
City Attorney Salter will check into it. Arnold felt
the Council had enough meetings to attend, Elerath
agreed and said most questions are political rather
than budgetary. Laws moved to schedule a joint study
session with the Budget committee after the new
members are appointed. Sabra Hoffman, member of the
Budget Committee, said she finds the budget process
somewhat confusing. The motion passed on voice vote
with Elerath and Arnold voting NO; Reid, Williams,
Acklin and Laws, YES.
Energy Conservation Coordinator Dick Wanderscheid gave
a brief overview of possible amendments to the
Residential Weatherization Program and recommended
leaving Ashland's program as is with 85% incentive
payback. Acklin felt less people would weatherize if
they had to pay 50% instead of 15%. Laws said we
would weatherize more houses with the 50% option, and
to try it for a year and if requests for weatheriza-
tion drop off, go back to 85%. Laws moved to take the
50% incentive option; Elerath seconded the motion
which passed on voice vote. Elerath, Reid, Williams,
Laws and Arnold, YES; Acklin, NO. Dick Wanderscheid
will prepare a Resolution for the next meeting.
Dick Wanderscheid, Energy Conservation Coordinator,
told of a trend of fuel switching from electricity to
natural gas in Ashland. He requested approval to work
with the State Department of Energy in acquiring
funding to implement a Residential Heat Pump Retrofit
Program. Elerath stated that it is cheaper to heat
with natural gas than electricity, and Planning Dir.
Fregonese said studies show that heat pumps are more
cost effective. On a question from Laws concerning
heat pumps for homes using other than electric heat,
Wanderscheid said State subsidized funding cannot be
used in those cases, but alternative funding could be
set up with an outside financial institution. Arnold
moved to approve acquisition of funding for the
program and setting up alternative funding for
customers with other than electric heat, Acklin
seconded the motion which passed as follows on voice
vote: Elerath, NO; Reid, Williams, Acklin, Laws and
Arnold, YES.

BUSINESS: (Continued)
A public hearing was set for October 20, 1987 at 7:30
P.M. concerning proposed revisions to the Sign Code,
Chapter 18.96 of the Land Use Ordinance. No further
action necessary.
A memo from Public Works Director Al Alsing was read
outlining recommendations from the Traffic Safety
Commission. The first being that the speed limit on
Homes Avenue, between Normal Ave. and Walker Ave., be
changed from 25 m.p.h. to 15 m.p.h. because of
congestion and proximity to the Senior Center. Reid
moved to approve 'this 'action, Arnold second the motion
which passed unanimously on voice vote. The second
was a recommendation to install "Yield" signs on
Blaine Street where it intersects Alida Street because
of several accidents and a high volume of traffic.
Laws moved to approve installation of the signs,
williams seconded the motion which passed unanimously
on voice vote. A resolution will be brought back to
the next meeting.
Arnold moved to accept the monthly financial
commentary for the period ending August 31, 1987 and
place it on file; Laws seconded the motion which
passed unanimously on voice vote.
City Administrator Almquist distributed a memo
concerning arbitration with Teamsters Local 223
(Police employees). He suggested the Council members
review it and ask any questions they may have at the
next Council meeting. No action necessary.
A memo was read requesting authorization for staff to
offer $16,000 from the street Fund to purchase a
triangular piece of property on "B" Street, West of
Mountain Ave., to square off property obtained from
County in exchange for maintenance of former County
roads inside the City limits. Councilor Arnold
expressed concern with using Street Fund monies.
Almquist told of a small piece of property on East
Main which could be sold and revenue used for the
purchase. The offer would include $4,000 down and
balance paid in four years. Reid moved to grant
permission to proceed with the offer to purchase the
land; Laws seconded the motion, which passed
unanimously on voice vote.
Emile Cloutier, member of the Kiwanis Club of the
Rogue Valley, told of the state-wide Special Olympics
Basketball and Aquatic Sports Tournament to be held in
Ashland on November 21 and 22, 1987. He asked that
the Mayor make a welcome speech and issue a proclama-
tion for the event and Mayor Medaris said he would be
glad to. The Kiwanis Club is the primary sponsor of
the tournament. There being no further business from
the audience, the public forum was closed.

CBM Annexation Second reading by title only was held of an ordinance
calling a public hearing on a proposed annexation,
withdrawal from Jackson County Fire Dist. No. 5 and

the ordinance, Arnold seconded the motion which passed
on roll call vote as follows: Elerath, NO; Reid,

A Resolution was, read. and Mayor's proclamation noted
declaring the canvass of the vote at the special
election held September 15, 1987 concerning Water
Improvement Bonds. Laws moved to adopt the
Resolution and Arnold seconded the motion which passed
unanimously on roll call vote. (Ref. Reso. #87-41)
A Resolution was read transferring appropriations
within funds. Councilor Arnold declared that his wife
had received a salary increase from the transfer
listed under item 3. Laws moved to adopt the
Resolution, Acklin seconded the motion which passed
unanimously on roll call vote. (Ref. Reso. #87-42)
OTHER BUSINESS FROM COUNCIL MEMBERS:
SCHOOLS Project Councilor Reid asked that a proclamation be issued in
support of the SCHOOLS Project which involves a series
of town meetings for public input about school
funding. The Mayor will issue the proclamation.

ADJOURNMENT
Councilor Elerath told of his 40th Class Reunion and
a classmate in the Munich State Opera who said his
collegues in the Opera knew of Ashland because
O.S.F.A. actors come from allover and aren't required
to be local residents.
The meeting adjourned to Executive Session at 10:30
P.M. and reconvened at 11:05 P.M. There being no
further business, the regular Council meeting
adjourned at 11:05 P.M.

Road
The Ashland Planning Commission held a public hearing on
August 12, 1987 to consider an application for an annexation,
Zone Change and Site Review for a 54-unit low to moderate
income apartment complex to be located at 245 Tolman Creek
Road.
Following its deliberation, the Commission voted to recommend
approval of the application to the City Council, subject to
certain conditions which are included in the findings,
conclusions and orders. The City's Planning Advisory
Committee likewise recommended approval at its meeting on
August 4, 1987.

Sign Code Revision
At the August 12, 1987 meeting of the Ashland
Planning Commission, a public hearing was held
on proposed revisions to the Sign Code, Chapter
18.96 of the Land Use Ordinance. The Commission
voted unanimously in favor of recommending
approval of the proposed changes and adoption
by the City Council.
Enclosed is the revised Sign Code and explanation
of the revisions.

council meeting for the review of my liquor license. The topics I
would like to cover are:
1. That the control of the property taxes on 1474 Siskiyou Blvd. is
completely out of my control.
2. That I am the leasee, not the owner of the property at 1474
Siskiyou Blvd.
3. And that I have requested that Mr. Allen pay the back taxes, the
response from Mr. Allen is that they will not be paid.
3. I would like to voice my need for such a license and council's
approval of the license.

At the October 14, 1987 meeting of the Ashland Planning
Commission, a public hearing was held on this annexation
and zone change request. The Commission voted in favor
of recommending approval of this request by the City
Council.

Ladies and Gentlemen:
The question has been raised as to whether it is
permissible for the Budget Committee to meet before the budget
process begins. It is my opinion that such a meeting is allowed.
ORS 294.401(3) provides, "The Budget Committee shall meet from
time to time at its discretion. All meetings of the Budget
Committee shall be open to the public." Limitations on the
scope and agenda of the meeting would be set by the body
calling the meeting.
This is my opinion and is concurred in by your Auditor,
Jerry Burns. On the other hand, Wendy Clinton, with the Depart-
ment of Revenue, disagrees but is unable to state any legal
authority for her position.

Authorization to Purchase Easement
At the time that the Ashland Airport was constructed,
easements were purchased at the approaches to both ends of
the runway to allow trees to be trimmed to provide safe
clearance for aircraft landing.
We have found that the easement on the approach to
runway 30 does not extend far enough out from the airport to
protect the entire approach. Trees are now tall enough to
present a hazard, and we have no legal authority to top them.
We have discussed this with the property owner where
the trees are growing and he is willing to provide the
appropriate easement for $2500.
The Airport Commission feels that this easement is
critical and that the price is acceptable.
I would suggest that this easement be purchased out of
the Airport Capital Improvement Fund and would request that
this item be placed on the next Council agenda with a request
to purchase the easement.

Dear City Council Members:
The Board of Directors of the Ashland Teen Center is presenting to you a plan
of action that we hope you will consider at the next City Council meeting
on Tuesday, October 20th.
The Ashland Teen Center is now 3! years old, and we have a proven track record
of stability and service in the community. Annually we see well over 300
youth some 4,500 times! Last year alone we provided services to 75 parents. '
The Ashland Teen Center has outgrown our current space, and it is now time to
find a permanent location to call " home " so that we can continue to provide
much needed services'and programs for our community.
We look forward to meeting with you on Tuesday to share some of our goals
with you.

To decrease the number of youth at risk in unsupervised situations after
school and on week-ends (ages 11-15), to expose the target population to
new skills and interest areas that enhance self-esteem, job skills, life
skills, and to provide or coordinate supportive services for youth and
their families.
Services are available to youth ages 11-15, and their families.
There is no other "latch-key" program providing daily supervision after
school for youth aged 11-15. The Middle School (from which we draw
most of our participants) has 700 students, and provides after school
activities for only 10% - 12% of their students. There are no other
daily programs available for youth, at no cost.
Drop-in recreational services, 6 days a week
Parent/child communication classes
Referral services for youth needing professional services outside our role.
Arts and crafts classes
Homework assistance
Support groups for young teens to develop communication skills, life
and job skills, enhance self esteem, and discuss peer related issues.
Parent support group
Parenting classes
Referral services for parents needing counseling, medical needs, etc
Special events and activities for teens, such as dances, contest, picnics
1 part time director, and 7 volunteers. Volunteers receive orientation
and inservice training on a wide variety of youth issues.
The director is actively involved in networking with schools, the police
department, Youthworks, C.l.S., counselors, teachers, and other youth
serving agencies, so that a "team approach" can be used to provide optimum
services for all youth involved, and their families.
There are no fees for the Ashland Teen Center services.

ORDINANCE OF THE CITY OF ASHLAND, AND SECTION 18.12.030 OF

R-1-5 (SINGLE FAMILY RESIDENTIAL) TO R-2 (LOW DENSITY MULTI-

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. Ordinance No. 2052 and Section 18.12.030 of the Ashland
Municipal Code are hereby amended by rezoning from R-1-5 (Single
Family Residential) to R-2 (Low Density Multi-family Residential),
the following described land:
Assessors Map 39-1E-14BB tax lots 500, 501, 502, 600, 700,
800, and 900, containing 4.78 acres, more or less.

request with respect to the ASHLAND LAND USE ORDINANCE will be
held before the ASHLAND PLANNING COMMISSION on the 12th day of
August, 1987 at 7:30 p.m. at the ASHLAND CIVIC CENTER, 1175 East
Main Street, Ashland, Oregon. At such Public Hearing, any person
is entitled to be heard.
The CITIZENS PLANNING ADVISORY COMMITTEE will hold a Public
Hearing and review this request on the 4th day of August, 1987 at

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The land described in Exhibit "A" attached hereto and
made a part hereof is contiguous to the City of Ashland and is
located in Jackson County, Oregon, and is hereby annexed to the City
of Ashland as provided in Section 2 of this ordinance.
SECTION 2. Upon the effective date of this, ordinance, the City
Recorder, in accordance with ORS 222.170, is hereby authorized and
directed to make and submit to the Secretary of the State of Oregon,
a copy of this ordinance, a copy of the Statement of Consent from the
landowners of the tract annexed, and a copy of the ordinance
dispensing with the election on the proposed annexation, and also
upon the effective date hereof, the City Recorder is authorized and
directed to submit a copy of this ordinance to the County Assessor
and County Surveyor of Jackson County, Oregon.

SECTION 1. Subsection D. 5) of Section 15.04.210 of the
Ashland Municipal Code and Ordinance No. 2163 are hereby
amended to read as follows:
"5) Any property owner may request that his/her structure
be added or excluded from the list by filing a
written notice with the City Council ten (10) days
prior to the hearing. Such notice shall include
documentation by the owner supporting the request for
inclusion or deletion. Criteria to be considered by
the Council concerning the request shall include, but
not be limited to the following:
a) Age of the structure.
b) Architectural or historic heritage of the
structure."

HEARING DATE ON THE WITHDRAWAL OF CERTAIN REAL PROPERTY FROM
JACKSON COUNTY FIRE DISTRICT NO.5; DIRECTING PUBLICATION OF
NOTICES AS DIRECTED BY ORS 222.524; AND DECLARING AN EMERGENCY.

THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. The City of Ashland finds that the owners of the property
described in Exhibit "A" attached hereto and by this reference incor-
porated herein have consented to the annexation of said land to the
City of Ashland.
SECTION 2. The sUbmitting of the question of the annexation is hereby
dispensed with and a Public Hearing is hereby called at the Council
Chambers, Civic Center, 1175 East Main Street, Ashland, Oregon, on the
17th day of November, 1987, at the hour of 7:30 P.M., at which time all
persons may appear and be heard on the proposed annexation.
SECTION 3. The City Staff is directed to cause notice of said hearing
to be given as required by ORS 222.120 so that public notices are
published in a newspaper of general circulation appearing in the City
in issues of such newspaper on October 30 and November 6, 1987 and that
notices be posted in four (4) public places in the City for a period of
not less than two (2) weeks prior to the date of the public hearing.
SECTION 4. Pursuant to ORS 222.524 a Public Hearing shall be held on
November 17, 1987, at 7:30 P.M. in the Council Chambers, civic Center,
1175 E. Main Street, Ashland, Oregon, on the question of withdrawal of
certain real property from Jackson County Fire District No.5. All
persons may appear before the Ashland City Council and be heard on the
question. The real property above mentioned is situated in Jackson
County, Oregon, and more particularly described in Exhibit "A" attached
hereto and by this reference made a part hereof.
SECTION 5. The City Staff is directed to publish and post notices of
said hearing in the same manner and on the same dates relative to the
proposed annexation.
SECTION 6. In order to schedule a public hearing in a timely manner,
the-public interest requires that an emergency be declared and this
Ordinance shall take effect on its passage and approval by the Mayor.

the Council voted 5 to 1 to reduce the 85% maximum cap

A RESOLUTION OF THE CITY OF ASHLAND
AUTHORIZING THE STAFF TO REDUCE THE 85% MAXIMUM COST CAP
CURRENTLY OFFERED IN THE BPA WEATHERIZATION PROGRAM
TO A 50% MAXIMUM COST CAP.

WHEREAS, the City of Ashland and the Bonneville Power Administra-
tion are parties to a contract to provide energy conservation
for residential weatherization to Ashland's citizens: and
WHEREAS, the Bonneville Power Administration has reduced the bud-
geted amount of money for the City to operate this program:
and
WHEREAS, the City Council desires to weatherize as many houses
as possible under this program: and
WHEREAS, the City of Ashland desires to help meet the BPA objective
of reducing the acquired cost of conserved residential weather-
ization energy:
The City Council hereby authorizes the City's Conservation
Staff to amend the current BPA Weatherization Program by reducing
the 85% maximum BPA cost share cap to 50%.

A RESOLUTION DESIGNATING THAT A YIELD SIGN SHALL BE PLACED ON BLAINE
STREET, WHERE IT INTERSECTS WITH ALIDA STREET.
BE IT RESOLVED BY THE CITY OF ASHLAND AS FOLLOWS:
SECTION 1. In accord with ORS 811.260 and 811.265, it is
determined that yield signs shall be placed on Blaine Street where
it intersects with Alida Street.
SECTION 2. The Director of Public Works is requested to
place yield signs in accord with this Resolution.
SECTION 3. The penalty for violation of this Resolution
shall be in accord with ORS 811.265.

CALL TO ORDER
The meeting was called to order at 7:35 p.m. by Vice Chairperson
Terry Grant. Other Commissioners present were Hal Cloer, Maxine
Colwell, Bob Edwards and Jim Lewis plus Associate Planner John
McLaughlin. Margaret Dode, Craig Hudson, George Kramer and
Lorraine Whiten were absent. Minutes were taken by Edwards.

McLaughlin explained that the plan represented slight
architectural changes since its approval last month, including
reduction of parking spaces from five to four and upgrading of
landscaping. The Planning Commission desires a public hearing on
the proposal. By motion of Cloer and a second by Lewis, the plan
was approved unanimously.

Ashland Christian Fellowship
McLaughlin reported the Ashland Christian Fellowship has been
housed in part of a building occupied by the Darex Corporation,
but the latter now wishes to use the entire building. McLaughlin
presented plans for two church structures on the present
pastureland at Oak and Hersey, explaining that the structures
would be two feet above the 100-year flood plain and a berm would
be constructed to further protect against possible flooding.
Richard Olmo, visiting lecturer in anthropology at Southern
Oregon State College, and Nan Hannon, coordinator of the
Chapell-Swedenburg House, requested the Historic Commission to
recommend to the Planning Commission that they be allowed to
conduct limited post-hole exploration at the site prior to start

of construction. They reported that an Indian village had been
located at the site of the current Plaza and following the 1974
flood, Jeff LaLande, archeologist for the U.S. Forest Service,
had discovered artifacts washed downstteam. They wish to explore
the Oak-Hersey site for possible additional artifacts which might
help determine if the orginal inhabitants had been Shasta or
Taklema Indians.
By motion of Edwards and second by Cloer, it was voted
unanimously to recommend that the Planning Commission allow the
archeologists to make a preliminary assessment prior to the start
of any construction on the site.

Private Drive Variance
315, 321, 333 Granite Street
C.W. Alleman
McLaughlin presented plans, previously approved, for widening a
private driveway serving 315, 321 and 333 Granite Street. It is
proposed to narrow the width from 20 to 15 feet in order to save
several large cedar, maple and walnut trees. The Commission
agreed the trees should be spared to maintain the historic
integrity of the area.
Other Applications
Grant reported having disapproved, as a matter of policy within
the Historic District, applications for satellite dishes by
Tommy's Restaurant and Q'Ryan's Pub. John Fregonese explained
that the Federal Communications Commission has ruled that
municipalities cannot restrict placement of such dishes or of
shortwave radio attenna masts, but that the Ashland ordinance
will be amended to require proper screening.
Grant reported an application for a porch addition on Siskiyou
Boulevard had been returned with a request that the design be
more compatible with that of the house.
A request for the remodeling of a porch at 585 East M~in was
returned with a "request for clarification of plans and a site
plan.
McLaughlin reported the Pentecostal Church of God at 6th and C
Streets had requested to reshingle the roof with a fiberglass
material. By motion by Lewis and second by Cloer, it was voted
unanimously to request the church to get bids on cedar shingles
instead. Lewis and Cloer will meet with Pastor Reynolds to
discuss upgrading the general condition of the exterior.

Demolition Orindance
The City Council discussed changes in the Demolition Ordinance at
a recent meeting and approved a second reading. Cloer attended
the session and argued pur suasively for the Historic Commission's
point-of-view.
Sign Ordinance
No further action has been taken. Commissioner Kramer is to take
the necessary action.
Lincoln Statue
Grant read a letter from Park Director Ken Mickelsen stating the
Parks and Recreation Department wishes to reserve the right to
determine the location of the restored statue and to provide in
its annual budget $1,000 to repair possible future vandalism.
Fregonese proposed that the Historic Commission request $2,500
from Parks and Recreation toward the restoration of the statue
and $4,000 from the Southern Oregon Historical Society.
Commissioner Lewis is to draft the requests as the Commission's
representative on the Lincoln Statue Committee and will attend
the next meeting of the Parks and Recreation Commission.
Fregonese proposed a press conference be held to unveil plans. A
letter will be written to Senator Hatfield, a Lincoln "buff,"
requesting plaster casts of Lincoln statues in Washington, D.C.
which sculptor Jeffrey Bernard can use as models in the
restoration.
Fountain Plaque
Fregonese presented draft copy for a plaque to be placed near the
Butler-Perozzi Fountain commemorating its restoration. Grant will
write a letter to the Parks and Recreation Department requesting
placement of the plaque and will attend the next meeting of that
group.
Landmarks List
Cloer presented a comprehensive report concerning the completion
of the Ashland Historic Building Inventory. He discussed the
project with historian Kay Atwood and it was agreed the project
could be undertaken by a full time consultant and a halftime
secretary for $32,000. Cloer discussed the proposal with SHPO and
was informed that office would be willing to pay half the cost.
He proposed that the project be undertaken in 1988 and 1989 and
the City of Ashland be asked to provide $8,000 each y~ar. By

unanimously to request the city to provide $16,000 in matching
funds to complete the Landmarks survey.
Historic Area Street Markers
Grant discussed with Al Alsing a proposal to place "Ashland
Historic District" markers on street signs . She contacted a
sign-maker recommended by Kramer and asked for price quotations
on 120 markers measuring 4 inches by 18 inches in two colors. A
reply is expected soon. It was a'greed it will be necessary to ask
approval of the project by the City Council at the appropriate
time.
Governors Conference
Lewis will attend the annual conference October 22-23 and will
report results of the session.
NEW BUSINESS
National Center for Preservation Law
Grant reported receiving an offer from the National Center for
Preservation Law for 30 previously published summaries plus
routine updates at a cost of $15. It was agreed to subscribe to
the service.
Railroad Buildings
Fregonese reported the Southern Pacific Railroad has given the
City four months to move the former freight station and the
roundhouse. Future plans are uncertain.

MONTHLY REPORT - SEPTEMBER
September has been a most unusual month. In addition
to our own alarms, of which there were 87, we
provided mutual aid to the Oregon State Forestry
and the U.S. Forest Service. For six days in a row
we provided two pumpers and crew to protect structures
endangered by the Sykes Creek and the Savage Creek
Fire which burned out of control in Jackson County.
Total manning cost for Ashland Fire Department was
$8,900 for those six days. All costs incurred by
this department will be reimbursed by the State of
Oregon.
Engineer Robert Varney retired as of September 30, 1987,
after 23 years of service with the Fire Department. We
wish him well and hope he will enjoy his retirement.

Electric Department Activities for August 1987
The following is a condensed report of the Electric Department
activities for September 1987.
The department installed 10 new underground services and 1 new
overhead services. Three overhead service was replaced. There
were 7 temporary services installed and 3 removed.
We responded to 34 requests for location of underground power lines
and repaired 23 street lights.
Six transformers were installed for a total of 300 KVA and one was
removed for a total of 50 KVA, for a gain of 250 KVA on the
system.
We installed 1,680' conduit and 3,495' of wire this month.
There were 285 delinquent account notices worked, and 64
delinquent accounts were disconnected. Two new meters were
installed. Continued testing meters with 9 single phase and 7
three-phase tested. None were repaired and one was replaced.
We had 291 connect orders and 222 disconnect orders for a total of
513 orders. Two 45' power poles were set to replace old poles
Employees attended monthly safety meeting.
