HomeMy WebLinkAbout1935-0129 SPEC MIN Jan. 25, 1935 :No.3 The counoil met in special session at 5 P. M. this date. Present: Mayor Wiley, Counoilmen Applewhite, Blake, Gregg, Hansen, Ingle, Wenner. Absent:. None. A request for an option on some oity property on nB~ and Water Streets from the Southern Oregon Gas Corporation was discussed. Koved by Wenner that the Southern Oregon Gas Corporation be granted a 15 day option to purohase the 014 warehouse site at the corner of "Bn and Water Streets for $800.00 The option price to be $25.00 and the City to re- lerve the right to take off a 10 foot strip to widen "Bn street when lom4esired. Seoonded by Blake. Carried. Applewhite brought up the Boulevard and Lincoln street pipe line proJeots w~ich had been petitioned for. The estimates for pipe were submitted by Hosler at approximately $4209.00 Moved by Wenner that the Recorder ask tor bids for approximately t4200.00 of material for the Boulevard ~nd Lincoln street pipe line, same to be opened on Friday night February 5, 1935 at 8 P. M. Seconded by Hansen. Carried. The outting of~ of water for non-payment of bills was brought up by Hosler. Movet by Wenner that the City Attorney prepare an amendment to . the Water Ordinance making it a misdeme8.J1or for using water cut oft by the Water Depart.ent and providing for a penalty for so doing. Wiley, Mayor Jan. 29, 1935 No.4 The council met in speoial session at 7:30 P. M. this da).. Present: Mayor Wiley, Councilmen Applewhite, Blake, Gregg, Hansen, Ingle, Wenner. Absent: None The hour haTing arrived tor hearing objections against the vacat_on prooeedings on the l' foot strip ot land on Skidmore street and no object- ions being brought up, the City Attorney was authorized to proceed with the vacation. Representatives from the Allis-Chalmers and Caterpillar Tractor Companies were present and were asked to address the ooanc.11. Mr. Howard spoke in favor ot the tormer, quoting a price ot ~1775.00 and Mr. Powers spoke in favor ot the latter, quoting a price ot $2190.00. Plans were made to hold a demonstration ot ~e tr~otors within thennear future. Plans tor remodelling of the City Hall were disoussed. MOved by Wenner that Applewhite and Biegel complete the plans for the City Hall and include it in a SERA project it possible. Seoonded by Hansen. Carried. The City Attornet read a proposed ordinance providing for the offioe o't City Superintendent. Following some discussion, it was moved by Wenner that the rules be suspended and the ordinance be passed to the seoond reading by title only. Seoonded by Gregg. Carried. Having been read the second time by title. it was moved by Wenner that the ordinanoe be adopted as read. Seoonded by Gregg. Roll oall was ordered on its a~option, the vote being, Ayes 6, Nays O. !hereupon the mayor declared c~ty Ordinance No. 938 adoptedo Jan. 29, 1935 No. ..4 Following the passage of the ordinance, the Mayor announced that he wished to appoint Elmer Biegel as City Superintendent. Moved by Wenner that the appojntment be approved. Seconded by Bllke. Roll oall was prdered, the vote being Ayes 6. Nays O. Carried. The salary ordinance was nex~ brought up, all oity employees being excused during the deliberations. Moved by Gregg that the rules be suspend- ed and the ordinanoe be passed to the second reading by title only. Seoonded by Wenner. Carried. Having been read the second time, it was moved by Blake and seoonded by Gregg that the ordinanoe be adopted as read. Roll oall was ordered on its adoption, the vote being, Ayes 6, Nays O. Thereupon the Mayor declared City Ordinance No. 939 adopted. (This ordinance provided for the same salaries as the previous salary ordinance) !he tree list for water and light customers for the period from January 1, to June 30, 1935 was read. Koved by Wenner that the list be approved as read. Seconded by Blake. Carried. A list oontaining the names ot persons and amounts due the City whioh were recommended as being dropped or transferad from the active accounts was read. MOTed by Blalee that 'the rules be suspended and the ordinance be passed to the seoond reading by title only. Seconded by Ingle. Carried. Having been read the seoond time by title, it was mOTed by Ingle that the ordihanee be adopted. Seoonded by Blake. Roll call was ordered. the vote being, Ayes 6. Nays O. Carried. Thereupon. the Bayor deolared City Ordinance No. 940 adoptel.. A bill for 1131.42 tor travel expenses for the Ja7or, members of the oouncil and other. to Portland and Salem during theperioA from Jan. 16 to 19~h was read. Koved by Blake thatlhe bill be allowed.
