HomeMy WebLinkAbout1935-0305 REG MIN March 5, 1935 No.8 The counoil.met in regular session at 7:30 P. M. this date. Present: Mayor W1ley, Counoilmen Applewhite, Hansen, Ingle, Wenner. Absent: Counoilmen Gregg, Blake. Minutes of previous meetings were read and approved as read. Monthly reports of the Reoorder, Dump Ground Superintendent and City JUdge were read, accepted and ordered plaoed on tile. A petition from Mrs. Caroline Schuerman requesting permission ~o move oertain store buildings numbered 201, 203 and 207 East Main street to lot immediate adjoining. Moved by Wenner that the matter be referred to the Realty Committee and City Attorney for report. Second by Ingle. Carried. Mr. York of the Southern Oregon Gas Co. spoke on the storage plant for the new gas which is being introduced in Ashland. Mr. Campbell and Mr. Kramer of Medford made a report on the heat- ing system at the Hospital and the matter discussed and finally refered to the realty committee to report back. Mr. Fuller, City Judge spoke on handling of the cases pending against those who had turned their water back on again after same had been out o'ff by the water department for non-payment. Biegel suggested trying out the plan as used in Eugene of permitting those who were delinquent to work out their back bill provided all current bills were paid. Ingle stated that the Active Club was planning a 4th of July celebration for Ashland and that Angus Bo~er of the Normal School was oonsidering a Shakespearian play in the Chautauqua Building. Moved by Ingle that the oity council go on reoord of favoring a 4th of July oelebration and ~hat the Mayor as an ex officio member appoint two citizens to serve on a central oommittee to work out the details governing same. Seoonded by Wenner. Carried. Bills amounting to $6761.47 were read as to total amount pnly, same having been oked by the Finanoe Committee. Moved by Applewhite'and seconded by Hansen that the Qills be allowed. Carried. Wenner read a letter from G.M.Green ooncerning the Tidings bill for printing which was inoluded in the above mentioned bills. Comm1 tt.ee Reports: Finance: loved by Wenner that the purchase of Improvement Bond No. 1455 by the Cemetery Trust Fund for $408.00 be approved and that $2000 in HOLC bonds be purohased from the Light Fund. Seoonded by Hansen. Roll call was ordered, the vote being, Ayes 4,-Nays O. Carried. Biegel, City Superintendent reported that the oommittee had selected the Caterpillar No.2S sold by the Miller Tractor Company at a price of $3562.50. Moved by Wenner that the report be acoepted and the tractor ~aid for upon presentation of the bill oked by the City Sup't and the head ot the Finance Committee. Roll call was ordered. The vote being Ayes 4, Nays O. Carried. The City Attorney repprted on the negetiations ooncerning the olear- ing of the title on the Lithia Springs property, stating the Mr~ and Mrs. Harry Silver had an easement to the property and that same part1es should be made parties to the suit to quiet title. Moved by Wenner that under the oonsideration that t.e state Banking Department make Mr. and Mrs. Harry Silver a party to the suit, the oity grant the department an ex- tension of 120 d,ys in which to olaer the title. Seconded by Hanseno Carried. -1' r Maroh 5, 1935 No.8 Biegel spoke of giving free use of city owned lots to persons on relief, but suggested that if the lots were given free ot rent. that the water used on same should be paid for by the parties ooncerned. The city attorney reported on thetrip to Portland whioh he and the Mayor made to attend the state Highway meeting. The Reoorder read a proposed ordinance providing that certain real property near corner of Second and Main streets be vacated. Moved by ~pplewhite and seconded by Wenner that the rules be suspended and the ordinanoe be passed to the second reading by title only. Carried. Moved by Wenner that the ordinanoe be adopted as read, seoonded by Applewhite. Roll call was ordered on its adoption, the vote being Ayes 4, Nays O. Thereupon, the Mayor deolared City Ordinance No. 942 adopted. L. J. Knox, Certified Public Accountant, Medford, Ore addressed the oouncil on the subject of the annual andit of the city books for 1934. exhibiting the audit of Klamath Falls just oompleted and disoussing several phases of the audit. Plans were made to have him return for further disoussion when desired by the counoil. On motion, the oounoil adjourned to meet at the call of the Mayor. Attest: (Signed) J. Q. Adams. Recorder (Signed) T. S. Wiley, Mayor. March 8, 1935 No.9 The counoil met in special session at 6:00 P. M. this date. Present: Mayor Wiley, Counoilmen Applewhite, Gregg, Hansen. Ingle. Wenner. Absent: Counoilman Blake. The Kayor' announced that the purpose of the meeting was to dis- ouss the location of the gas tank for the Southern Oregon Gas Co. Hansen reviewed the results of the negotiations to date and a representative of the Oregon Insurance Rating Bureau sopke regarding the effeot on insurance rates, stating that there would be no increase in rates. Mr. York, vice-president of the Southern Or~on Gas Co. spoke on the location, oontraeiing the two locations under oonsideration. Hansen stated that the orginal price was set at $800.00, but that the City would be willing to compromise for $660.00. After some disoussion ooncerning the olearing up of the lot, it was agreed to deduot $25.00 further on the price to allow for part of the expehse of cleaning up the lot. Moved by Hansen that the Vity sell the lot for $625.00, reserv- tng a 10 foot strip along "En Street to widen the street if and when neoessary. Seconded by Wenner. Roll call was ordered, the vote being! Ayes 6. Nays O. carried'l.Mo~ed by Wenner that the City Attorney be 1n- structed to draw up a con ract ot sale, granting a.building.permit, olosing "E" street for a period of two days, allow~ng the p~pe line to be plaoed upder the bridge and to assist in improving Water street. Sec~ onded by Hansen. Carried. Councilman Applewhite was e~oused at ~his t~me. The City Attorney reported the necessity of releas~ng an opt~on once held by the City on property at one time ohosen as a cite for the u.~.Ve~ eran's hospital. Moved by Wenner that the City Attorney prepare a qu~t claim deed to be signed by the Mayor and City Recorder releasing this .r r
