HomeMy WebLinkAbout1936-0519 REG MIN May 19, 1936 No. 11 The Council met in regular session at 7:30 P. M. this date. Present: Mayor Wiley, Counoilmen Blake, Hansen. Ingle. Koozer, Swedenburg. Absent: Councilman Gregg. Minutes of the previous meetings were read and approved as read. Monthly reports for April for the Electric, street, Water Depart- m~ts, Librarian and Recorder were read, accepted and ordered placed on tile. Monthly report of the Park Board ..s read and pla.Bd on file. Application for Building Permit No.7 was presented to ereot new dwelling at an approximate oost of $1500.00 at 195 Sherman street by W. D. Jackson. Moved by Ingle and seconded by Swedenburg that the per- mit be granted subject to building regulations. crarried. Letters from Mayor Carson inviting the Mayor to attend the Rose Festival at Portland and trom the Pacific Coast Association of Fire Chiefs inviting the Chief of the Fire Dep't to attend conventions at Seattle and Toronto were read. A letter from the Ashland Chamber of Com- meroe ooncerning the placing of signs to show the location of various roads, eto was read and referred to the City Attorney. Ingle spoke for the 4th of July Committee requesting that the City suspend the license fees for the Carnival during the 4tll of July in order to get better terms with the oompany. Moved by Swedenburg, seconded by Blake that the licenses on consessions, and carnival be suspended during the oelebration, also free use of the Chautauqua building be granted. Carried. Mr. Westfall of the Variety store was present and addressed the coun- cil. on the danger of crossing to the Lithia fountain from the opposite side of the street, there being no buttons to indicate a traffic lane at that point and many people crossed over to get lithia water. He suggested a sharp curve sign be plaoed at a suitable place to. warn drivers of the sharp ourve at the Plaza. The Mayor thanked him for. his remarks and upon motion by Swedenburg, seconded by Hansen, the matter was referred tomthe City Sup't and Chief of Police. Carried. Committee Re~orts: Finance: Bla e stated it would be neoessary to transfer $1,000.00 additional to the Sewage Disposal Fund from the Electric Fund to take care of current expenses and interest on bonds. Moved by Swedenburg and second- ed by Koozer that the transfer of $1,000.00 as a temporary loanl be auth- orized from t.he Electric to the Sewage Disposal Fund. Carried. The calling of $4,549.38 in Paving Bonds on July 1, 1936 was recom- mended by the Finarrce Committee and upon motion by Blake, seoonded by Swed. enburg, the Recorder was authorized to issue a call for these bonds as prescribed by law. Carried. Electrio & Water: Biegel recommended that the following adjustments be made.. Deposits to be transfered and applied to active accounts $24ol5; to inactive accounts $2.75. Adjustments to be made by credits to active accounts, $27.50; by credits to inactive accounts $3.75. Moved by Ingle and seconded by Swedenburg that the transfers be authorized. Carried. Street: A bad oondition of sidewalks due to roots growing under them in various parts of the city was brought up be Biegel and following some discussion it was moved by Swedenburg, seconded by Hansen that the City Sup't notify the property owners concerned to repair walks when defective. Carried. May 19, 1936 No. II S. S. Davies was present and addressed the counoil on the pre- sent condition of the old wreoked Fairview Hotel corher 4th & B Streets. On motion by Koozer, seoonded by Swedenburg, the matter was referred to the City Attorney. Carried. Davis also stated that the alley inter- sections in the vicinity of his home needed attention and upon motion by Swedenburg, seoonded by Hansen, the matter was referred to the street Committee. Mr. Davis also spoke in oriticism of the finance committee p..iiularly in past years when he stated much money was wa.*.ldand spent on non-essentials. Counoilman Hansen was exoused at this point and left the ohambers. The sending of the Chief and Ass't-Chief of Polioe to the national convention of Sheriffs and P&lice Chiefs at Portland was brought up bW the Mayor who recommended their attendance. Following some disoussion, it was moved by Koozer an! seoonded by Swedehburg that the Polioe Dep't be allowed $40.00 to send a delegate to the convention at Portland. Carriedo Water: Biegel reported that 91 of the 100 acres of irrigation tor the tan year period had been signed up for by growers. It was moved by !Dozer and seoonded by Blake that the 91 acres which had been signed up for at $10.00 per acre be accepted at that rate. Carried. Mr. Ornspiger, Manager of the Talent Irrtgation Bistrict and Mr. Frank ~arrellt their attorney were present and spoke on the f.I.D. contract with the city. Mr. Farrell suggested that the matter be deferred until the budget for 1937 was made which would be some time about Sep't. of this year,1936. He stated that he did not see how it would be possible to make an adjustment with the city even if authorized by the district until the new budget was made in which allowanoe co~ld be made for this adJustmento Considerable disoussion t_llowed during ..the remainder of the meeting, but no action was taken.
