The oouncil met in regular session at 7:30 P. M. this dateo
Present: lfayor Wiley, Counoilmen Gregg, Ingle. Swedenburgf Koozer.
Absent: Counoilmen Blake, Hansen.
The minutes of the previous meeting were read and approved as read.
Monthly reports of the Park, Electric, Water, Library and Reoorder
were read, aooepted and ordered plaoed on file.
Applioation for building permit No. 23 to erect oonorete bungalow
on Palm Avenue at an approximate cost of t1200.00 by Rita M. Murphy was
presented. Moved by Koozer and seconded by Gregg that the applied ion be
granted subJect to building regulations. Carried.
Mr. A. L. Hawn, vice president of E. M. Adams & Co, investment seour-
ities spoke on the purchase of Ashland and Salem bonds.
A letter from Mrs. Ellen Pate, 52 Roca Street to Dr. Swedenburg oon-
cerning the charging off of an old aooount of a~proximately $18.00 for
water was read, Following some discussion. it was moved by Swedenburg and
seoonded by Koozer that this amount be transfered to the inactive list of
aooounts. Carried.
A long letter from G. M. Green oonoerning legal advertising rates
was read and upon motion by Koozer, seconded by Ingle was referred to tile
finanoe committee with powervto aot. Carried.
Committee Reports:Fire. Ingle reported further oonoerning the walnut
tree, saying that thB tree was lIhowing green and would likely live.
Free servioe: Gregg reported that Phoebe MoCoy,363 Iowa street had
been away from her home for about a month and 4i4 not want to pay water
for that time. He reoommended that she be not ohamged for the month of
August and upon motion duly seoonded, the oharge was oaaoelled.
Mrs. Lou Roberts, 156-5th street having been recommended for free
l1ghts and water, upon motion made and s eoonded was."referred to the
water committee for report.

ousse~he City Attorney reported that there was no water for the 6
aorel orchard tract belonging to the air port property and that Osoar
Talent had advised him that he did not teel that he should t>ay the :tull
~t. of $200.00 per year for the property, but had offered $150tPRkUpon
motion by Koozer, seoonded by Gregg a rental at $150000 per yemr WS'S
accepted for the next rental for the air port pro~erty.
Street: The tilling in of the vaoant lot at the corner of 4th and. B
Streets f~erly the looation of the Jatrview Hotel was disoussed and
upon motion byuKoozer, seoonded by Gregg was ordered filled up, provided
the City oould not get the county to do the Job. Carried.
A peti tion favoring the abollht1on of the Park Board with 118 signers
was read by the City Attorney. Following some discussion, it was moved by
Koozer and seoonded by Swedenburg that the City Attorney be instruotel
to draft a resolution for an amendment to the oharter to abolish the
Park Board. Carried.
The City Attorney read a proposed resolution to amend the Charter
of the City of Ashland by adding thereto Artiole XXXl whioh provides
for a limitation to $50.00 in damages to any person for inJury oaused by
any detective or dangerous plaoe in any walk, street. alley. eto. It was
moved by Koozer and seoonded by Gregg that: the rules be suspended and
the resolution passed to the seoond reading by title only. Carried.
Following the seoond reading, it .as moved by Gregg and seoonded by

Swedenburg that the resolution be adopted as read. Roll oall was
ordered on its adoption, the vote being, Ayes: Gregg, Ingle, Koozer,
Swedenburg. Nays. None. Thereupon the Mayor deolared the resolution
adopted.
Another proposed oharter amendment was brought up making it
possible for counoilmen to enter into oontraots with the B1 ty sub-
Jeot to certain resstriotions. The reading of this proposed amend-
ment brought out strong opposition on the part of S. S. Davies.
oandidate for the oounoil who was present and 'flas answered by Koozer
Who favored the change. Following considerable disoussion. it was
decided to defer the matter until the next speoial meeting of the
council whioh was scheduled for later in the week.
The City Attorney mentioned another proposed oharter amendment
oonoerning a levy tor the support ot the band. b~n,9,~~1on was taken.
On motion. the counoil adjourned to meet in eot tLeession on
Thursday. September 17th. '"
