The council met in regular session at 7:30 P. M. this date.
Present: Mayor Wiley, Councilmen Blake, Gregg, Hansen, Ingle, Koozer.
Swedenburg. Absent: None.
The minutes of the previous meetings were read and approved as read.
MOnthly reports ot the Electric, street, Water and Fire De~artments
and City Recorder for the month of October were read, accepted and order-
ed plaoed on file. The report of the Park Commission was read and filed.
A bill from the City Attorney for servioes in oonnection with the
settlement of the Carter vs The City of Ashland case for $100.00 was pre-
sented and upon motion by Blake. seconded by Hansen was ordered paid.
Applications for buildings permits were presented as follows:
No. 33. To erect vegetable house at 1725 Boulevard at an approximate
cost of $500.00 by W. E. Pierson.
No. 34. To remodel dwelling at 996 Oak street at an approximate cost
of C. B. Wilson.
No. 35. To remodel barn at 186 Wightman street at an approximate
cost of $1000.00 by E. B. Poyer.
Moved by Ingle and seconded by Hansen that the permits be granted
subject to building regulations. Carried.
Adjustrnents on water and light acaounts totalling $72.90 and the
applying of deposits against delinquent accounts totalling $73.80 were
brought up by Biegel, City Superintendent. Moved by Gregg and seoonded
by Koozer that the adjustments be authorized. Carried.
Biegel stated that he had received bids from several car~enters vary-
ing from $64.90 to $89.90 for the re-shingling of the Talent house at the
airport and recommended placing the job with the lowest bidder, W. B. Jen-
sen. Moved by Swedenburg and seconded by Ingle that Jensen be given the
oontraot. Carried.
The oouncil proceeded to C8xvas the returns of the election. in
aocordance with the laws in suoh cases made And proVided. The result o~
said canvas, after having been duly made, was ascertained to: be as fo110w~

The returns haveng been canvassed were found to be correct.
Thereupon the Mayor deolared the following named persons to have
been elected:
Mayor: T. S. Wiley
Councilmen: W. E. Blake, R. E. Koozer, G. T. Applewhite
Recorder: J. Q. Adams
Treasurer: G. G. Eubanks
Park Boaid: C. N. Gilmore, Noel Heard
The three charter amendment measures were declared defeated.
The question of eligibility for the free list was discussed and
resulted in a motion by Swedenburg that the City Attorney draw up a ques-
tionaire for applicants for the free list. Seconded by Gregg. Carried.
A ohange in policy in handling charges for care of cemetery lots was
upon motion by Ingle, seconded by Koozer referred to the Cemetery Com-
mittee for report.
At this time the Mayor mentioned the appointment of a City Treas-
urer caused by the death of 1'Ir. G. G. Eubanks, and Mr. S. S. Davies
who was present in the audience asked permission to speak whioh was.
granted. Davies read a partially prepared statement on economy in c~ty
affairs and considerable discussion followed.

The name of Miss Gertrude Biede, former City Reoorder was mention-
ed for appointment as City Treasurer. Moved by Koozer and seoonded by
by Hansen that Miss Biede be eleoted as City Treasurer. Roll was order-
ed, the vote being, Ayes: Blake, Gregg, Hansen, Ingle, Koozer, Sweden-
burg. Nays: None. Thereupon the Mayor declared Miss Gertfude Biede to
be eleoted City Treasurer to fill the vacanoy oreated by the death of
1~. G. G. Eubanks.
Mr. Davies against asked to speak and suggested a oommittee of
oitizens be appointed to make reoommendations on economy in city affairs.
No immediate aotion was taken.
Biegel, City Superintendent stated that the autoolave for the
hospital had been purohased. He also showed plans for suggested ohanges
i..n the, :hosF1~~'1],/" building to oonform to insurance requirements.
~ A~11ti'1n "trie audience spoke regarding the need for lighting on
East Main street at the railroad crossing. He stated that it was very
dangerous and urged that something be done about it. The matter was
referred to the street Committee and City Attorney.
On motion, the oouncil adjourned to meet at the call of the Mayor.
