The council met in regular session at 7:30 P. M. this date. Present: Mayor Wiley,
Councilmen App1 ewhi te, Blake, Ingle, Koozer and Hansen for -the last part of the meet-
ing. Absent: Councilman Crandall.
The minutes of the previous meeting were read and approved as read.
Monthly reports of the Electric, Street and Wate r Departments and Recorder were
read, acoepted and ordered placed on file. The monthly report of the Park Commission
was reoeived and filed.
The hour for the opening of bids for the paving p1an~ having arrived andonly one
bid having been received, that from the Howard Cooper Corjoration for $925.00. It was
moved by Koozer andseconded by Ingle that the bid be aocepted for $925.00. Roll call
was ordered on the motion, the vote being, Ayes:B1ake, Ingle, Koozer, Applewhite. Nays:
None. Carried.
The report of the board of viewers appointed to determine and assess special
benefits against the property owners concerned in Sewer District No. 39 was read and
upon motion by Applewhite, seoonded by Koozer was approved.
The Following applications for building permits were presented:
No. 33.To build a 4 room oottage with double garage on the Boulevard between Iowa
and Mountain Avenue at an approximate oost of $llOO.OO by A. L. Coggins.
No. 34. To install an elevator at the Elks Building, 255 East Main Street at an
approximate cost of $7000.00 by Frank Jordwn for G. S. Butler.
It was moved by Ingle and seconded by Bla.le that the applica.tions be approved.
Carried.
Applications for renewall of liquor lioenses from W. D. Jackson, A. B. Jordan,
A. C. Nininger andthe Elk's Club on East Main Street and Loomis andNelson on 4th
Street were upon motion by Ingle, seoonded by Blake approved. Carried,
An applica.tion petitioning the Ci~ of Ashland -to tile an open ditoh in front of
his property at 63 California Street in order to remove a breeding place for mosqui tes
was presented by W. J. Chipman and referred to -the Ci~ Superimtenden-t and Street
Superintenden-t.
Bill~ere presented as follows: Sup.t. Biegel, $11.85 for expenses on trip to
Portland for Bonneville conference and J. H. Winters for wood, $49.00. Upon motion
made and seconded and following a unanimous roll call were ordered paid.
It was decidastto extend the present free list for lights and water which 'WOuld
normally come up ai:; this time until t~ end of January, 1938 in order to investigate
~ll oases forthe ooming next six months.
On motion by Applewhite. seconded by Koozer, the installation of a light at the
south entrance of -the City to illuminate the registration sign of the Chamber of Com-
merce was approved. Carried.
Councilman Hansen entered at this time andtook his place.
The City Attorney introduced the mtter of the Shakespearian players going to
the San Francisco Fair in 1939, and Angus L. Bowmer, director and instructor at the
Southern Ore gon Normal School who was producing -the pl,.,s spoke at length andread a
letter from a representative of the concern spons8ring the plays at the Fair. Follow-
ing considerable discussion, it was moved by Koozer andseconded by Blake that $250.00
be set aside out of the 1937 appropriation for the Chamber of Commerce advertising
account of the Electric Fund, provided the 'l500.00 underwritten in the ci~ of Ashland
for this purpose or an amount acceptable to -the promoters wasxraised and the oontract
when submitted meets the approval of the Council. Carried.
C~ttee Reports:
Ught & Water: Authorization -to transfer consumers' deposits in the amount of
$17.85 to delinquent accounts and credits to active consumers' accounts totalling
$4.87 was approved upon ~~tion by Koozer, seconded by Ingle and carried.

auto court ~~re discussed.
The City Attorney reported on tIE C. W. L~n contract for the purchase of the
property on East Main street, No.. 767. Mr. Lym~ vlB..S behind on his paYlJlen:t:s, but it
was dec ided to perm.i t him to hold -the proper'ty and :make payments thru his renter who
was occupying the house while NiT. Lyman was out of t'ovm..
The City Attorney reported on the Riegel property on North Main street, stating
that the title was now clear an.dready forsale. It was looved by Ingle and seconded by
Hansen that the sale of this property free of encumbranoes for $150.00, with $50.00
down and $10.00 per month ,for ten months be approved. Carxled.
Upin the suggestion of the City Recorder that pay che&ks be issued before Christ-
mas for the December payroll, it was moved by Applewhite andseconded by Blake that
the issuance of the check be approved.
The compilation entitled tlFiscal Faots and Figures concel~ing the City of Ashland,
Oregon II prepared by the Ci -ty Recorder to keep the N.L8.yor and m&ubers of the Couneil
provided with up to date information concerning financial matters of the oity was
distributed to the Mayor and Chairman of the Finance Conmrl. -ttee. ot:her members of the
council to receive copies as soon asxassembled. Copies of "How to Re'duce Municipal
Expendi turesu. a check list of 296 suggestions of pra.ctical value prepared by -the
International City Managers' Association was also distributed.
On motion, the Council adjourned to meet at too call of -the N...e.YOI).
