The Council met in regular session at ,.30 P. M. this date. Preeent. Mayor lilley,
Councilmen Applewhite~ Carson, Cr8Ji.dall..DelsmeD., Koo~er. Absent, CouncillIll:n Blake.
A letter of resignation from Councilman W. E. Blake who had moved to Albany, Oregon
was read and it was moved by Koozer that the re signe:bion be accepted and proper recor.
of appreciation be conveyed to him, seconded by Applewhite. Csrriedo ~,
Former councilman Fred A. Tayler was suggested to fill the vacancy and it ~
moved by Koozer that Tayler be nominated and Crandall moved that nominations be closed
andthe recorder instructed to cast a unanimous bal1o~ for Tayler. Seconded By Delaman.
Roll call was ordered on the motion, the votes being Ayes: Delsman, Crandall, Carson,
Koozer, Appl~white. Tayler was thereupon mworn in by the recorder and took his place
at the. council table . The Mayor then stated that he would like to appoint Tayler to all
comrrd tteei::iNIDlltH.NlrMfS held previously by Bla.ke and there were no objections.
There being a vacancy as chairman of the council, it was moved by Appl'nhi te that
Koozer be made chairman. Seconded by Taylerl Carried. .
The minutes of the previous meeting were approved as read.
The monthly report of the Dump Ground was read and since Ray Spencer former sup't
owed the City $24.50 for a cemetery lot.. it was moved by Koozer that the reporl be
accepted and the ~ount be deducted to apply on this account. Seconded by Delsman.
Carried.
Bills amounting to $11,272013 were read as to total amount only, same having been
oked by the various departments, committees and finance eomrrdttee and upon motion by
Applewhite, seconded by Carson were ordered paid.
The following applications for building permits were presented:
No.4. To erect hew dwelling at 259, 6th Street at an approximate cost of $1750.00
by S. S. Davies
No.5. To remodel garage at .100 East Main Street a~ an approximate cost of $600.00
by the Selby Chevrolet Co.
No.6. To remodel dwelling at 641 Boulevard at an approximate ~ost of $250.00 b:r

It was m07ed by Tayler and seconded by Koozer that the per.mots be b~~nted. Carried.
L. I. MOoh, city patrolman addressed the council on hi~ ..proposed plan of serving
as greeter or co~tact man at t}~ plaza and made a very det~iledreport on what he pro-
posed to do., his services to be at no cost to the city or chamber of co~erce but wanted
the city to make some improvements end construct a booth on the pla.za. No action was
taken.
A girl who was attending the Junior High spoke concerning the need for a safety
lane near Lane's store on the Boulevard and upon motion by Tayler, seconded by Catson

The monthly reports of the Ci'bJ Judge and Librarian were re!!.d, a.ccepted and ordered
placed on rile.

Water: Biegel reported the necessity of a sewer on Lee and Bridge Streets due to
the removal of the septi2 tank and it was moved fNf by Koozer that the construction be
authorized prone.ed the owners were contacted and were agreea.ble. Seconded by Delsman
and following a unan.imous roll call was carried,
street: Kooter reported on the naming of streets which had been referred to the
street Committee as follo1RJ's: Stanley. Oberlin and Willow Streets which were continuous
to be named Oberlin Street all the way thcrough. Orange and Glenn Streets to be
named Or~ge Street. Beach A\Tenue end B.each Street, one to be changed if no serious
objections by residents of the street or avenue. A name for the narrow street bewteen
walnu~ and Chestnu~t streets V~ suggested. Tpe numbering of houses on Iowa S. tree~ was .
not consistent a11(1 changing was recommended.
It was moved y Crandall and seconded by Carson that an ordinance be drafted chang..
ing the street I'l..8.mes# provided the name was approved by the people living on the street.
The vacation of the street near the Stansbury place at Bush and Scenic Drive was
discussed, also Sheridan Street.
Tte City Attorney discussed the status of the Congregational Church property at
Ea~ Main Street and the BO\llevardo

Realty: Carson discussed the garbage question and made his report. ,
Applewhite spoke concerning the noise on the parking lot near the Normal.Uym
and Hospital which the cm~ had deeded to the sohool.
A refund of $3.33' interest to W. H. Hill on an assessment was approved upon motion
of Tayler, seconded by Crandall and carried.
A report from the Special Lithia Springs Committee was read and upon motion was
accepted and appro7ed. Motion was made by Crandall, seconded by Tayler and cerried.
Hospital & The lease of the hospital to Carl Nims he.ving e.xpired. it was moved by II
c Delsman and seconded by Crandall that a new lease be~drawn. Carriedo
.Moont s plan was .discussed further and. upon mot~.. n by Applewhite that ma'tter was
referred to the Advertising Committee of the Chamber of Commerce. Seconded by Garson.

A post office building for Ashle.nd we. s brought up by Crandall and following Bome .
disoussion, it was moved by Koozer and seconded by Crandall that the Chamber of Commerce
be asked to make the new post office thtrmajor project for 1939. Carriedo
On motion, the council adjourned to meet at 7:30 P. M. Thursday, March 16th to
consider bids for the garbage franchise.
