The Council met in regular session this date at 7:30 p.m.
Present: Mayor ley, CouncilLlen Fischbor:n, T::Ierrill, Redford and
Weitzelo Absent Daugherty and NosIer.
The minutes of the previous meeting were read, corrected and
accepted as corrected.
The electric, street and water reports were read, accepted and
ordered placed on fileo
A petition signed by a number of residents in the area around the
Steve Zarka's Service Station, opposing the construction of a new
building in the triangle in front of the stationaand also voicing'
complaints against the parking of trucks on the streets in that area
and the running off of grease, large amounts of water and debris from
this prope~ty, was read by the Ci ty Recorder. Chief Willian s wa.s asked
to comment further on the parking situation opposite the stationo After
considerable discussion. it was then moved by Fischborn, seconded by
Merrill that Steve Zarka should not be granted the permit to build on the
triangle si te 0 Carried. It'l was then moved by Fischborn, seconded by
Redford that the Chief of Po-,_ice investigate the parking si tuation and
the dre.inage from the steam cleaning equipment at the service station
and report back to the Coundil at the next meetirg. Carried.
There followed discussion regarding the cutting off of part of the
triangle in front of the Zarka Station in order that the turn-off from
Siskiyou Blvd. to Eo Main street might be wider. The possibility of
outting back part of the park strip on Siskiyou Blvdo was also discussed.
It was moved by Weitzel, seconded by Fischborn that.the City Superintend-
ent contact the tel~phone company in regard to rernovingL~he telephone
pole in front of the Steve Zarka Service Stationo Carried.
The City Recorder read a letter from the Vo F. W. and the American
Legion requesting that the city of Ashland set aside a block of 48
gravesto be used for the purpose of burial of those veterans who die
without sufficient funds for burial. It was moved by Weitzel seconded
by Merrill that the groups I request be referred to the Real ty' Comi::i ttee
for further consideration. Carried.
N~. Eber~art of the Recreation Comu:ittee spoke requesting $E 00
from~the City .[lunds for the forthcoming summer programo Mr. .bos~hard
and Mr. Gnant also e~pressed their opinions favoring the continuation
and expansion of the programo It was moved by Redford seconded by
Weitzel that the City Cound11 allocate $1200 to the Re~reation Committee
from the Ci t;y Funds. Carri ad.
The Beswick sisters were asked if they ~uld grant the additional
four feet from t~eir home property needed so that the proposed street
opposi te Pe_~chy Lane may be evened out. Miss Lottie Beswick refused
the requesto

The City Superintendent was asked to begin a study of the new

water rates.
The City Superintendent introdueed the plans for the spillways
at Reeder Dam. It was moved by Fischborn, seconded by Redford that the
city make plans for receiving bids on the spillway construction. Carrie~
street: Plans for proposed curbing and gutters on Bush Street were
introduced by the City Superintendento It was moved by Weitzel, seconded
Redford that a hearing be held on the Bush Street durbing and gutters
construction. Carried. The City Superintendent then brought up the
proposed curbing and gutters for 7th street from Main Street to B. street.
It was moved by .l:'ischborn, seconded by 'v~ei tzel tha t the Ci ty Superinten-
dent be authorized to receive bids on this construction. Carried.
Realty: An ordinance for the garbage franchise was read by the
City Superintendent. There followed a discussion. It was moved by
Merrill, seconded by Redfor~ that the rules be suspended and the
ordinance be passed to second reading by title only. Carried.
F'ollowing the second readig, it was moved by Redford, seconded by
Fischborn that the ordinance be adopted. Carried. After unanimous
roll call the Mayor declared City Ordinance #1077 adopted.
A proposed ordinance for the control of cinder, soot and smoke
in the city was read by the City Attorney. Mr. Gragg was called. on to
give his reasons for wishing this ordinance passed. Following a dis-
cussion, it was moved by Weitzel, seconded by Merrill that the matter
be referred to the Realty Cow~ittee and the City Attorney for further
study and report to the Council. Carried.
An ordinance for the vacating of property on So. Pioneer was read
by the ~ity Superintendent. Following discussion, it was moved by
Redford that the rules be suspended and the ordinance be passed to
second reading by title onlyo Carriedo Following the second reading,
it was moved by Fischborn, seconded by Weitzel that the ordinance be
adopted. Pollowing unanimous roll call, the 1viayor declared Ci ty
Ordinance #1076 adoptedo
A lease from the City of Ashland to the Military Dept., State of
Oregon, for propety on Water Street for the construction of a garage
and storage place, was read by the City Supeintendent. It was moved
by Fisohborn, seconded by Redford that the lease should be
accepted and signed by the Mayor and the City Recorder. Carried.
The City Su..,erintendent asked for a new form of building permi t
which woulu require listing of all materials used in buildings. It '
was moved by Fischborn, seconded by Redford that an ordinance and new
permit forms be drawn up by the City Attomeyo Carriedo
Iv1ayor ~~iley stated that Howard Oden had asked for $350.00 per
months in his capaci ty of Street Superintendent 0 .iI'ollowing discussion
it was moved by Weitzel, ~econded by Fischborn that the salary of the'
Street Superintendent be $302.50, as it has been in the-past, until
such time as adjustments may be made in the City budget allowing for
comparable raises in the salaries of other supervisorso Carried.

The City Superintendent presented the plats on the Patterson-Phelps
tract and on the Foster tract. Following discussion, it was moved by
Redford, seconded by Weitzel that the plats be accepted. Carried.
Building permits numbering 28 and 29 were read by the City Recorder.
It was moved by Fischborn, seconded by Weitzel that the permits be
accepted and placed on file. Carried.
The eounci~ then proceeded~to canvas the returns of the Airport
Election, in accordance with the laws in such cases made and provided.
The result of the canvas, after having been duly made, was ascertained
to be as follows:
