CDBG Applicants
Dear Mayor and Councilors,
I thought I'd let you know about the Housing Commission's actions on the CDBG applicants in our March
26th meeting. There were three applicants: Habitat for Humanity, Housing Authority of Jackson County,
and Pathway Enterprises. The Commission voted almost unanimously for the Housing Authority of
Jackson County to use the funds for necessary improvements, specifically for the internal streets in the
Clay Street development. We also felt that it's important for the City to give them as much support as
possible to help them get started quickly (before the economy worsens) and to relieve some of the
unexpected burden on the agency itself.
There was one dissenting vote because this member wanted Habitat to have more of a presence in
Ashland. I too would like to see more of Habitat in Ashland, but not under these circumstances. The
developer of the Bud's Dairy Subdivision wanted to sell the property to Habitat that the developer had
originally pledged toward affordable housing. It's my understanding that the dedication of 6 units of
affordable housing were requisite to the privilege of annexation and an increase in density. After several
years, these units still have not been built, although all of the market rate units were built and sold quite a
while ago. It doesn't seem right that the city's CDBG funds should be used for something that is clearly
the developer's responsibility.
The third applicant, Pathway Enterprises, was only eligible for $30,000 under the CDBG rules. However,
Ashland will soon be receiving $55,000 of stimulus money for housing, with a requirement that it be spent
in such a way that jobs would be created. Pathway Enterprises would be a logical applicant for this money
and could be eligible for the whole amount.

P.S. Everybody asks me, and in case you're wondering, do I miss Council? Yes, I miss being so involved
in the community, but no, I don't miss all the meetings, especially the 6:00 executive sessions. Thanks,

The State of Oregon celebrates Arbor Week during the first full week in
April, April 6th - 10th.
Introduce ODF representative here and have him speak to requirements for
Tree city USA and the proclamation.
The City of Ashland Tree Commission has a number of events planned
during April to celebrate Arbor Week and Ashland's designation as a Tree
City USA.:
~ Friday, April 10th at 2:00 PM - 2008 Tree of the Year plaque
installation for the Spanish Fir located at 128 Wimer Street.
~ Saturday, April 11th from 2 PM to 4 PM - Informative Tree Walk at
Southern Oregon University. Sign up through Ashland Parks and
Recreation Dept. North Mountain Nature Center

~ Saturday, April 25th 11 AM to 4 PM - Tree Commission booth at
the Earth Day Celebration,
~ Ceremonial Arbor Day tree and Great Oregon Tree Plant planting at
the Science Works Museum during the Earth Day Festivities.

This year's tree planting is even more special because the Bald Cypress that
is to be planted at Science Works is part of the statewide Great Oregon Tree
Plant. In honor of Oregon's 150th birthday, the Oregon Department of
Forestry (ODF) is coordinating 150 tree plantings from February 14th, the
first day of Statehood to Ashland's tree planting on Earth Day. "Planting
trees is part of Oregon's legacy," says ODF Urban Forester Paul Ries, "but
this spring's tree planting events are extra special because so many events
are planned to honor Oregon's anniversary of statehood."
The Tree Commission, even with low member numbers has been able to
achieve some significant strides in their goals for the year.
We have provided review and recommendations on Planning Actions which
get incorporated into conditions of approval. The TC also has the
opportunity to inform applicants of other tree care and advice during that
time which is not able to be part of the recommendations that are backed by
the Land Use Ordinance. We just completed our Goal Setting and we will be
continuing on with our mission of education.

We're looking into pruning clinics for homeowners to assist with their street
and sidewalk clearance. Leading 'tree lectures' and holding classes in
conjunction with North Mountain Nature Center.
The TC continues to have the opportunity to publish Backpage Articles in
the Daily Tidings. These range from how to pick and plant a live Christmas
tree to proper tree selection to proper watering techniques.
The TC continues their community tree walks. More information about those
will be on the City website as it becomes available.
Lastly, the TC has nearly finished the much needed update to the
Recommended Street Tree Guide. Much of the necessary work is
housekeeping but there are some additions and modifications like, BioSwale
Parkrow trees, and planting specifications to better assist people with their
tree plantings.

Dear Mayor Stromberg and City Councilors,
I am writing on behalf of the AsWand Railroad District Association (ARDA) to urge
adoption of the draft amendments to the City's Sign Regulations. We are particularly
eager to see the adoption of the proposed added language for Section 18.96.030, Part A~
regarding informational signs on the City's streets.
By way of background, ARDA was formed nearly four years ago to encourage visits to
the Historic Railroad District. The organization is a collection of 31 small business.
They play important dual roles of preserving the rich history of the district while offering
the best of art, lodging, food and other services.
Visitors to Ashland primarily come to see the plays. They tend to stay in the downtown
area to eat and shop; many have not yet discovered the Railroad District. Finding ways
to raise their awareness of this other culturally rich area of Ashland may promote them to
come more often and stay longer. Longer stays would naturally result in more days in
lodging, more meals eaten in the restaurants, seeing more plays, and also exploring the
Historic Railroad District-a benefit to all in the City.
ARDA has used a variety of ways to attract people to the Railroad District. Our next
priority is to get directional signs installed on the City's arterials. The new sign
regulation language is precisely what is needed.
This change comes at a critical economic time for small business owners who need the
City's support. Therefore, your approval of the improved sign regulation is essential.
