The land use approval for the entry modifications included a condition requiring: #4-2) That a single three-foot zero-inch natural finish wood door with two sidelights be used to match the others on the building fayade, including styfes and rails. With the natural wood finish now painted over, the installation is in violation of your land use approval and the Site Design and Use Standards which prohibit bright paint colors to draw attention to the use. The door will need to be returned to the approved natural finish wood treatment required in the approval, or a modification of the land use approval and an Administrative Variance to the Site Design and Use Standards obtained. Given that the natural finish was required both to comply with Site Design and Use Standards and to satisfy Historic Commission recommendations relative to compatibility with the existing building and surrounding National Register Historic District, it may prove difficult to obtain approval of a modification. The rationale for the change is noted below: The City of Ashland Downtown Design Standards apply to this change. In my view, specific Standards that apply to this proposed entry change are VI-S, VI-D, VI-E, VI-F, VI-HI VI-I and VI-J~ VI-B - Setbacks The building face is at the property line, as required by this Standard~ The existing entries are set back from the building face and this proposed change will set the new entry back from the building face as well, also required by this Standard. The existing entries are actually hidden and hard to findl minimizing the sense of entry and confusing patrons. The proposed entry is intended to improve that fault of the original design and make the entry a more prominent feature of the fa~ade design. The standards do not proscribe a required setback for an entry, however the Building Code requires that the extended door not encroach on the public right-of-waYa We believe the 3-0" setback proposed meets the intent this standard and the requirements of the Building Code~ The proposed change in the location of the entry win also improve interior flow and safety. VI~D - Openings The proposed entry change works within the existing building framework to meet the Standard for openings. Opening up this bay of the fa~ade enhances pedestrian level transparency over the existing condition, which is a condition of this Standard~ VI-E - Horizontal Rhythms The existing horizontal rhythms of the building fa~ade are maintained~ The fa~ade has a soldier course defining the top of the first level ~ By movi ng the proposed entry back behind this soldier course, this horizontal element becomes more prominent. /~ ~) H, r",. i~;: '-". :" J City of Ashland April 23, 2009 Page 2 VI-F - Vertical Rhythms The existing vertical rhythms of the fa~ade are maintained. The fa~ade has four prominent vertical columns. The proposed entry works within one bay of the fa~ade leaving the main vertical rhythm uninterrupted~ Within the bay there is a secondary vertical element which hints at an internal building column fianking each side of the entry opening. VI-H - Materials The materials and finishes proposed for this entry are consistent with those recommended by this Standard. The private sidewark is proposed to be brick pavers to match adjacent work. Building brick is proposed to be maintained. The new entry is proposed to be wood to be consistent with the other entry doors on the building~ It wilJ be a single door with two equal sidelights, which is consistent with the building's other entry doors and the design of the buiJding. VI-I - Awnings The fa~ade has an existing awning that will be refurbished as part of the proposed construction project. The current awning meets this Standard and the owner is proposing material (fabric and color) changes only.
