Dear Mr~ McKechnie,
The new door for the recently modified entry at Motif located at 62 East Main has been painted with a
metallic silver finish. The land use approval for the entry modifications included a condition requiring:
#4-2) That a single three-foot zero-inch natural finish wood door with two sidelights be
used to match the others on the building fayade, including styfes and rails.
With the natural wood finish now painted over, the installation is in violation of your land use approval
and the Site Design and Use Standards which prohibit bright paint colors to draw attention to the use.
The door will need to be returned to the approved natural finish wood treatment required in the approval,
or a modification of the land use approval and an Administrative Variance to the Site Design and Use
Standards obtained. Given that the natural finish was required both to comply with Site Design and Use
Standards and to satisfy Historic Commission recommendations relative to compatibility with the
existing building and surrounding National Register Historic District, it may prove difficult to obtain
approval of a modification.

DECISION
The application is a request for 8 modification of the existing Site Review approval granted under Planning
Action #96-063 to allow modifications to the ground floor entry of the property located at 62 East Main
Street, the former Kat Wok building.
The subject parcel is an approximately 3,797 square foot lot located on the south side of East Main Street,
just west of the intersection of Pioneer and East Main within the Ashland Downtown Historic District. The
pucel is rectangular, and contains a zero-lot line building constructed in 1997. The existing two and 0110-
half story bride and stucco veneer building is identified u the Kat Wok Building in historic district inventory
documents. and was constructed in 1997. Thil historic district inventory describes the building u .
compatible, non-historic, non-contributing resource in the Ashland Downtown Historic District, and notes
that the buildins provides a rccesscd entry on Main Street IS well as rear access from the Oreaon
Shakespeare Festival's brick courtyard area, and is generally compatible in mass, volume md materials with
the historic character of the downtown.
The building's entry incorporates a main entry door that leads to a stairway providing access to the upper
floors, and two otha' entrances constructed at anaIes to the sidewalk providina entries to the ground floor
busiDesses. In the staff report describina the building in Plannina Action #96-063, it wu noted _ the

the main vertical rhythms uninterrupted while providing secondary vertical elements which hint at internal
building columns flRn~ng each side of the ratry opening. The application argues that the proposed
alteration alters one component of the fa~e, but that the ovcraJJ visuaJ integrity of the entire fi9ade is
maintained.
Subsequent to the pre--applicatioD conference for this project, where aluminum double doors were initially
proposed, the applicant met on-site with the Historic Commission's Review Board. Membcn of the Review
Board provided four recommendations for the proposal: )) That the existing 36-inch window be moved to
the existing door location, and that the same details as used for the existing windows be provided for the
brick inset; 2) that a single 3-foot O-inch wood door with side lights be used to match the others OD the
building fa~~ including styles and rails; 3) that new brick modular colwnns be provided at a 16-inch width
and 8, depth as needed; and 4) that the awning remain to add to the building's sense of entry and the
symmetry created by having awnings at both ends of the building.
These recommendations were incorporated in the final application submittal, which was reviewed by the full
Historic Commission on May 14, 2009. During that meeting, the Commissioners questioned the applicant
regarding the Review Board's third recommendation, noting that the brick columns were shown in the
submittal with only a 1 S-inch widtlL The applicant assured Commissioners that the comers of the colwnns
would not be mitered, and that full bricks would be used and "toothed-in" at the comer. Commission Chair
Dale Shostrom asked that the detail drawings submitted for building permits be modified to reflect the
necessary I-foot 4-inch dimension for the use of full bricks. The applicant .also confirmed for
Commissioners that the doon used would be a full wood assembly, although an aJuminmn threshold wouJd
be used. Based on these assurances and on the modifications meeting the original recommendations
provided by the Review Board, the Commission recommended that the application be approved, noting that
the final submittal had effectively incorporated the Review Board recommendations, and that while the
modifications resulted in some asymmetry between the two ground floor use entries, they resulted in an
improved symmetry and sense of enDy within the impacted bay.

The application with the attached conditions complies with a1J applicable City ordinances. Planning Action
#2009-OOS26 is approved with the foUowing conditions. Furthert if anyone or more of the foUowing
conditions are found to be invalid for any reason whatsoever, then Phmning Action #2009-00526 is denied.

18.1 08.070(B)(2)(b) and/or file an appeal to the Ashland Planning Commission as provided in the ALVa
18.1 08~070(B)(2)(c).
An appeal may not be made directly to the Land Use Board of Appeals. Oregon law states that failure to
raise an objection concerning this application, by letter, or failure to provide sufficient specificity to afford
the decision maker an opportunity to respond to the issue, precludes your right of appeal to LUBA on that
issue. Failure to specify which ordinance criterion the objection is based on also precludes your right of
appeal to LUBA on that criterion. Failure of the applicant to raise constitutional or other issues relating to
proposed conditions of approval with sufficient specificity to allow this Department to respond to the
issue precludes an action for damages in circuit court.

DECISION
The application is a request for a modification of the existing Site Review approval granted under Planning
Action #96-063 to allow modifications to the ground floor entry of the property located at 62 East Main
Street, the former Kat Wok building.
The subject parcel is an approximately 3,797 square foot lot located on the south side afEast Main Street,

half story brick and stucco veneer building is identified as the Kat Wok Building in historic district inventory
documents, and was constructed in 1997. This historic district inventory describes the building as a
compatible, non-historic, non-contributing resource in the Ashland Downtown Historic District, and notes
that the building provides a recessed entry on Main Street as well as rear access from the Oregon
Shakespeare Festival's brick courtyard area, and is generally compatible in mass, volume and materials with
the historic character of the downtown..
The building's entry incorporates a main entry door that leads to a stainvay providing access to the upper
floors, and two other entrances constructed at angles to the sidewalk providing entries to the ground floor
businesses. In the staff report describing the building in Planning Action #96-063, it was noted that the
ground floor design along East Main Street provides a strong sense of entry and orientation toward the street
by incorporating an arched main entrance with awnings and setback arcade to add emphasis to the doorways.
With the current application, the new tenants about to occupy one of the ground floor spaces propose to
modify one of the existing angled ground floor entries by installing a new single wooden door with two
equal sidelights in the area currently occupied by a bay window. The larger pane of the existing bay window
is to be relocated to the current door's location, and the new door is to be recessed three feet back from the
sidewalk. Building brick is to be maintained, and the private sidewalk adjacent to the new entry is to be
brick pavers to match those in the existing alcove. The existing awning is to be refurbished as well.

development.
B~ All requirements of the Site Review Chapter have been met or will be met.
C. The development complies with the Site Design Standards adopted by the City Council
for implementation of this Chapter~
D. That adequate capacity of City facilities for water, sewer, paved access to and through
the development, electricity, urban storm drainage, and adequate transportation can and
will be provided to and through the subject property.

The following criteria shall be used to approve or deny an applicatfon:

B. All requirements of the Site Review Chapter have been met or will be met.

The entire upper story of the new Allen-McNair block which will be divided into 18
fine rooms has been leased as an annex to the Oregon Hotel. ~ ~of the two fine
storerooms on the ground floor of the new building, the south one has been leased
by C. H~ Vaupel, one of our leading dry goods merchants~ (Tidings,6-Dec-1909)
The Vaupel Store/Oregon Hotel Building went through a succession of ownerships and was
serially remodeled but uniformly remained in storefront/hotel use. Typical was a 1931
project, undertaken during a period when the building was known as the HBergner
Bu ilding. n
Plans for the improvement call for a central entrance into the large store room,
formerly occupied by Issac's StoreH~The Oregon Hotel is one of the small well
patronized businesses of this city, drawing both a considerable commercial and
transient trade~ Addition of the small, attractive lobby is expected to stimulate this
business. (Tidings, 9-Mar~1931, 2:1..2)
By the mid-1970s the building was occupied by an antique store and a transient hotel when
it was declared unsafe by the City. In 1977 the Oregon Shakespearean Festival purchased
the building and remodeled it for office use~ Despite some inappropriate storefront
alterations, notably the large planters, the Vaupel Store/Oregon Hotel retains its original
transom band and other exterior details~ In combination with the First National Bank

Re: Design Narrative for New Entry for 62 East Main Street

The new tenants soon to occupy the space identified above are requesting a modification to the existing
entryway to the space, as indicated on the attached plan and elevationa They propose to install a new
double door with small side light in clear coat aluminum within the area currently occupied by a bay
window. The rationale for the change is noted below:
The City of Ashland Downtown Design Standards apply to this change. In my view, specific Standards
that apply to this proposed entry change are VI-S, VI-D, VI-E, VI-F, VI-HI VI-I and VI-J~
VI-B - Setbacks
The building face is at the property line, as required by this Standard~ The existing entries are set back
from the building face and this proposed change will set the new entry back from the building face as
well, also required by this Standard. The existing entries are actually hidden and hard to findl
minimizing the sense of entry and confusing patrons. The proposed entry is intended to improve that
fault of the original design and make the entry a more prominent feature of the fa~ade design. The
standards do not proscribe a required setback for an entry, however the Building Code requires that the
extended door not encroach on the public right-of-waYa We believe the 3-0" setback proposed meets
the intent this standard and the requirements of the Building Code~
The proposed change in the location of the entry win also improve interior flow and safety.
VI~D - Openings
The proposed entry change works within the existing building framework to meet the Standard for
openings. Opening up this bay of the fa~ade enhances pedestrian level transparency over the existing
condition, which is a condition of this Standard~
VI-E - Horizontal Rhythms
The existing horizontal rhythms of the building fa~ade are maintained~ The fa~ade has a soldier course
defining the top of the first level ~ By movi ng the proposed entry back behind this soldier course, this
horizontal element becomes more prominent.

VI-F - Vertical Rhythms
The existing vertical rhythms of the fa~ade are maintained. The fa~ade has four prominent vertical
columns. The proposed entry works within one bay of the fa~ade leaving the main vertical rhythm
uninterrupted~ Within the bay there is a secondary vertical element which hints at an internal building
column fianking each side of the entry opening.
VI-H - Materials
The materials and finishes proposed for this entry are consistent with those recommended by this
Standard. The private sidewark is proposed to be brick pavers to match adjacent work. Building brick is
proposed to be maintained. The new entry is proposed to be wood to be consistent with the other entry
doors on the building~ It wilJ be a single door with two equal sidelights, which is consistent with the
building's other entry doors and the design of the buiJding.
VI-I - Awnings
The fa~ade has an existing awning that will be refurbished as part of the proposed construction project.
The current awning meets this Standard and the owner is proposing material (fabric and color) changes
only.
VIM] - Other
This Standard requires that the visual integrity of the buildjng be maintajned~ This proposed entry
alteration works within the existing framework of the original design by altering one component of the
fa~ade contained by two vertical elementsl one horizontal element and the plane of the sidewalkl
maintaining the visual integrity of the entire fa<;ade.
I believe these comments address all the applicable Standards for the proposed change to the fa~ade of
