PUBLIC TESTIMONY To: City of Ashland Council From: Steve Vincent, Regional Business Manager'- Oregon, A vista Utilities Date: Tuesday, April 20, 2010 Re: Southern Oregon University Ashland Campus Master Plan Testimony in Support Mayor Stromberg and Members of the Council: It is a privilege to provide this written testimony in support of the Southern Oregon University Ashland Campus Master Plan. Northwest Regional Perspective As Avista Utilities serves communities throughout Oregon, Washington, and Idaho, I have the opportunity to understand the impact higher education institutions have on the local jurisdictions in which they reside. Some of the schools are effective in their collaboration with their municipalities and neighbors. Others seem unable to resolve local conflicts or persist in their incompatibilities with local stakeholders. As I continue to visit campuses throughout the Pacific Northwest, I'm reminded of the local character of Southern Oregon University. The rewarding traits and disposition of the school are increasingly evident. We are truly fortunate to have an institution that strives to integrate itself into the community and to collaborate. While these are aspects we've come to expect, it can be uncommon. Blending into the Communitv This institution blends well into the community. There is an aesthetic blend into the commercial and residential neighborhoods in Ashland. The blend of the university's work force that's equally appealing. These aspects effectively mitigate the impact on the community. Civic Contribution There is a balance to blending. While the visual impact may be minimized, the university's faculty and student civic engagement has an extraordinary effect. Their contribution to quality of life, livability, economic sustainability, and environmental security is a part of their ethos. And their labor and passion is enjoyed by your citizenry. Request Your Support I believe the plan you are considering is well written and serves the university's needs while taking into account the needs of its neighbors. I ask for your support and vote to approve the Southern Oregon University Ashland Campus Master Plan. J t PROVIDENCE Medford Medical Center April 20, 2010 Honorable Mayor Stromberg and Members of the Ashland City Council: My name is Tom Hanenburg, and I am the CEO of Providence Medford Medical Center and the Southern Oregon Service Area for Providence Health & Services. My office is located in Medford. I am out ofthe area this evening, but as a member ofthe Southern Oregon University President's Advisory Board, I wished to provide testimony in favor of your approval of SOU's Campus Master Plan for 2010-2020. As the CEO of a medical "campus" in Medford I am familiar with the importance of thoughtful consideration of multiple constituencies as one designs and builds a multi- year campus plan. We must continually invest in our facilities in order to keep our staff and client services current. The future needs of clients are unpredictable, so flexibility must be built into our plans. Those who have prepared Southern Oregon University's Campus Master Plan have worked during the past year and a half to include the input of experts in university campus development, the many university stakeholders (faculty, students, and external boards) and community members to prepare the best possible plan for the next decade. The Master Plan respects the history of the campus while encouraging innovation. It will provide for facilities with the flexibility necessary to meet the changing needs of the Ashland Campus, future students, and the City of Ashland. SOU is a good steward of the property it owns and has a long-established reputation as a solid corporate citizen in the community. This evening, I ask you to approve the SOU Campus Master Plan for 2010-2020 as presented and unanimously recommended by the Ashland Planning Commission.
