Telephone: 541/488-6002 Oregon City, OR 97045 Fax:. 541/488-5311 TELEPHONE: 503-631-8184 DATE AGREEMENT PREPARED: 4/13/2010 FAX: . 503-631-8084 BEGINNING DATE: April 20, 2010 COMPLETION DATE: September 20, 2011 COMPENSATION: Not to exceed $75,000 (see attached Exhibit C) SERVICES TO BE PROVIDED: Provide engineering services required for the design and implementation of the Ashland Creek Bank Restoration Project No. 2006-29 ADDITIONAL TERMS: N/A FINDINGS: Pursuant to AMC 2.52.040E and AMC 2.52.060, after reasonable inquiry and evaluation, the undersigned Department Head finds and determines that: (1) the services to be acquired are personal services; (2) the City does not have adequate personnel nor resources to perform the services; (3) the statement of work represents the department's plan for utilization of such personal services; (4) the undersigned consultant has specialized experience, education, training and capability sufficient to perform the quality, quantity and type of work requested in the scope of work within the time and financial constraints provided; (5) the consultant's proposal will best serve the needs of the City; and (6) the compensation n'egotiated herein is fair and reasonable. r NOW THEREFORE, in consideration of the mutual covenants contained herein the CITY AND CONSULTANT AGREE as follows: 1. Findings I Recitations. The findings and recitations set forth above are true and correct and are incorporated herein by this reference. 2. All Costs by Consultant: Consultant shall, at its own risk and expense, perform the personal services described above and, unless otherwise specified, furnish all labor, equipment and materials required for the proper performance of such service. 3. Qualified Work: Consultant has represented, and by entering into this contract now represents, that all personnel assigned to the work required under this contract are fully qualified to perform the service to which they will be assigned in a skilled and worker-like manner and, if required to be registered, licensed or bonded by the State of Oregon, are so registered, licensed and bonded. 4. Completion Date: Consultant shall start performing the service under this contract by the beginning date indicated above and complete the service by the completion date indicated above. 5. Compensation: City shall pay Consultant for service performed, including costs and expenses, the sum specified above. Once work commences, invoices shall be prepared and submitted by the tenth of the month for work completed in the prior mDnth. Payments shall be made within 30 days of the date of the invoice. Should the contract be prematurely terminated, payments will be made for work completed and accepted to date of termination. 6. Ownership of Documents: All documents prepared by Consultant pursuant to this contract shall be the property of City. Consultant shall have no liability for any claims, suits, actions, judgments, losses, costs, expenses or damages resulting from City's reuse or misuse of Consultant's work products on othe~Ojects or in connection with making additions to the Project if Consultant is not retained in connection therewith 1 7. Statutory Requirements: When applicable ORS 279B.220, 279 B.225, 279 .230, 279B.235, ORS Chapter 244, ORS 670:600, 279C.505, 279C.515, 279C.520 and 279C.530 are made part of this contract as though these provisions were set forth in full herein. 8. Living Wage Requirements: If the amount of this contract is $18,088 or more, Consultant is required to comply with chapter 3.12 of the Ashland Municipal Code by paying a living wage, as defined in this chapter, to all employees performing work under this contract and to any Subcontractor who performs 50% or more of the service work under this contract. Indemnification: Consultant agrees to defend, indemnify and save City, its officers, employees and agents harmless from any and all losses, claims, actions, costs, expenses, judgments, subrogations, or other damages resulting from injury to any person (including injury resulting in death), or damage (including loss or destruction) to property, of whatsoever nature to the extent the harm caused arises out of or is incident to the performance of this contract by Consultant (including but not limited to, Consultant's employees, agents, and others designated by Consultant to perform work or services attendant to this contract). Consultant shall not be held responsible for any losses, expenses, claims, subrogations, actions, costs, judgments, or other damages, directly, solely, and proximately caused by the negligence of City. 10. Termination: a. Mutual Consent. This contract may be terminated at any time by mutual consent of both parties. b, City's CDnvenience. This contract may be terminated at any time by City upon 30 days' notice in writing and delivered by certified mail or in person: c, For Cause, City may terminate or modify this contract, in whole or in part, effective upon delivery of written notice to Consultant, or at such later date as may be established by City under any of the following conditions: i. If City funding from federal, state, county or other sources is not obtained and continued at levels sufficient to allow for the purchase of the indicated quantity of services; ii. If federal or state regulations or guidelines are modified, changed, or interpreted in such a way that the services are no longer allowable or appropriate for purchase under this contract or are no longer eligible for the funding proposed for payments authorized by this contract; or iii. If any license or certificate required by law or regulation to be held by Consultant to provide the services required by this contract is for any reason denied, revoked, suspended, or not renewed. d. For Default or Breach. i. Either City or Consultant may terminate this contract in the event of a breach of the contract by the other. Prior to such terminatiDn the party seeking termination shall give to the other party written notice of the breach and intent to terminate. If the party committing the breach has not entirely cured the breach within 15 days of the date of the notice, or within such other period as the party giving the notice may authorize or require, then the contract may be terminated at any time thereafter by a written notice of termination by the party giving notice. ii. Time is of the essence for Consultant's performance of each and every obligation and duty under this contract. City by written notice to Consultant of default or breach may at any time terminate the whole or any part of this contract if Consultant fails to provide services called for by this . contract within the time specified herein or in any extension thereof. ili. The rights and remedies of City provided in this subsection (d) are not exclusive and are in addition to any other rights and remedies provided by law or under this contract. e. Obliqation/Liabilitv of Parties. Termination or modification of this contract pursuant to subsections a, b, or c above shall be without prejudice to any obligations or liabilities of either party already accrued prior to such termination or modification. However, upon receiving a notice of termination (regardless whether such notice is given pursuant to subsections a, b, cor d of this section, Consultant shall immediately cease all activities under this contract, unless expressly directed otherwise by City in the notice of termination. Further, upon termination, Consultant shall deliver to City all contract documents, information, works-in-progress and other property that are or would be deliverables had the contract been completed. City'shall pay Consultant for work performed prior to the termination date if such work was performed in accordance with the Contract. 11, Independent Contractor Status: Consultant is an independent contractor and not an employee of the City, Consultant shall have the complete responsibility for the performance of this contract. Consultant shall provide workers' compensation coverage as required in ORS Ch 656 for all persons employed to perform work pursuant to this contract. Consultant is a subject employer that will comply with ORS 656.017. ' 12. Assignment and Subcontracts: Consultant shall not assign this contract or subcontract any portion of the work without the written consent of City. Any attempted assignment or subcontract without written consent of City shall be void. Consultant shall be fully responsible for the acts or omissions of any assigns or Subcontractors and of all persons employed by them, and the approval by City of any assignm~or subcontract shall not create any contractual relation between the assignee or subcontractor and City. W 13. Default. The Consultant shall be in default of this agreement if Consultant: commits any material breach or default of any covenant, warranty, certification, or obligation it owes under the Contract; its QRF status pursuant to the QRF Rules or loses anv license, certificate or certification that is required to perform the Services or to qualify as a QRF if Yl- C\DOCUME-l \olsonj\LOCALS-I \Temp\XPgrpwise\06-29 StreamFix Contract.doc Page 2 of6 consultant has qualified as a QRF for this agreement; institutes an action for relief in bankruptcy or has instituted against it an action for insolvency; makes a general assignment for the benefit of creditors; or ceases doing business on a regular basis of the type identified in its obligations under the Contract; or attempts to assign rights in, or delegate duties under, the Contract. 14. Insurance. Consultant shall at its own expense provide the following insurance: a. Worker's Comoensation insurance in compliance with ORS 656.017, which requires subject employers to provide Oregon workers' compensation coverage for all their subject workers b. Professional Liabilitv insurance with a combined single limit, or the equivalent, of not less than Enter one: $200,000, $500,000, $1.000.000, $2,000,000 or Not Applicable for each claim, incident or occurrence. This is to cover damages caused by error, omission or negligent acts related to the professional service~ to be provided under this contract. c. General Liabilitv insurance with a combined single limit, or the equivalent, of not less than Enter one: $200,000, $500,000, $1.000.000, $2,000,000 or Not Applicable for each occurrence for Bodily Injury and Property Damage. It shall include contractual liability coverage for the indemnity provided under this contract. d. Automobile Liabilitv insurance with a combined single limit, or the equivalent, of not less than Enter one: $200,000, $500,000, $1.000.000, or Not Applicable for each accident for Bodily Injury and Property Damage, including coverage for owned, hired or non-owned vehicles, as applicable. e. Notice of cancellation or chanae. There shall be no cancellation, material change, reduction of limits or intent not to renew the insurance coverage(s) without 30 days' written notice from the Consultant or its insurer(s) to the City. f. AdditionallnsuredlCertificates of Insurance. Consultant shall name The City of Ashland, Oregon, and its elected officials, officers and employees as Additional Insureds on its general liability and automobile insurance policies required herein with respect to CDnsultant's services to be provided under this Contract. As evidence of the insurance coverages required by this Contract, the Consultant shall furnish acceptable insurance certificates prior to commencing work under this contract. The certificate will specify all of the parties who are Additional Insureds. Insuring companies or entities are subject to the City's acceptance. If requested, complete copies of insurance policies; trust agreements, etc. shall be provided to the City. The Consultant shall be financially responsible for all pertinent deductibles, self-insured retentions andlor self-insurance, 15. Governing Law; Jurisdiction; Venue: This contract shall be governed and construed in accordance with the laws of the State of Oregon without resort to any jurisdiction's conflict of laws, rules or doctrines. Any claim, action, suit or proceeding (collectively, "the claim") between the City (and/or any other or department of the State of Oregon) and the Consultant that arises from or relates to this contract shall be brought and conducted solely and exclusively within the Circuit Court of Jackson County for the State of Oregon. If, however, the claim must be brought in a federal forum. then it shall be brought and conducted solely and exclusively within the United States District Court for the District of Oregon filed in Jackson County, Oregon. Consultant, by the signature herein of its authorized representative, hereby consents to the in personam jurisdiction of said courts. In no event shall this section be construed as a waiver by City of any form of defense or immunity, based on the Eleventh Amendment to the United States Constitution, or otherwise, from any claim or from the jurisdiction. 16. THIS CONTRACT AND ATTACHED EXHIBITS CONSTITUTE THE ENTIRE AGREEMENT BETWEEN THE PARTIES. NO WAIVER, CONSENT, MODIFICATION OR CHANGE OF TERMS OF THIS CONTRACT SHALL BIND EITHER PARTY UNLESS IN WRITING AND SIGNED BY BOTH PARTIES. SUCH WAIVER, CONSENT, MODIFICATION OR CHANGE, IF MADE, SHALL BE EFFECTIVE ONLY IN THE SPECIFIC INSTANCE AND FOR THE SPECIFIC PURPOSE GIVEN. THERE ARE NO UNDERSTANDINGS, AGREEMENTS, OR REPRESENTATIONS, ORAL OR WRITTEN, NOT SPECIFIED HEREIN REGARDING THIS CONTRACT. CONSULTANT, BY SIGNATURE OF ITS AUTHORIZED REPRESENTATIVE, HEREBY ACKNOWLEDGES THAT HEISHE HAS READ THIS CONTRACT, UNDERSTANDS IT. AND AGREES TO BE BOUND BY ITS TERMS AND CONDITIONS. 17. Nonappropriations Clause. Funds Available and Authorized: City has sufficient funds currently available and authorized for expenditure to finance the costs of this contract within the City's fiscal year budget. Consultant understands and agrees that City's payment of amounts under this contract attributable to work performed after the last day of the current fiscal year is contingent on City appropriations, or other expenditure authority sufficient to allow City in the exercise of its reasonable administrative discretion, to continue to make payments under this contract. In the event City has insufficient appropriatiDns, limitations or other expenditure authority, City may terminate this contract without penalty or liability to City, effective upon the delivery of written notice to Consultant, with no further liability to Consultant. C:\DOCUME-l \olsonj\LOCALS-l \Temp\XPgrpwise\06-29 StreamFix Contract.doc CITY OF ASHLAND Vl Page 6 of6 EXHIBIT C Response to Scoring Criteria 2.2.1 Understandin~ofRequested Service The StreamFix team understands the requested service is to provide support, community outreach, planning and design services to the City of Ashland to address channel and bank problems associated with Ashland Creek in the vicinity of the Water Street bridge. This is to be accomplished through gathering data reflecting existing conditions, developing a suite of alternative solutions to the channel, fish passage, sedimentation and flood problems associated with the reach, working with City staff and four neighboring landowners for acceptance of a solution, attaining permits from the City, ODSL (includes ODPW input) and the Army Corps of Engineers (includes consultation with NOAA (Fisheries) for the conceptual solution and developing final design; specification and contracts for implementation of problem solutions. . The design must ensure the restoration design will: ~ Pass at least a 3100 CFS flood; ~ Develop a self sustaining, stable stream reach pattern, dimension and profile while passing its floods and sediment loads; ~ enhance aquatic habitat; ~ maintain and enhance fish passage for ESA listed species (Steelhead and Coho Salmon); ~ establish a quality riparian corridor that will improve stream shading long term while removing invasive vegetation; and ~ protect the historic hotel from flooding and sediment damages to the extents practicable. While Ashland Creek is a seemingly benign stream, the impact scars from boulders and cobble sediment, 2 and 3 feet high, on the nearby riparian trees suggest this design must be undertaken with a great deal of care. This will require a design based on solid, locally gathered, and well analyzed data. The design must also consider the vertical limitations of construction access available under the bridge as well as the limited bank access, especially above the bridge. These special circumstances affecting project constructability must be a prominent consideration in design development The implementation of the project will be as important, if not more so, as developing the best design, Consistent construction over-site needs to oCCUr, In-stream restoration work, as practiced today, is generally less than a decade old, Many contractors lack the experience needed to successfully construct the specialized stream structures being used today without close over-site, That over-site must extend through implementation of the final erosion control activities, after the main construction has been completed, and riparian planting activities have been completed. 2.2.2 Proposer's Capabilities How proposer can accommodate varyin~ workload The StreamFix team work load has sufficient flexibility to maintain variability in the project schedule to accommodate the availability of Landowners, City staff, and State and Federal permitting'staff.' We are careful to not overextend our offered services to ensure our clients do not 2 Vi have to 'wait in line' when they need our support and attention, If the successful proposer, the StreamFix team would not accept new work that would likely interfere with servicing this contract. As the prime, StrearnFix can ensure the project schedule is met by our staff and sub- contractors to the extent p'racticable. Response time is addressed in depth in 2.2.5 Proximity to proied and cost e(frcnveness The StrearnFix team is comprised of consUltants located in Jackson and Oackamas Counties, . Oregon. Maximum travel time to the job site is 5.0 hours, Travel to the project from Oregon City (primary offices) is anticipated to be during the early hours of a work day arriving around mid- morning. Per diem expenses will be minimized through scheduling meetings to make maximum use of the working day when known meetings will occur, anticipated primarily to accommodate agency and land owner needs, perhaps in the evenings. An early project example of this type of efficiency will be to attend the kick-off meeting and then going to the field to begin the survey work the same day., The personnel responsible for construction over-site will spend extended periods in the Ashland area to ensure prompt response and adequate over-site occurs. Team member locations and responsibilities: Prime Contractor office: StreamFix, Oregon City, OR This will be the base office for surveying, design, planning, general construction over-site ~d project management. Sub-Contractor offices: Harris Stream Services, LLC, West Linn, OR. Erosion Control & Riparian Restoration, Data analysis QA/QC and constructability review Northwest Biological Consulting, Ashland, OR, Biological Assessment and constructability review PACE Engineers, Lake Oswego, OR, HEC-RAS Modeling and drafting support. 2.2.3 Proiect Team & Qualifications: Principal Involvement: Russ Lawrence, M.5co, P.E" P.L.S., fluvial geomorphologist, StreamFix principal, will be the project manager and heavily involved in all aspects of the project. Russ firmly believes in the 'muddy boots' approach to stream restoration. If he is not in the field getting his boots muddy, or meeting with stakeholders to obtain their input, he is not gaining the understanding needed to develop a successful project design. His duties will range from participating in, and supervising, the collection of field data, meetings with adjoining land owners, meetings with City staff, state and Federal regulators, permit preparation, submittal and follow-up, Quality Assurance review of sub- .' contractor work, development of final design and plans, specification and estimate (PS&E) doCuments, bid documents, bidding process support and project implementation over-site. 3 vt Similar proiects. outcomes and client feedback: Russ Lawrence has successfully completed more than 25 stream restoration projects in the past decade. Many of these projects have been in heavily urbanized areas such as those described in this proposaL lhree examples of this work are described in the following paragraphs. More examples are available upon request. Further information may be found on the Streamfixweb site (www.streamfix.com). All of these projects required field data to define existing conditions, development of a suite of project alternative solutions and conceptual designs, successfully negotiating permits with local, state and federal agencies, completing designs and PS&E documents and construction inspection and monitoring. The first example project involved stabilizing a stream in Normandy Park; W A. Miller Creek had undercut a 30" sanitary trunk pipe (10 million gpd flow). The stream supports 2 ESA listed . species. Access was constrained by private ownership, wetlands and steep, unstable hillside slopes. The solution designed utilized helicopters to transport required generators and pumping equipment, and restoration materials (stream gravel, large stone & logs with rootwads). A Spyder backhoe minimized access impacts to the sensitive landscape while providing the mechanical power necessary to properly place the materials. The client (Southwest Suburban Sewer District) and Washiilgton Fish & Wildlife were extremely happy with the minimal impact upon the sensitive landscape, quality of the work, end result and neighborhood acceptance of the project ~ and process. A second example project, in Lake Oswego, involved stabilizing and restoring habitat to a 600 foot section of urban stream, This work included providing iimovative fish passage through a 270 foot, flat bottom concrete culvert under an operating railroad. Less .than an inch of summer flow depth and excessive winter flow velocities totally blocked fish passage. StreamFix designed, and oversaw construction of, a project that stabilized the stream, provided superior habitat, terrific fish passage and resulted in large Cutthroat trout being observed spawning above the culvert for the first time in at least 35 years, within 3 months of project completion. The project has received accolades from the client (City of Lake Oswego) and the surrounding community. A third example is at the City of Stayton, OR. This project required mitigating un-permitted emergency placement of rip rap to stabilize a rapidly eroding river bank in the vicinity of a 52" water supply line to the City of Salem. The work required development of a design acceptable to the current SLOPES requirements within 75 days of contract execution. The time line was met with construction being completed u-;. the following river work window, City of Stayton staff were pleased with the on-time, in-budget, SLOPES compliant project. . Describe the experience and qualification of proposed proiect managers Russ Lawrence's experience and qualifications have been briefly touched upon in the preceding paragraphs. Russ has been successfully managmg complex municipal and private sector design and construction projects for lIlore than three decades, He has focused on river restoration work for the last 10 years. During that time he has successfully designed, permitted and constructed more than 25 stream restor.ation projects. Because of this interest in stream'restoration, Russ returned to school earning his Master of Science degree focusing on fluvial geomorphic processes in 2003. . Andrew Harris, Harris Stream Services (HSS), is a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Professional in Storm Water Quality (CPSWQ) irt Oregon. Andy .has more than 30 years experience irt this type of work together with a well grounded ,understandIDg of the design processes and construction needs associated with stream restoration. He will be providing erosion and sediment control design, riparian restoration design and QA/QC review of the stream restoration calculations and design. Andy recently completed the Hieton Creek project for the City of Tigard, on schedule and under budget. In fact, his innovative work resulted in the City saving approximately $100,000 on the $230,000 project. Perhaps needless to say, the City is pleased with the project and Mr. Harris' services. Scott English, Northwest Biological Consultants (NBC), has been working irt the field of stream restoration for more than 30 years. Additional information is available at their www.nwbiolog,com website. Scott has successfully completed more than 17'biological . assessments, accepted by NOAA (Fisheries), for stream restoration work. Scott has also been involved irt managing stream restoration construction for more than 30 years. Scott's responsibilities will be advising during the design process and development of a Biological Assessment based on the project design. His 30 years construction experience will be invaluable in constructability QA/QC. . PACE Engineers will provide technical staff in support of HEC-RAS modeling and drafting as needed, .' . 2,2.4 Resources The StreamFix team willfollow the design protocols set forth in Chapter 11, of the NRCS National Engineering Handbook on this project. This manual is available at: http://www,aces.edu/waterquality/streams/Fact%20SheetslRosgen%20NRCS%20full%20document.pdf This is a very rigorous, data -based design protocol utilizing a 42 step process to develop a stable channel design that will properly access its floodplain while passirtgthe anticipated sediment load. The design outcome is based on local, geomorphically stable reaches of streams (reference reaches) that provide crucial dimension, pattern and profile ratios. Further investigation will be required, but we presently believe the reach of Ashland Cr. across the street from the City's Wirtbum Way offices may provide that reference. These protocols require pebble counts and bar sampling to properly characterize the stream's sediment size (needed, to determine needed channel depth), Bank Erosion Hazard Indicator (BEHI) evaluations, topographic surveying to establish pattern, dimension and profile of the existing project and reference reach, careful analysis of hydraulic records, and data collection for, and analysis of, a number of other key elements and factors. Software (RlVERMorph@) has been recently developed to aid in these analytic steps. This project's design will utilize this software. 5 Yl In the event there is a bankfull flow event during the finalization of design for this project, the StreamFix team will take sediment samples. The samples must be taken during a near bankfull flow, usually a statistically semi-annual flood event. This data will be used to develop the FlowSED sediment movement model. This model, calibrated with the above noted sediment sampling, has been proven to provide an 85% accurate'model for predicting the quantities and size distribution of sediment moving in the sampled channel during the reaches full spectrum of flood . events up to 100 year or higher as well as total annual quantities. This requires the use of equipment maintained by StreamFix for this p~ose. We are not aware of any other stream restoration consultant iri the Northwest using this suite of equipment for this purpose. The output from the FlowSED model can then be used in the PowerSEDmodel to check the channel design to ensure the design not only has the ability to move the size of sediment . anticipated to come through the project reach, but also the quantity. This helps to assure the project will not become buried in sediment and flood levels subsequently increased. This design process, and sediment collection effort, will require the skilled collection of field data and interpretation thereof. While this is a comprehensive process, it does not require a large staff to perform the work. All work will be subjected to quality control review at each step by a well qualified stream restoration colleague As the design and permitting process progresses, NBC will prepare a Biological Assessment (BA) that analyzes project effects on T&E species (primarily Coho salmon), and designated and proposed critical habitat. The Army Corps of Engineers (USACE), as the lead federal agency for permitting, will be required to make a determination as to whether the proposed action may affect listed and/or species and it's designated and/or proposed critical habitat. The Magnuson-Stevens Fishery Conservation and Management Act (MSA) requires Federal agencies to consult with the NOAA (Fisheries) (aka National Marine Fisheries Service (NMFS)) on all actions that may adversely affect 'Essential Fish Habitat (EFH) or Federally listed fish species. Once a "may affect" determination is made, the USACE will either request NMFS concurrence with a "may affect, but. not likely to adversely affecf' finding or request initiation of formal consultation under Section 7 of the Endangered Species Act, . Both require a written analysis to be submitted to NMFS. This analysis will be transmitted in the form of a Biological Assessment (BA). Although there are no statutory or regulatory mandated contents for a BA, recommended elements have been developed by federal agencies and are identified at 50 CFR S402,12(f). The USACE will identify the resources to be analyzed in the BA and provide NBC with a standardized agency template. The main components of a BA and brief descriptions of their contents are described below: . Project description - Theproject description identifies (1) what the project or action is; (2) where the project is; (3) when the action is going to take place, timeline/implementation schedules; (4) who is going to do tlle action and under what authority; and (5) how the action will be accomplished. In this section we will also identify conservation measures 6 VL that will be implemented to avoid, reduce, or eliminate adverse effects or that would benefit the proteGted species or critical habitat. The planning and permitting process will require several meetings. Perhaps the most important being with the regulators during the design alternatives development process to hear their . thinking on teclmiques to address the project problems, suCh as the eroding left bank, upstream, , the sediment ~ccUmulation below the bridge and the exposure of the downstream hotel to sediment deposition and flooding, within the context of the data collected. Then, a suite of preliminary design alternatives will be developed and taken to the landowners for review and comments. Their recommendations will be incorporated into the most favorable, cost effective design option to the extent practicable. At the same time, these alternatives will be discussed with City staff from affected and interested departments. From this input, a conceptual design will be developed and taken back to the landowners for acceptance. Without their support, permitting will not be p-ossible. This may also be an opportune time for a brief presentation to the City Council to ensure they are clearly appriSed of the scope of the project and the public involvement utilized to achieve this milestone. The project will then be submitted for City planning, state and Federal agency review and permitting approval. Upon receipt of the terms and conditions of the various permits, final design and development of PS&E' and bid documents will be completed, project taken to bid and implementation executed through the installation of final erosion control and riparian planting. . Please refer to the brief attached schedule discussion found following the SCHEDULE tab. 2.2.5 Response Time: The StreaIDFix team will respond t~ City requests within two working days of that request. Responses will usually be within one day or less, however, our work sometimes takes us into the 'field where cell phone coverage is poor at best. In the event our presence is needed, we can be there no later than the third working day of the request, usually the next day. Our past experience has been that we are usually able to predict times when we will need to be available for client support with sufficient lead time to provide the needed support and information in a timely manner.
