To me, this is a victory only if these parallel Integrated Pest Management policies are now given the staff support to implement them in a unified effort that fully embraces all the best practices for Integrated Pest Management. My vision is that Ashland Parks and Ashland Public Works would enthusiastically launch IPM with a big splash, so landscapers and residents all over the city would jump on the bandwagon to reduce pesticide use in every way possible, To this end, I strongly recommend that you create a joint study group, comprised of representatives from City Council, Parks Commission, Parks Department staff, Public Works staff, Ashland Green Team staff, and the public, This study group would research how the Ashland Parks Department and the Ashland Public Works Department could quickly and efficiently launch a unified pesticide reduction strategy for the year of2011, There is no denying that implementation of the new Parks Department Policy is going to require staff time and attention, The new Volunteer Coordinator, Ann Rich, Steve Gies, and the vegetation management workers will be engaged as never before, And there is an assumed ability your new coordinator will build a reliable team of citizen volunteers, It's a tall order. We need a solid, city-wide team to be working in the last half of201O in a cooperative effort to implement IPM in Ashland, with its commitments to careful planning, monitoring, and analysis, Right now I am entering the data for the 250 plus spray application events from 2009, It's going into a spreadsheet at the Parks Department, The next step will be to compare it to 2008 data and see ifthere are any trends, Then we will look closely at the target species that can be handled with alternatives to pesticides, Another next step will be to research the pesticide replacement strategies to be used in the newly established no-spray zones, including riparian zones, wetlands areas, picnic areas, and community gardens, Another step is to get data about Public Works use, You can see there is a lot of new work to be done and systems to be invented, I strongly urge the City Council and Parks Commission to establish a collaborative study group immediately to coordinate this effort, ~.- Thank you, . G:l"-,,,t.I'^-.!::> (- Comments by Cathy DeForest to Ashland City Council, July 20, 2010 regarding environmental and fiscal concerns with the lease of the Ashland Gun Club Mayor and Council, I appreciate the work that is being done by the City and the Gun Club, however I have four major conccrns, 1. After reviewing the Environmental Assessment report completed by the firm of Brown and Caldwell, I see that they took only one groundwater sample, I believe more than one groundwater sample needs to be taken and taken with different procedures for the following reasons: #1 The Gun Club leases over 35 acres, One groundwater sample is not adequate, #2 Thc Brown and Caldwcll study was donc in August of 2009, onc ofthc driest months of the year, How does the lead shot affect groundwater in the rainy season? #3The Gun Club has used this land for 42 years and no official cleanup has been done, The placements of the targets used today are not necessarily the placements of the targets that were used over those 42 years, Therefore, many areas of the 35 acres could be affected by the cumulative lead and antimony waste leading to groundwater contamination, #4 The water sample was taken from a trench that was dug for that purpose, In my consultation with EP A and DEQ representatives, I was told there are more accurate ways of sampling groundwater, My understanding is that EP A and DEQ will do groundwater testing if requested, Additional groundwater samples need to be taken with different procedures at different times ofthe year. 2, The scientific study of the Rogue River Basin for Southwest Oregon done by the University of Oregon and the National Center for Conservation Science & Policy in 2008 shows that this area is likely to experience increased severe storms and extensive flooding in the near future, Emigrant Creek runs TIIROUGH and along side the Ashland Gun Club, 5,18 acres of the disturbed area meets wetland criteria, There have been serious floods in this Valley, I have not heard any Council testimony or investigation of how a large flood would affect Emigrant Creek. Undoubtedly, all surface gunshot and the underlying soil with lead in it would flood into Emigrant Creek, the surrounding wetlands and then be forced into Bear Creek. Impact of flooding from the Gun Club land on Emigrant Creek needs to be thoroughly investigated. 3, I appreciate the work the City has done to draw up a new lease for the Ashland Gun Club that holds the Gun Club more accountable for their actions, When and if the new Gun Club lease is approved, it will give the Gun Club the right to lease this land for $1 a year unti12040, This includes following the Best Management Practices put out by the EP A. However, these practices are difficult to enforce, ;'l. , " I propose that the Council: change the new lease to a 30 year lease to a 3 year lease that would enable the City to better monitor the Gun Club's implementation of the EPA's best practices. 4, Even the Ashland Gun Club does an adequate cleanup of the site now, but Gun Club members continue to use lead shot, environmental damage will continue and increase, Brown and Caldwell report recommended, "banning lead shot for the trap and skeet ranges to reduce the impact of the shot on wildlife", The Gun Club has said they would not be able to enforce this procedure, yet alternative gunshot is being used in many forward thinking communities, I propose that City Council: change the new lease to include the phasing out of lead ammunition from all areas leased by the Gun Club by July of 2011. 'J s.uJo""~ , I tAoll 0 ~" ql--~ July 20, 2010 Comments of Edward Kerwin, MD Homeowner: 955 Dead Indian Memorial Road, Ashland, OR 97520 Vineyard Owner: Genesee Estate Vineyard 35 acres organically grown wine grapes, 955 Dead Indian Memorial Road, Ashland, OR 97520 Business Owner: Allergy & Asthma Center of South em Oregon, PC Office, 2262 Ashland Street, Ashland, OR 97520 While Ashland Parks and Recreation, and Ashland's Engineering and Facilities Departments do an admirable job in their work administering Ashland parklands, I must express strong disagreement with a proposed plan to give a routine renewal to the Ashland Gun Club lease for a long period without an appropriate period for comments and input from all the citizens of Ashland, Here are some key facts to consider: I, AsWand city serves 25,000 permanent city residents and some 200,000 or more visitors annually, Of these fewer than 500, or two tenths of I %, ever even get to set foot in the gun club, The use of the gun club only serves a very small percent of Ashland citizens and visitors, In contrast, tens of thousands of Ashland residents use Lithia Park, other city parks, even the Mount Ashland Ski Area, Parklands should be open and enjoyable by all. The gun club in no way serves the interests of more than a very small minority of Ashland residents and visitors, 2, The Ashland Gun Club is a potential environmental disaster waiting to happen, It is known to fill our soils and flood plain areas with lead, We know that lead could be released into Emigrant Creek and ground waters with acidic rains or other soil activating influences, Certainly active floods as in January 1997 may erode soils and release lead contamination, The gun club instead of improving parklands continues to degrade the lands, Why is AsWand even considering this renewal? 3, The gun club is entirely in a rural residential zone surrounded by suburban and farm residences, If even a single stray bullet, or rebound, or ricochet or other bullet ever reaches neighboring properties, Ashland may be subject to litigation and damages that may cost the city hundreds of thousands of dollars or even more, It is unconscionable that the City of Ashland would reapprove a gun club on Ashland rural residential property without attempting to poll or obtain a full vote of city residents, I believe frankly, Ashland residents would be up in arms to hear of such goings on, Ashland receives only a token benefit and assumes numerous liabilities, lead pollution, noise -. i" pollution, considerable health and safety risks by hosting a gun club on a city park with I mile or much less of city limits, 4, The gun club is a large and growing NOISE POLLUTION CENTER, Why don't we open up Lithia Park to gunfire and a shooting range? Why don't we allow shooting in all Ashland parks? Because this would be hazardous, noisy and entirely opposite to the values and standards embraced by the City of Ashland and its residents and numerous visitors, 5, Some longstanding farm neighbors of the gun club dating from the 1950's or earlier favor its indefinite renewal. This in itself shows why the gun club should be relocated far outside city limits to a much more remote, non-residential, truly wilderness location, The gun club dates to a time of old when Ashland was much smaller in population and in geographical extent. When the gun club was founded, Ashland had some 5000 residents, and the gun club was some five miles from city limits on entirely vacant or agricultural land, But, surprise, like all cities, Ashland has quintupled its size both in residents and in geographic boundaries since the gun club was founded, Now the gun club is surrounded by homes and populated farms, I personally can count 20 to 40 residences all within one- half mile diameter of the Gun Club, and some 200 residences within two miles, None of these residents have been polled on whether the gun club serves their interests, 6, Maintaining the AsWand Gun Club so close to city limits and local residential lands is like building a new coal power plant in town, or a large trash incinerator in town, or deciding to accept a race car track right in an Ashland city park, Clearly the gun club belongs well outside of residential neighborhoods, at least a half-hour to one hour outside of city limits, 7, When the gun club was founded, residents rode their horses or drove slowly at least a half-hour to reach the then remote gun club, Now the gun club is two minutes from the golf course and four minutes from the South AsWand interchange development zone, 8, Neighbors who nostalgically remember the gun club from the old days are being nostalgic and failing to recognize urban growth, quality of suburban life issues, and Ashland's priority to be a leader in environmentalism, not a leader in suburban noise pollution and lead pollution of our parks, and maintaining an antiquated and anachronistic facility for gun club use, The gun club can be relocated 10-20 miles outside of town to a remote location appropriate for this activity, 9, Alternate locations for gun club use already exist, and new gun ranges could easily be developed in areas at least 8-10 miles outside AsWand city limits where issues of ground water contamination, noise pollution and public safety are not present. This is how suburban and rural residential growth works, AsWand city has grown tremendously in economic activity, tourism, in public esteem and popularity due to its quality oflife issues, No magazines, or commercial development programs, or tourism development publications can advocate Ashland ifit fills our community parklands and flood plains with lead bullets, gunfire and hazards that are toxic to Ashland's best interests, Let's open up the plaza to gunfire, I'm sure the tourists will love dodging bullets, and enjoy the chaotic noise of the Wild West. " '" . ,.\ , , In summary, I believe the City of Ashland cannot in good fiduciary responsibility renew the lease on the Gun Club unless a full poll or vote of the citizens of Ashland is taken on this point. Let us put this to the residents of Ashland, if they want years more of the noise, pollution, hazard, and lack of public access of having a gun club in the middle of our city, An open parkland, dog park, demonstration garden, organic garden, or numerous other uses of this public land seems much more appealing, I urge the Ashland City Council to fully recognize the interests of the 25,000 Ashland city residents, the hundreds of thousands of tourists who vitalize, Ashland's economy, the green business owners who take pride in Ashland's advanced practices, and the organic farmers who avoid even adding chemicals into the soils of our foods and environment. The Gun Club lease should be put to a vote of the Ashland residents, This land could equally or much better be used as a water park, a historic park at the location of the Lithia water well, an animal sanctuary, an area for city vehicles and services to be kept. Modem, environmentally well designed gun firing ranges should be built far outside of flood plains, on sealed grounds (at best meeting landfill standards to prevent ground water contamination), and with indoor sound-insulated shooting ranges, such as the Medford Gun Club on Vilas Road, Perpetuation of an anachronistic, environmentally unsound gun club is inconsistent with Ashland's values, and sacrifices the potential benefits of the many, many residents and visitors who use Ashland parks for the very few citizens who utilize the gun club, At the very least, sealing off the grounds to prevent downward lead migration, realignment of the firing ranges to not point toward homes and actively farmed lands, mandatory use of mufflers, or construction of an indoor sound insulated pistol range should be mandated, I stand with other neighbors, organic farmers and business professionals in Ashland who oppose the routine renewal of the gun club lease without a full scale environmental protection plan and plan to benefit all Ashland residents with a proper review of all liability issues the city may face in renewal this now residential wetlands gun club lease, tf~~ Edward M, Kerwin, MD
